The City Council of the City of Virginia Beach, Virginia, will assemble in the Administra-
tion Building, Princess Anne Borough, Virginia Beach, Virginia, in Regular Session, atl:00
p.m., on Monday, June 27, 1977 for the purpose of conducting public business and will hear
and act upon the following items:
1. Call to order by the Honorable Clarence A. Holland, Mayor, in the Council Conference Room.
2. Roll Call of the Council.
3. Motion to recess into Informal Discussion and Executive Session. Upon conclusion of
the Executive Session, City Council will reconvene in the City Council Chambers.
4. Invocation will be given at 2:00 p.m., by Reverend J. Alton Butts, Saint Marks A.M.E.
Church, Virginia Beach, Virginia. Please remain standing for the Pledge of Allegiance.
5. Roll Call of the Council, Public Hearings and consideration of Public Business.

6a.) Minutes of the Regular Meeting of June 13, 1977 to be presented for approval and
acceptance.

b.) Minutes of the Regular Meeting of June 20, 1977 to be presented for approval and
acceptance.
7. Items for Second Reading:
a.) City Council is requested to approve on second reading an ordinance to accept a
grant totalling $43,193 from the Division of Justice and Crime Prevention and
to appropriate these funds.
S. Letter from the City Manager recommending that City Council approve an ordinance to
appropriate funds, in the amount of $54,300 for our Pro-Rata Share in the initial
funding of The Regional Juvenile Group Home System which totals $100,000. The re-
maining balance of $45,700 being provided by other localities in the region; and
further authorize the City Manager to enter into the necessary agreements. In addition,
City Council is requested to appoint two Commission members.
9. Letter from the City Manager including a copy of the Report of the Community Development
Citizens Advisory Committee, which presents recommendations for the establishment of a
Housing Rehabilitation Loan and Grant Program, concerning which the City Manager ex-
pressed certain reservations and recommendations prior to approval by City Council
particularly regarding the interpretation of the federal guidelines which define very
low income, and of matters concerning the granting of funds for compliance with the
mandatory sewer and water connection ordinance.
10. Letter from the City Manager reconmending City Council authorize the City Manager
to enter into an agreement with the Norfolk Southern Railway for a pipe line cross-
ing. This is needed in order to proceed with the Seatack Sewer Project, Phase II.
This will run along the Norfolk Southern Railway 1,693 feet west of Mile Post 16 in
Seatack.
11. Letter from the City Manager recommending that City Council approve an ordinance to
appropriate $53,466 from the General Fund Balance for the purpose of paying Tidewater
Transportation District Commission for Mass Transit for Fiscal Year ending June 30, 1977.
12. Letter from the City Manager recommending that City Council approve the low bids of
Central Builders, Inc., in the amount of $46,495.00, for Contract A (pipework) Lee Roy
Drive Sanitary Sewerage - Project 6-704; and W. E. Vaughn, Inc., in the amount of
$49,887.00, for Contract B (Pump Station) Lee Roy Drive Sanitary Sewerage - Project
6-704; and authorize the City Manager to execute the necessary documents to implement
the project. Funds for this project are available in the CIP #6-704.
13. Letter from the City Manager recommending that City Council appoint viewers to investigate
the matter of a petition of Milton J. Weller for the closure of a portion of Greensboro
Avenue (Virginia Beach Borough).
14. Letter from the City Manager recommending that City Council approve the following standard
water/sewer agreements:
Beach Senior Citizen Apartments
Lynnhaven Borough Water
Ocean Park, Section A, Lots 10-16
Bayside Borough Water & Sewer
15. Letter from the City Manager recommending that City Council approve the following
Bingo/Raffle permits:
Holy Spirit Women's Club Raffle
Red Wing Golf Association
(Renewal) Raffle
16. Letter from the City Manager recommending that City Council approve the request of
Mr. V. A. Etheridge, City Treasurer, for tax and parking ticket refunds in the amount
of $400.98.
17. Old business, deferred from the previous meeting, including any report of the Mayor or
committees named by Council.
a.) The following abstract of Votes cast in the Democratic Primary Election held on
the 14th day of June, 1977 at which time a referendum was held concerning the
contraction by the City of debt and issue of its general obligation bonds in
the maximum amount of $39,900,000 additionally secured by a pledge of water and
sewer revenues was voted upon by the electorate.
18. New business, including any presentations by Council Members, citizens and organizations.

