Base Data foi, Estimates
Building permit data is collectcd monthly for the update of the
Transportatioil Data Report (TDR) whicli supplies the dvielling unit
inventory for Virginia Beach. The di-lelling units are not added to
those considered occupied, until a VEPCO release has been isslied.
Once the releases are rece,ived, the units are considered ready for
occupancy and are added to tli-- inventory.
II. Persons Per HouSchold (D@.ielling Unit Factor)
The 1976 estimatelv,,as based on the 1973 School Board Census,
which produced a persons per dwelling unit factor foi, thp. differelit
types of utiits. Tlie lo@qer, non-niilitar@,, factors liave been used in
past estipiates.
Tlie 1977 estii@ate reflected an adjustiiient to the factor used
for single family units froni 3.68 to 3.64. This adjust[iient 1,@as due
to the followiiig factors:
1. latest R. L. Pol@* data;
2. national trends; and,
3. local trends reflecting a decliiie iri scliool enrolli,,ent:
a. loss of military dependents;
b. later n@arriages;
c. fc@@qer i)ersoiis pet, houselicld; and
d. la)-g@. gap in older and yot@tiger families.
III. Vacaiicy Rate
A very consei@vativc,. viicaiicy r@ite of five percent (5'/') l@@as used
in ttie 1976 c,.stiri@i.e, @.;Iiic@i v@as al,lo Lased on R. L. Polk ddta. Tlie

1977 estimate reflected a two point sc-ven percent (2.7%) vacancy rate.
This rate was supplied [)y the recent U. S. Postal Service survey.
IV. Military "On Base" Population
Each year the area military bases ai,e contacted for infori,.iation
regarditig any chaiige in group qllartei,s pc)pul@ition.
V. Sunimary
The dwelling unit inventory is multiplied by the proper population
factor (persons pei, houseliold), which yields tlie total "possible" popu-
lation, excluding "on base" iiousing. Tile "on base" housing (group
quarters) are addc:,d to tfiis "possible" 1)optil(ition and a 2.7@ll vacancy
is theii subtracted fi,oi,,i tlie total. The final figui-e of 255,770 repi,e-
sents the January 1, 1978, I)olUlEttion (@stiiii@ite for Virgiriia BF@acli.

WHEREAS, the Bonds have been issued and sold and no
approval of the issuance of the Bonds by voters of the City or
any other body was required or obtained; and
WHEP\EAS, the current cash requirenients on the contracts
to improve, coiistruct, enlarge, renovate and equip school
facilities exceeds the $7,672,000 allocated for improvements
for school facilities; and
WHEREAS, the City Manager has recommended that a portion
of the arpounts allocated for street and highway improvements,
the dredging of the Lynnliaveii Ri-ver, the acqiiisition, construc-
tion and equipping of municipal buildings and the acquisition
and construction of parks and recreation facilities be used
instead to increase the amount authorized for scbool- facilities
from $7,672,000 to $9,232,010, and that funds for such projects
in ainounts equal to the amounts reallocated for improvements
for school facilities be provided frori future bo,'Id issues.
BE IT ORDAINED BY TIIE COUNCIL OF TIIE CITY OF VIRCINTA
BEACH, VIRGINIA;
1. It is hereby determined that it is desirable for the
City of Virginia Beach to reallocate the proceeds of the Bonds
authorize(i for street and liigliway iniprovenaeiits, the dredging of
the Lynnhaven River, the acquisition, construction and equipping
of municipal buildings and acquisition and construction of

parks and recreation @-acilities to T)ro-,Ti-de ar --cliiti-onal
$1,560,010 for school facilities.

hereby amended to read as follows:

It shall be unlawful for any person, except in case of emergency I
to moor or tie up any boat or vessel to designated channel markers, buoys,
navigational aids, bridges or bridge abutments. However, this prohibition
shall not apply to the Chesapeake Bay Bridge, its islands or abutinents.
This ordinance shall be effective from date of adoption.

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF VIRGINIA BEACH, VIRGIIIIA:
That Section 22-77 of the Code of the City of Virginia Beach is hereby
aiiiended and reordained as follows:
Section 22-77. Opet'ation of motor vehicle after January thirty-first without
having paid licetise tax, etc.
It shall be unlawful foi@ any person to oper,ate a niotor vehicle after the
thirty-first day of January of any license year without having paid the requisite
license tax and displaying the current license plate required by this article. AAny
