Warranch appealed to City Council for a reversal of a denial of a building permit for the construction of 112 apartment units the Carolanne Farms Area by the building inspector who ruled that the permit had been approved by the City Council for townhouses, not apartment units. A rerun of the recording of the tape indicated that it had been the intent of Council to approve the "townhousc!ltype of unit. Council took no action. ITEM h 4552 Mr. Philip Deriman, Attorney, appeared on behalf of the application of W. E. Ellis for a Change of Zoning in the Robbins Corner, Bayside Area which had been denied by Council on May 1, 1972 (Item No. 4S40).
