A Special ijoeting othe Honorable City Councit of the City of Virginia
Beach, Virginia caZZed by the City 'Ianager, Mr. Roger Scott, was hezd in
the City CounciZ Conference Room in the Adminis-,ration BuiZding, City HAZZ,
Princess Anne Borough, Virginia Beach, on Monday, March 30, 1970, at
9:00 A.M. for the purpose of presenting the proposed budget for the fiscaz
year 1970-1971.

Section 2.
Subject to the provisions of Article III, Chapter 2, of the Virginia
Beach City Code, the salaries and wages set forth in detail in said
Annual Budget, as amended by the Council, are hereby authorized and fixed
as the maximum compensation to be paid for services rendered.
The positions, except in the labor class in cases @qhere the number
thereof is not under the control of the Council, set as line items in
said Annual Budget, as amended by the Council, shall be the maximum number
of positions authorized for the various departments, bureaus and divisions
of the city during said fiscal year, and the number thereof shall not be
increased during said fiscal year unless authorized by the Council. The
City Manager may from t.ime to time increase or decrease the number of
positions in the labor class provided -.he aggregate amount expended for
such services shall not exceed the respective appropriation made therefor.
The City Manager is authorized to make such rearrangements of positions into
several departments named herein, as may best meet the uses and interests
of the City.

Section 5. All tax abatements.and tax supplements dated subsequent
to December 5, 1970, for the 1970 tax year shall accrue to the General Fund

Section 6. All balances of the appropriations payabl.e C)ut of each
fund of the City treasury uiiencumbered at the close of business Oii the
thirtietli (30th) day of June, 1970, except as otlierwise provided for, are
hereby decl.ared to be lapsed into the surplus of the respective funds,
except School operating Fune wi-@--I,, @,hall lapse into t',Ie Go--,eral Fund
Surplus, and shall be used for the payment of the appropriations which
may be made in the appropriation ordinance for the fiscal year beginning
July 1, 1970.
Section 7. No department, bureau, agency or individual receiving
appropriations under the provisions of this ordinance shall exceed the
amount of its or his appropriation except with consent and approval of
the City Council first being obtained, but it is expressly provided that
the restrictions with respect to the expenditure of the funds appropriated
shall apply only to the lump-sum amounts for classes of expenditures which
have been included in this ordinance.
Section 8. Nothing in this section shall be construed as authorizing
any reduction to be made in the amounts appropriated in this ordinance
for the payment of interest or bonds on the bonded debt of the City
Goverriment or the former political subdivisions of Virginia Beach and
Princess Anne County.
Section 9. Allowances out of any of the appropriations made in
this ordinance by any or all of the city departments, bureaus or agencies
to any of their officel-s and employees for expenses on account of the
use by such officers and employees of their personal automobiles in tile
discharge of their official duties shall not exceed ten cents (10) per
mile of actual travel.

forms and according to regulations prescribed or approved by the Director
of Finance. Each account sliall sho@7 tlie dates expenses @4ere iliclirred or
paid; number of miles traveled; ripthod of travel; hotel expenses, meals,
incidental expenses such as telegrams, telephone calls, etc. The Director
of Finance is specifically directed to withliold the issuance of checks
in payment of expense accounts stibmitted for "lump-sum" amounts, except
in the case of employees of tlie Scllool Board.
Section 11. That if any part or parts, section or sections, sentences,
clause or phrase of this ordinance is for any reason declared to be
unconstitutional or invalid, such decisioii shall not affect the validity
of the remainiiig portions of this ordinance.
Section 12. The City NIanager is liereby authorized to approve transfers
of appropriations within any department or between departments except from
or to salary accounts, in an amount not to exceed $1,000.00 in any single
transaction, and further, he is authorized to approve expenditures from the
reserve for contingencies in an amount not to exceed $1,000.00 i'l any
single transaction.
Section 13. That this ordinance shall be in effect from and after the
date of its adoption.