THE CITY MANAGER STATED HE WILL BE MAKING A PRESENTATION TO COUNCIL
THAT PROBABLY WOULD ALLOW THE NEPTUNE FESTIVAL TO HOLD A CLASs A
HORSE SHOW IN VIRGINIA BEACI-I.
IT WOULD BE SANCTIONED BY THE AMERICAN HORSE SHOW AssocIATION, VIRGINIA
HORSE SHOW AssocIATION, THE AMERICAN QUARTER-IIORSE AssocIATION AND THE
VIRGINIA QUARTER-HORSE SHow AssocIATION.
IT WOULD ATTRACT NOT ONLY NATIONAL ATTENTION, BUT NATIONAL HORSES TO
COME ACROSS FROM ALL CLASSES; INCLUDING ARABIAN, QUARTER-HORSES, ETC.

THE CITY MANAGER STATED THAT THE VIRGINIA SEAFOOD COUNCIL IN CONJUNCTION
WITH VPI HAS GIVEN INDICATIONS THAT THE SEAFOOD INDUSTRY HAS NOT ADVANCED
WITH TECHNOLOGY AS THE AGRICULTURAL COMMUNITY HAS DONE. THEY FEEL THAT
ONE OF THE MAIN REASONS IS THE LACK OF EDUCATIONAL PROGRAMS OFFERED
TO THE VARIOUS COMMERCIAL FISHERMEN.
THE SEAFOOD COUNCIL WOULD LIKE TO ESTABLISH A PROGRAM FOR THE SEAFOOD
INDUSTRY SIMILAR TO THE PROGRAM ESTABLISHED FOR AGRICULTURE - THE VPI
EXTENSION SERVICE.
THE SEAFOOD COUNCIL HAS APPROACHED THREE CITIES; HAMPTON, NEWPORT NEWS
AND VIRGINIA BEACH TO SHARE IN THE COST WITH VPI. VPI WILL PAY A PORTION
OF THE SALARY AND THE THREE CITIES WILL ALSO PAY A PORTION. THE PORTION
FOR HAMPTON, NEWPORT NEWS AND VIRGINIA BEACH WILL BE $2,000 EACH.
NORFOLK AND CHESAPEAKE WERE NOT APPROACHED BECAUSE OF TIMI@IG ANI) THE
PROBLEMS THEY WERE HAVING WITH THEIR BUDGETS AT THE TIME. IT 13
ANTICIPATED THEY WILL INCORPORATE VIRGINIA BEACH, NORFOLK, CHESAPEAKE
AND PORTSMOUTH INTO ONE EXTENSION AGENT AND THE NORTHSIDE OF HAMPTON
ROADS WILL BECOME A SECOND DISTRICT FOR AN AGENT.

HALSTEAD WILL RETIRE FROM THE VIRGINIA BEACH POLICE DEPARTMENT JUNE 30,
1977, AFTER 35 YEARS OF SERVICE.
A LUNCHEON WILL BE HELD IN MAJOR HALSTEAD'S HONOR ON JUNE 30TH, AT
12:00 t4OON, AT THE COMMODORE COUNTRY CLUB (FOP), AT A COST OF $5.50
PER PERSON IF ANY COUNCIL MEMBER WISHES TO ATTEND.

THE CITY MANAGER STATED HE DISCUSSED THE PROBLEM WITH COLONEL W. W.
DAVIS, CHIEF OF POLICE, AND THE CHIEF FEELS THAT UNTIL THE STATE
RECOGNIZES THE MO-PEDS AS AUTOMOTIVE VEHICLES THE CITY DOES HAVE
SUFFICIENT ORDINANCES TO COVER THE PROBLEt4. THE CHIEF HAS INFORMED
CAPTAIN WEISS, SECOND PRECINCT, TO ENFORCE THE BICYCLE ORDINANCES

ABLE TO ACT AS THE FISCAL AGENT FOR THE LOCAL GROUP HOME SYSTEM. THIS
PROGRAM CURRENTLY CONSISTS OF A GIRLS' GRoup HOME AND A CRISIS INTER-
VENTION HOME (LOCATED IN VIRGINIA BEACH), THE CHESAPEAKE Boys' HOME, AND
THE PORTSMOUTH Boys' lioME, AND AN ADt4lNISTRATIVE.
LAST DECEMBER, A TASK FORCE REPRESENTING EACH LOCALITY REFERRING YOUNG
PEOPLE TO THE HOMES WAS ESTABLISHED TO DETERMINE THE FUTURE OF THE GROUP
HOME SYSTEM. VIRGINIA BEACH WAS REPRESENTED BY THE HONORABLE THOMAs F.

