The City Council of the City of Virginia Beach, Virginia, will assemble in the Administra-
tion Building, Princess Anne Borough, Virginia Beach, Virginia, in Regular Session, at 1:00
p.m., on Monday, June 20, 1977 for the purpose of conducting public business and will hear
and act upon the following items:
1. Call to order by the Honorable Clarence A. Holland, Mayor, in the Council Conference Room.
2. Roll Call of the Council.
3. Motion to recess into Informal Discussion and Executive Session. Upon conclusion of
the Executive Session, City Council will reconvene in the City Council Chambers.
4. Invocation will be given at 2:00 p.m., by Reverend James Rush, Scott Memorial Methodist
Church, Virginia Beach, Virginia. Please remain standing for the Pledge of Allegiance.

5. Roll Call of the Council, Public Hearings and consideration of Public Business.
a.) Resolution presented to Rear Admiral Jeremiah Andrew Denton, Jr., USN.
b.) Resolution of Appreciation to Mike Worrell of Virginia Beach for his Hobie-Cat
accomplishment.
C.) Consideration of a request of a Subdivision Variance in the name of Thomas W. &
Martha W. Mustin for property located at the Southeast corner of Shell Road and
Cullen Road. The variance was denied by the Planning Commission on May 10, 1977.
6. Minutes of the Regular Meeting of June 13, 1977 to be presented for approval and
acceptance.
7. Items for Second Reading:
a.) City Council is requested to approve on second reading an ordinance to accept
$227,593 from the Southeastern Tidewater Area Manpower Association and to
appropriate these funds.
8. Letter from the City Manager transmitting the recommendation of the Planning Commission
for approval of the application of Gordon B. Potter, Dean S. Potter, Jr., Lucille B.
Potter, and John Ray Potter for the following changes of zoning:
a.) R-5 Residential District to B-2 Community Business District for a 4.45 acre parcel
located on the north side of Laskin Road, west of Winwood Dri w.
b.) R-5 Residential District to 0-1 Office District for a 5.839-acre parcel located on
the north side of Laskin Road, west of Winwood Drive, south of Laurel Lane.
c.) R-5 Residential District to R-3 Residential District for a 6.535 parcel located on
the northwest corner of Laskin Road and Winwood Drive, south of Laurel Lane.

for denial of the application of Robert B. and Kathryn Hill Venner for a Change of
Zoning from 0-1 Office District to R-9 Residential District on a 1.42 acre parcel lo-
cated immediately north of the intersection of Holly Road and Holly Crescent (Virginia
Beach Borough).
11. Letter from the City Manager transmitting the recommendation of the Planning Commission
for approval of the application of Wilbur W. and Carolyn J. Whitehead for a Change of
Zoning from AG-1 Agricultural District to B-2 Community-Business District on a 19,446
square foot parcel located on the west side of Oceana Boulevard, south of Harpers Road
(Princess Anne Borough).
12. Letter from the City Manager transmitting the recommendation of the Planning Commission
for approval of the application of W. W. Oliver, Sr. for a Change of Zoning from R-5
Residential District to B-2 Community Business District on the north side of Haygood
Road east of Ferry Plantation Road (Bayside Borough).
13. Letter from the City Manager transmitting the recommendation of the Planning Commission
for approval of the application of Fred L. and Gayle B. Wall for a Conditional Use
Permit for recreational facilities of an outdoor nature (Skateboard Park) on a 3.5-acre
parcel located on the south side of South Lynnhaven Road, west of Magic Hollow Boulevard
(Princess Anne Borough).
14. Letter from the City Manager transmitting the recommendation of the Planning Commission
for approval of the application of Winner Corporation for a Conditional Use Permit for
a recreational facility of an outdoor nature (Skateboard Park) on a 3-acre parcel
located near the intersection of Holland Road and Landstown Road (Princess Anne Borough).
15. Letter from the City Manager transmitting the recommendation of the Planning Commission
for denial of the application of Oliver B. Odom for a Conditional Use Permit for recrea-
tional facilities of an outdoor nature (skateboard park with a pro shop and snack bar)
on a 2.3 acre parcel located on the north side of Holly Road, northeast of the inter-
section of Holly Road and 26th Street (Virginia Beach Borough).
16. Letter from the City Manager transmitting the recommendation of the Planning Commission
for approval of the application of Michael R. Bantz and John J. Carvalho, Jr. for a
Conditional Use Permit to operate a Mo-Ped Bicycle Rental on a 171.72 square foot parcel
located on the east side of Atlantic Avenue, soxith of 18th Street (Virginia Beach Borough).
17. Letter from the City Manager transmitting the recommendation of the Planning Commission
for approval of the application of Jerry Tibbitt and Robert Weisbard for a Conditional
Use Permit for a hair styling salon on a 19,688 square foot parcel located at the south-
east corner of the intersection of Laskin Road and Freemac Drive (Lynnhaven Borough).
18. Letter from the City Manager transmitting the recommendation of the Planning Commission
for approval of the application of Joseph L. Just, Jr. for a Conditional Use Permit for
a home occupation (family mediation) on a 10,458 square foot parcel known at 5621 Woody
Court in the Brandon area (Kempsville Borough).
19. Letter from the City Manager transmitting the recommendation of the Planning Commission
for approval of the application of Creative Displays, Inc. for a Conditional Use Permit
for two 12 foot by 50 foot billboards on a 1.14 acre parcel located at the northeast
corner of the intersection of Diamond Springs Road and Haden Road (Bayside Borough).
20. Letter from the City Manager indicating his concurrence of the request of Harvey H.
Shiflet, III to enclose the tennis courts on a temporary or seasonal basis in accord-
ance with Section 501 (c) (11) of the CZO. On November 15, 1976, Mr. Shiflet applied
for a Conditional Use Permit for recreational facilities of an outdoor nature (tennis)
on approximately 7.38 acres located northwest of the intersection of Great Neck Road
and Thomas Bishop Lane (Broad Bay Colony-John B. Day Elementary School Area, Lynnhaven
Borough). The proposed tennis courts (12) were to be an extension of an existing 9.2
acre tennis club facility located on the west side of Thomas Bishop Lane.
21. Letter from the City Manager recommending that City Council approve revisions to the
Specifications and Standards of the Department of Public Works for Storm Drainage Pipe.
These specifications have been revised to allow the use of other types of storm drain
pipe in addition to concrete for storm sewers and culverts.
