From AG-1 Agricultural to R-5 Residential on approximately 31.3 acres located East of Oceana Boulevard, North of London Bridge Road. b. Letter from the City Manager recommending that City Council approve an ordinance to amend Chapter 22 of the Code of the City of Virginia Beach adding thereto provisions pertaining to tow truck operations and becomes effective 30 days after adoption. 22. Letter from the City Manager recommending that City Council adopt a Resolution ,hi,h urges the State to proceed with the cquisition of right of way and construction of North Witchduck Road from Route 44 to Pembroke Boulevard, State Project UOOO-134-109, PE-101, RW-201, C-501; Federal Project US-403-2 (3); M-5403 (22). Total cost of the project is $4.2 million; $3.3 million in construction follows the 90/10% funding for- mula, $.9 million in right of way and engineering follows the 85/15% funding formual. 23. Letter from the City Manager recommending that City Council authorize the City Manager to sign the necessary documents to grant an easement to Mr. Louis R. Jones and Mrs. Ellen B. Jones on municipally owned property at Princess Anne Park. 24. Letter from the City Manager recommending that City Council approve an ordinance to accept $227,593 from the Southeastern Tidewater Area Manpower Authority and to approp- riate these funds. 25. Letter from the City Manager recommending that City Council appropriate $18,000 to the City Jail, and since the City will be reimbursed by this amount, to increase estiamted jail revenues by $18,000 to establish an account for the expenditures and reimbursements for housing Federal prisioners for the Federal Government. 26. Letter from the City Manager recommending that City Council authorize the City Manager to sign a standard resolution granting VEPCO a 10foot right of way easement for the purpose of providing electrical service to residences located on Landmark Square. 27. Letter from the City Manager recommending that City Council approve the request of Mr. V. A. Etheridge, City Treasurer, to charge off, in the amount of $430.36, un- collectable checks. 28. MINUTES OF THE !IONORABLE CITY COUNCIL OF THE CITY OF VIRGINIA -DEACII, VIRGINIA June 13, 1977 The regular meeting of the Council of the City of Virginia Beach, Virginia, was called to order by Mayor Clarence A. Holland, in the Conference Room, in the Administration Building, Princess Anne Borough, on Monday, June 13, 1977, at 1:00 p.m. Council Merqbers present: John A. Baum, Robert B. Croinwell, Jr., George R. Ferrell, John R. Griffin, J. Henry McCoy, Jr., Councilwoman Meyera E. Oberndorf'J. Curtis Payne, Roger L. Riggs, Vice Mayor Patrick L. Standing, and Floyd E. Waterfield, Jr. Council Members absent: Mayor Clarence A. ilolland ITEM #10878 Vice Mayor Standing entertained a motion to permit the Council to conduct an informal discussion to be followed by an executive session for the purpose of discussing the following: 1. Discussion or consideration of employment, assignment, appointment, promotion, demotion, salaries, discipline or resignation of public officers, appointees or employees of any public body. On motion by Councilman Riggs, seconded by Councilman Waterfield, and by recorded vote as follows: Ayes: Councilmen John A. Baum, Robert B. Cromwell, Jr., George R. Ferrell, John R. Griffin, J. Holland City Council voted to proceed into the Executive Session following the informal discussion. ITEM #10879 The City Manager informed Council of the storm damage to the Recreation Center and to the Kempsville Library. The library was damaged, however, the approximate cost for repairs will be $7,500 to $8,000. The recreation facility is open and is operating under normal conditions, however, due to the dama.-e done to the swimming pool area that area will be closed off until repairs are complete. The City Manager did present pictures to Council on the damages done to the Recreation Center, the Kempsville library and housing areas in the Kemosville Borough. ITEM #10880 The City Manager stated that the proposal made by Charles Hofheimer con- cerning the possibility of constructing the "World's Largest Skateboard Park", has been reviewed by the Department of Parks and Recreation and other departrnents in the City. The Department of Parks and Recreation feels that to increase the Mount Trashmore activities with a large facility such as this, in such a con- gested area, would not be advantageous. flowever, if Council wishes private industry to lease or contract to supply services on public property there is precedent for such action which is set fortli in the Virginia State Code. ITEM #10881 The City Manager stated there is a procedure citizens will have to go through before voting, Tuesday, June 14, 1977. The State Electoral Board has required the local Electoral Board to establish two sets of requirements for this elect- ion. When a citizen goes to the polis on Tuesday, he must state whether he is voting in the Democratic Primary, on the Referendum for water and sewer bonds or both. ITEM #10882 The City Manager presented Council an article written by Walter Hudgins, Superintendent of Refuse Disposal, in the Public Works magazine.