HE TASK FORCE HAS ENDED ITS STUDY. IT RECOMMENDED THAT THE TIDEWATER
EGIONAL GROUP FIOME COMMISSION BE ESTAOLISHED. THE CITY'S SHARE OF THE
NE-TIME "UP-FRONT COSTS" WOULD BE $@'300. THIS FIGURE, TO BE REIMBURSED
SHOULD THE COMMISSION BE DISBANDED, WAS DETERMINED BY A FORMULA BASED UPON

to participate in providing Juvenile-type residential care facilities, and
WHEREAS, implementation of a regional-wide system of service will
allow a maximum use of available state and federal grants,
NOW, THEREFORE, BE IT ORDAINED BY TIIE COUNCIL OF THE CITY OF VIRGINIA
BEACH, VIRGINIA:
That $54,300 be appropriated for the Regional Juvenile Group liome
System in the Fiscal 1976-77 Operating Budget, as our pro-rata share of the

THE CITY MANAGER STATED HE HAS BEEN INFORMED BY MR. JAMEs ECHOLS, OF
THE TIDEWATER TRANSPORTATION DISTRICT COMMISSION, THAT AN ADDITIONAL
APPROPRIATION OF $53,466 WILL BE REQUIRED TO FULFILL VIRGINIA BEACH'S
FUNDING COMMITMENT TO THE COMMISSION. CITY COUNCIL HAS BUDGETED $334,190
FOR THE 1976-77 BUDGET YEAR. HOWEVER, BECAUSE OF THE COMPLEXITIES
SURROUNDING CONSOLIDATION OF THE REGIONAL TRANSPORTATION SYSTEM, AND THE
DELAY ON THE PART OF THE FEDERAL GOVERNMENT TO RELEASE FEDERAL FUNDS, THE
CITY MUST CONTINUE TO FINANCE 100% OF THE OPERATING DEFICIT FOR THE
BALANCE OF THIS YEAR. BECAUSE OF THE SLOWNESS OF THE FEDERAL CASH FLOW,
FEDERAL FUNDS WILL NOT BEGIN COMING TO THE CITY FOR REIMBURSEMENT OF THE
OPERATING DEFICITS UNTIL THE NEXT FISCAL YEAR.
IN ORDER TO GIVE A FULL UNDERSTANDING OF THE TRANSIT EXPENDITURES, IT
WOULD BE NECESSARY TO LOOK AT BOTH FISCAL YEARS' BUDGETARY EXPENDITURES
PLUS THIS APPROPRIATION.
THEREFORE, COUNCILMAN MCCOY MADE A MOTION, SECONDED BY COUNCILMAN
RIGGS, TO APPROVE THE FOLLOWING ORDINANCE ON FIRST READING TO APPROPRIATE

JUNE 30, 1977
WHEREAS, the Council of the City of Virginia Beach is desirous
of maintaining Mass Transit Operations in the City, and,
WHEREAS, the Council has previously appropriated $334,190 for
FY 1977 Mass Transit, and,
WHEREAS, Virginia Beach's share of costs will be $53,466 in
excess of appropriations for the following expenditures; $48,600
for capital irnprovements, approximately $292,181 for operating
deficits for the first three quarters and $46,875 advance for the
fourth quarter for a total cost of $387,656, and,
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
VIRGINIA BEACH that funds totaling $53,466 be appropriated in fiscal
year 1977 from the General Fund Balance for the purpose of paying
Tidewater Transportation District Commission.

Your Petitioner, Milton J. Weller, respectfully represents
as follows:
1. That pursuant to the provisions of Sections 15.164 of
the Code of Virginia, 1950, as amended, the said Petitioner ap-
plies for the vacating, closing and discontinuance of that cer-
tain portion of Greensboro Avenue situate in the City of Virginia
Beach, Virginia, and being described as follows:
ALL that certain portion of Greensboro Avenue as
shown on the Map of Shadow Lawn Heights, Virginia
Beach, Princess Anne Co., which plat was inade in
April 1924 by JNo. M. Baldwin, et al, and is duly
recorded in the Clerk's Office of the Circui.t Court
of the City of Virginia Beach, Virginia, in map
Book 7, at page 14, sheet 1, and being that certain
portion of Greensboro Avenue lying between Blocks
18 and 19 and being bordered on the north by
Mediterranean Avenue and on the south by Lake Rudee.
2. That no inconvenience will result to any person by
reason of said closing, vacation and discontinuance of said
street, and Petitioner prays that this Honorable Council appoint
viewers as provided by the aforesaid statute to view this portion
of Greensboro Avenue proposed to be closed, and report in writing
to this Council on or before the day of 1 1977,
whether, in the opinion of said viewers, any, and if any, what
inconvenience would result in the discontinuance of said portion
of Greensboro Avenue heretofore described.
