City Council is requested to approve on second reading an ordinance to appropriate $6,742.85 to the Accomac-Northampton Transportation District Commission for the continuation of rail service on the Delmarva Line. b. City Council is requested to approve on second reading an ordinance to accept a grant totaling $26,363 from the Division of Justice and Crime Prevention and to appropriate these funds. 8. Letter from the City Manager recommendirig tliat City Council accept the low bid of Mr. Edwin B. Lindsley, Jr. iii the amount of $1,515.IS for certain property which the City no longer needs, and further, authorize the City Manager to enter into the necessary agreements for transfer of this property. 9. Letter from the City Manager re--ommending that City Council approve an application of Kempsville Borough Boys Baseball, Inc. for a raffle permit. 13. Old business, deferred from the previous meeting, including any report of the Mayor or committees named by Council. 14. MINUTES OF THE HONORABLE CITY COUNCIL OF TIIE CITY OF VIRGINIA BEACH, VIRGINIA May 2, 1977 The regular meeting of the Council of the City of Virginia Beach, Virginia, was called to order by Mayor Clarence A. Holl.and, in the Conference Room, in the Administration Building, Princess Anne Borough, on Monday, May 2, 1977, at 1:00 p.m. Council Members present: John A. Baum, Robert B. Cromwell, Jr.. George R. Ferrell, John R. Griffin, Mayor Clarence A. Holland, J. Henry McCoy, Jr., Councilwoman Meyera E. Oberndorf, Roger L. Riggs, Vice Mayor Patrick L. Standing, and Floyd E. Waterfield, Jr. Councilmen absent: J. Curtis Payne ITEM #10743 Mayor Holland entertained a motion to permit the Council to conduct an informal discussion to be followed by an executive session for the purpose of discussing the following: 1. Discussion or consideration of employment, assignment, appointment, promotion, demotion, salaries, discipline or resignation of public officers, appointees or employees of any public body. 2. Consultation with legal counsel and briefing by staff members, consultants, or attorneys per- taining to actual or potential litigation or other legal matters within the jurisdiction of the public body. On motion by Vice Mayor Standing, seconded by Councilman Cromwell, and by recorded vote as follows: Ayes: Councilmen John A. Baum, Robert B. Cromwell, Jr., George R. Ferrell, John R. Waterfield, Jr. Nays: None Absent: Councilman J. Curtis Payne City Council voted to proceed into executive session following the informal discussion. ITEM #10744 Mayor Holland stated, at the informal discussion, that a letter was received by Mr. Hanbury, dated today (May 2, 1977) from Mr. Rocco Lassiter regarding the dedication by plat of the 25 acre school site, Rosemont School, and the six (6) acre park dedication on the Rosemont site. Mayor Holland noted that this was the first time a dedication of school site and/or park sites had been made by a developer prior to submission of proposed site or building plans to tlie City. ITEM #10745 Mayor Holland stated he received a letter from Reverend Mark Stone, Chairman of the Drug Focus Committee, recommending that the Drug Focus Committee be dissolved and further recommended that the Chapter Ten Board consider establishing a Citizens Advisory Committee that would give the City's drug program and the Chapter Ten Board "ground- root adviqe and imput as to the needs of the committee in the area of ,substance abuse'." ITEM #10746 At 2:20 p.m., City Council reconvened in the Council Chambers with the following members present: John A. Baum, Robert B. Cromwell, Jr., George R. Ferrell, John R. Curtis Payne The invocation was given by the Reverend Mark Stone, London Bridge Baptist Church, followed by the Pledge of Allegiance. Curtis Payne City Council voted to approve on second reading the following ordinance to appropriate $6,742.85 to the Accomac-Northampton Transportation Dis- trict Commission for the continuation of rail service on the Delmarva Line: AN ORDINANCE TO APPROPRIATE $6,742.85 TO THE ACCOMACK- NORTHAMPTON TRANSPORTATION DISTRICT COMMISSION FOR THE CONTINUATION OF RAIL SERVICE ON THE DELMARVA LINE WHEREAS, the Accomack-Northampton Transportation District Commission has requested the City of Virginia Beach to participate in the cost of supporting continued rail service on the Delmarva Line between Pocomoke City, Maryland and the City of Norfolk, Virginia and passing through the City of Virginia Beach; and WHEREAS, the amount of support requested is $6,742.85 which is the same amount of real and personal property taxes acquired by the City of Virginia Beach from the rail facilities during the period April 1, 1976 to December 31, 1976 (the same period of time wherein subsidized rail service existed); and WHEREAS, the City of Virginia Beach desires to enter into contract with the Tidewater Transportation District Commission for the transmittal of these funds to the Accomack-Northampton Transportation District Commis- sion; NOW THEREFORE BE IT ORDAINED BY THE COUNCIL OF THE CITY OF VIRGINIA BEACH, VIRGINIA: That the City Manager is hereby authorized to enter into a contract with the Tidewater Transportation District Commission for the purpose of transmitting $6,742.85 to the Accomack-Northampton Transportation District Commission; and That $6,742.85 is hereby appropriated from Unap us for this purpose. This land had been acquired because it was felt that the property could one day be developed for b~ke trails and other recreational faciliti_es. A reevaluation of the reuse plans for thJ. s property determined that we no longer had a need for retention of the property. The following bids were received: Mr. Edwin B. LJndsley, Jr. $1,515.15 Suprene Petro]_eum, Incorporated 1,000.00 Therefore, City Council voted to approve the high bid of Edwin B. Lindsley, Jr., in the amount of ~$1,515.15, for the purchase of certain property (see attached plat); and further authorized the City Manager to enter into the hecessary agreements for the trans- fer of this property.
