The City Council of the City of Virginia Beach, Virginia, will assemble in the Administration
Building, Princess Anne Borough, Virginia Beach, Virginia, in Regular Session, at 1:00 p.m.,
on Monday, December 5, 1977, for the purpose of cbnducting public business and will hear and
act upon the following items:
1. Call to order by the Honorable Clarence A. Holland, Mayor, in the Council Conference Room.
2. Roll Call of the Council.
3. Motion to recess into Informal Discussion and Executive Session. Upon conclusion of the
Executive Session, City Council will reconvene in the City Council Chambers.
4. Invocation will be given at 2:00 p.m., by the Reverend Robert B. Newland, St. Aidan's
Episcopal Church, Virginia Beach, Virginia. Please remain standing for the Pledge of
Allegiance.
5. Roll Call of the Council, Public Hearings and consideration of Public Business.
6. Minutes of the Regular Meetin@. of November 28, 1977 to be presented for acceptance and
approval.
7. Consent Agenda:
a. City Council is requested to approve on second reading an ordinance to appropriate
funds to administer the real estate tax exemption program for the permanently and
totally disabled in the City of Virginia Beach in the amount of $1,000.
b. Letter from the City Manager recommending City Council defer for two weeks two
ordinances pertaining to side yard setback to allow for further study and consider-
ation.
8. Letter from the City Manager transmitting the recommendation of the City Attorney for
approval of the low bid of Meredith Construction Company, Inc. in the amount of $656,995,
for the construction of the Social Services/Millers Project and further authorize the
City Manager to contract with this firm for the construction of this facility. Funds are
available.
9. Letter from the City Manager recommending City Council adopt a Resolution recognizing the
efforts of the Virginia Beach Crime Prevention Steering Committee to coordinate community
based Crime Prevention Programs.
10. Letter from the City Manager recommending City Council approve the low bid of Carter-Bell
Corporation, in the amount of $107,256, for construction of sanitary sewerage facilities
for Princess Anne Road and Holly Road (Princess Anne Borough and Beach Borough) and further,
authorize the City Manager to enter into the necessary agreements to implement this
project.
11. Old business, deferred from the previous meeting, including any report of the Mayor
or committees named by Council.
12. New business, including any presentations by Council Members, Citizens and Organizations.
a. Ms. Donna Bonney, President, of the First Colonial Civic League, wished to appear
before City Council.

The regular meeting of the Council of the City of Virginia Beach, was called to
order by Mayor Clarence A. Holland, in the Conference Room, in the Administration
Building, Princess Anne Borough, December 5, 1977, at 1:00 p.m.
Council Members present: John A. Baum, Robert B. Cromwell, Jr., George R. Ferrell,
Councilwoman Meyera E. Oberndorf, Roger L. Riggs, Vice Mayor Patrick L. Standing,
and Floyd E. Waterfield, Jr.
Council Members absent: John R. Griffin, Mayor Clarence A. Holland, J. Henry

Vice Mayor Standing entertained a motion to pert@iit Council to conduct an informal
session to be followed by an executive session for the purpose of discussing the
following:
1. Discussion or consideration of employment assignment,
appointment, promotion, demotion, salaries, discipline or
resignation of public officers, appointees or employees
of any public body.
2. Discussion or consideration of the condition, acquisition
or use of real property for public purpose, or other disposition
of publicly held property.
3. Consultation with legal counsel and briefing by staff
members, consultants, or attorneys pertaining to actual
or potential litigation, or other legal matters within the
jurisdiction of the public body.
On motion by Councilman Waterfield, seconded by Councilman Standing, and by
recorded vote as follows:

Mr. Giles C. Dodd, Acting City Manager, stated that the bids on the Social Services/
Millers Project had been deferred on November 21., 1977 for two weeks, and was being
brought up today on the formal agenda.

Mr. Dodd stated that the City received a letter from Congressman T@itehurst indicating
that the City has been granted $1.1 Million from the Navy for their portion of the con-
struction of Princess Anne Road.

AN ORDINANCE TO APPROPRIATE FUNDS TO
ADMINISTER THE REAL ESTATE TAX EXEMPTION
PROGRAM FOR TBE PERMANENTLY AND TOTALLY
DISABLED IN THE CITY OF VIRGINIA BEACH,
VIRGINIA
WHEREAS, the City Council has revised Section 33-2.1 of the City
Code to allow real estate tax exemptions for the permanently and totally
disabled, and
WHEREAS, this exemption will be in effect for the fiscal 1978
tax year, and
WHEREAS, it is necessary to appropriate funds for the additio,al
administrative costs of the program,
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
VIRGINIA BEACH, VIRGINIA:
That funds in the amount of $1,000 be appropriated from unappro-
priated surplus for additional clerical costs in the City Assessor's office.

SECOND READING: -December 5, 1977
Adopted by the Council of the City of Virginia Beach on the 5th

WHEREAS, the City of Virginia Beach recognizes the social impacts
of crime and juvenile deliquency; and
WHEREAS, the City of Virginia Beach has taken measures to combat
and reduce the cause and effect of such antisocial behavior; and
WIIEREAS, it is recognized that through measures setforth by the
Virginia Beach Juvenile Delinquency Prevention and Control Plan and the
Virginia Beach Police Department Crime Prevention Unit that this City
will accord appropriate recognition to those programs that reflect exemplary
efforts to reduce crime and juvenile delinquency; and
IiHEREAS, as a means to coordinate the efforts of neighborhoods,
the Virginia Beach Crime Prevention Steering Committee has been formed.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of
Virginia Beach:
Full support of the Virginia Beach Crime Prevention Steering
Committee in its effort to coordinate community based Crime Prevention
Programs.

City Council voted to adopt the toiiowing resoiulion conimending Che cicizeiis
of Virginia Beach for their excellent response to the water conservation program:

WHEREAS, the Tidewater area recently experienced a
temporary water shortage due to a continuing drought situation,
and
WHEREAS, for the period of August 22, 1977, throu@,h
November 14, 1977, Virginia Beach residents participated in a
water conservation program, and
14HEREAS, the outstanding response of Virginia Beach
residents resulted in a 10% per capita reduction in water
consumptio-n, and
WHEREAS, Virginia Beach residents led other area city
residents in conservation efforts,
NOW, THEREFORE, BE IT RESOLVED that the Virginia Beach
City Council goes on record as publicly thanking and commending
all city water customers for their excellent response to the
water conservation program; and
BE IT FURTHER RESOLVED that members of the local news
medium are to be commended for encouraging this successful
conservation through publication/presentation of timely articles
pertaining to the situation.

ITEM #11544
Mis. Donna Bonney, President of the First Colonial Civic League, appeared before
Council requesting a traffic light at Wildwood Drive and First Colonial Road.
14rs. Bonney stated that the members of the First Colonial Civic League representing
several housing and apartment developments in the area are requesting that a traffic
light be placed at the intersection of First Colonial Road and Wildwood Drive. The
heavy traffic proceeding north and south on First Colonial Road makes it almost
impossible for vehicles entering and leaving Wildlqood Drive.
Mr. Bill Boone, representing Tidewater Pyschiatric Institute, stated that TPI
voluntarily supports the request for a traffic light at Wildwood Drive and First
Colonial Road.
Mrs. Barraco appeared also requesting a light at Wild@qood Drive and First Colonial
Road.
Mrs. Jo Downs, General Hospital of Virginia Beach, requesting a light at that
intersection also.
