The regular meeting of the Council of the City of Virgiiiia Beach,
Virginia, was held in the Council Chambers in the Administration
Building in the Borough of Princess Anne, on Monday, Jariuary 14,
1974, at 2:00 p.m.
Councilmen present: John A. Baum, Robert H. Callis, Jr., Mayor
Robert B. Cromwell, Jr., Vice Mayor F. Reid Ervin, Charles W.
Gardner, Clarence A. Holland, Garland L. Isdell, D. Murray
Malbon, J. Curtis Payne, and Floyd E. Waterfield, Jr.
Councilmen absent: George R. Ferrell
The invocation was given by the Reverend John P. Moody, Evangelical
Community Church, Virginia Beach, Virginia.

Councilman Waterfield stated las I was not here on January 7, 1974,
for the voting of the Charter Change On the extensioii of bonding
limitations, and as I represent the whole Citv, as such, being a
representative of the Pungo Borough; the majority of the people in that
area asked me to voice my opinion, which is a nQ vote on the Charter
change on the extension of bonding limitations.

Vice Mayor Ervin stated the question had been raised, primarly
with Comniunity Services on staff review. Are we close to
the Poirit where the analvsis of water and sewer availability
caii be expressed in terms of pipe size, current flow, and the
available capacity in the line?
Mr. Carrington stated that they were working on that and right
now they are able to get whether or not sewer is available, but
have not-been able to get sewer capacity or water capacity at
this stage. There is a drainage study which we feel is going
to give us vital information in connection with applications
and also there is a water and sewer study underway.
Mr. Carrington further stated that at this moment he did not
know how soon and how detailed that information will be, and
informed Council he will give them a report as soon as possible.

Mr. V. Alfred Etheridge, Jr. appeared before City Council regarding
the Huntington Estates recreation area reservation.
The Cit@ Manager stated that Mr. Etheridge did apply to the City,
administratively, asking that the reservation be released. The
staff has indicated that the Planning Department and the Recreation
Department felt that the reservation is necessary and will recommend
against releasing the property.
Mr. Etheridge stated he had no plea, as such. They did wish to
find out if the City was planning to buy the property. If they
were not then they would like to go ahead and develop the property
along with the rest of Huntington Estates.
Mr. Etheridge did ask City Council to consider the position that
the provision of the CZO put the developer in for future cases,
and would also like Council to consider the types of problems
that could be raised here.

Vice Mayor Ervin stated that Mr. Bimson, City Attorney, was going
to prepare a formal resolution on the Bow Creek property so Council
will have the wording before them at the next Council meeting,
which will be held on January 21, 1974.

Vice Mayor Ervin stated that Council had received a letter from
the Secretary of the Building Code Review Board, which in the
Vice Mayor's opinion, either represents a misunderstanding of
what our recommendations for a change in the building code is,
or else the Board is unfamiliar with the area.
The Vice Mayor further stated he thought the City should respond
to the letter to find out what the Secretary of the State Board
has in mind.

Mr. V. Alfred Etheridge, Jr. reappeared before City Council requesting
a vote on his request regarding Huntington Estates recreation
area.
Councilman Isdell made a motion, seconded by Councilman Holland,
to accept the recommendations of the City Manager and the
