A major part of the art in using ci '@zen coi-@.n4ttees lies in the
t,
sensitive selection of iie right peop"ie for the right jobs and then
In giving them only tha'6 job to do. Perscns of prestige and power in
the community are usually gracious about helping an important social
service pr-oject by accepting a connittee assignment. But such people
cannot give their time for an indefinite period and they will not be
happy or useful If asked to do a job which is beneath their level of
ability. This represents a practical concern for the good use of
their time. It is fairly natural for an agency to think o, appointing
an advisory committee and putting on it the educators, cle@gyTren,
social workers, and others who have the kind of knowledge and concern
that is related to the fun,:tion of the agehcy they are to advise.
This is fully appropriate, if the comrrii'tee is to be used T-or genera-,ing
professional advice and guidance on some aspect of the agency's pro-
gram. But, when such people are appointed to a co.T.Mittee that may be
more of a multi-purpose.connittee, such as a permanent advisory committee
is certain to be, it will be found that the experts have limited use-
fulness on the comittee and may even be a handicap to it. A @ro-
fessional who Is ivorking close to the prqblem is not a suitable person
for a committee that has to eventually influence the body ol@ eledted
officials who must-appropriate the money, if the hoped-.@or projects
are accomplished.
C. Officers
1. Chairpe@son (preside over meeting)
2. Vice-Chairperson
3. Secretary (minutes and record keeping)
It is recommended that the Director of the Court Service Unit
act as the interim Chairperson for the Council until such time as the
Council has been appropriately organized and has been charged with their,
responsibility.
0. Standing comittees
1. Public Awareness
It is recommended that a minimum of one committie, designated
as a Public Awareness Commit ee be immediately established. The
purpose of this committee would be to develop a plan of action to
inform the public about services tieing offered through the Juvenile
Justice System. It is also recommenced that a number of other standi-c,,
cor.nittees may be appointed by various Advisory Councils durirg '6ha-.r
organizational or operational stages as may be needed.
E. Meetings
1. At least four meetings a year Should be held by the Advisory
Councils.

Since representation and frequency of meetings w-*Ill vary @rc-,z
Council to Council, it is suggested that each Council should -ave
ownership for developing guidelines for attendance a-6 mea-,-,'ncs Frc --or
seeking replacements for inactive menbers.

2@ Develop plan 01' action.
a. Discuss stra-@egies.
b. Appoint comittees for spec-ific tasks identif-ded.
C. Charge each conn-l@-tee with objectives.
d. Implement plan.
Administrators setting UP Councils need to keep in mind that @'rey
must assist actively in defining what programs or proposals the co,.I-
mittee will address. These programs must hold a challenge to those
who have been asked to help- You are also reminded that the longer
that a committee functions actively, the more investment in profess.1oral
staff time will be required.
V. Evaluation
A. Review action, taken.
B. Determine objectives accomplished.
C. Determine areas for improvement.
D. Provide for annual review of acco,'Iplishnents.
It is important for each Council to evaluate critically the issues
they have addressed. their successes and failures in accomplishing
objectives.