RESOIUTION AUTHORIZING THE ISSUANCE AND SALE
OF $4,750,000 SCHOOL BONDS, SERIES OF 1968 B,
OF THE CITY OF VIRGINIA BEACH, VIRGINIA,
HERETOFORE AUTHORIZED, AND PROVIDING FOR THE
FORM, DETAILS AND PAYMENT THEREOF
WHEREAS, the issuance of school bonds of the City of
Virginia Beach, Vir@.inia, in the maximum amounts of $5,000,000
and $14,500,000 were ,pproved a'@ elections held in the City on
March 16, 1965 and January 20, 1968, respectively, and there
have been issued $4,750,000 and $10,000,000 bonds of such
WHERFAS, the Council of the City of Virginia Beach
adopted a resolution on August 11, 196Q,l authorizing the issuance
and sale of the remainin-. $4,750,000 bonds, bot such sale was
called off because of econoiric conditions and the aforesaid
resolution lias been rescinded;
BE IT RE80LVED BY TliE COUNCIL OF THE CITY OF VIRGINIA
BEACH, VIRGINIA:
1. There are hereby authorized to be issued and sold
the remaining $4,750,000 school bonds of the amounts approved at
elections held on March 16, 1965 and January 20, 1968.
2. The bonds shall be coupon bonds ,,ithout privilege
of registration, shall be designated "School Bonds, Series of
1968 B", shall be dated December 1, 1969, shall be of the
denomination of $5,000 each, shall be numbered from I to 950,
inclusive, and shall mature in numerical order in installments
of $300,000 on December I in each of the years 1970 to 1984,
inclusive, and $250,000 on December 1, 1985, without option of
prior redemption. The bonds shall bear interest at such rate or
rates as determined at the time of sale, payable seniannually on
June 1 and December 1. Both principal and interest shall be pay-
able at the principal office of First & Merchants Nat ional Bank,
Richmond, Virginia, or Bankers Trust Company, New York, New York,
at the option of the holder.
3. The bonds shall be signed by the facsimile signature
of the Mayor of the City of Virginia Beach, shall- be countersigned
by its Clerk and a facsimile of its seal shall be printed on the
bonds. The coupbns attached to the bonds shall be authenticated
by the facsimile signatures of the Mayor and Clerk.
4. The bonds and coupons shall be in substantially the

5. Upon corisideration of current conditions of the
niunicipal bond market and upon consultation with the City's
financial adviser, it is hereby determined to be in the best
interests of the City of Virginia Beach to accept the offer of
the Virginia Pt:blic School Authority to purchase the bonds at a
yield basis not to exceed .10% greater then the Authority must
pay on the bonds @qhich it will sell to provide the necessary
funds to purchase the City's borids; providecl, however, that the
offer of the Authority shall not be accepted and the bonds shall
not be awarded until, the City Council shall have approved the
rate of interest, as finally determined, which the bonds are to
bear.
6. At the request of the Virginia Public School Authority
the bonds shall be issued initially as fully registered bonds
without coupons, bonds numbered R-1 to R-15, inclusive, of the
denomination of $300,000 each and bond numbered R-16 of the
denomination of $250,000. The principal of and interest on such
fully registered bonds shall be payable at the principal office
of First & Merchants National Bmk, Richmond, Virginia.

tax over and above all other taxes authorized or limited by law
sufficient to pay such principal and interest as the same respec-

10. After the bids have been received and the bonds
awarded, the Mayor and Clerk are hereby authorized and directed
to take all proper steps to have the bonds prepared and executed
in accordance with their terms and to deliver the bonds to the
Treasurer of Virginia on behalf of the Virginia Public School
Authority upon payment therefor.

furnish more water than its distribution system as now laid, with the
pressure carricd, wi-1.1 deliver into s,,iid n,-ins, and if the said sul)plyin,
of water shal-1 not be in accordince wl-@lh the stajidard service, the said
Cit,y of Ilorfolk sl,.alJ- no@@ be hold responsi.ble in FLny way.
5. That in supplyi-n,. water to consu-,iers along the said proposed mains,
the City of Norfolk, wi.-1-1 sunply the @@e on2y fro:a its su-rplus supply, -nd
that in no event sh@ there be any o'Dligation on thr-, part of said City to
supply water to Emy cons@-ers alon., the prouosed @-iains at any tl,.ie wlien,
in the udge-.ent of the CouncLI of the said City of Norfolk, the said City
shall not have @ficient supply fgr usc within its corpo-ate limits, or
,whenever the supplyin.@ of said water shall in@@erfere with the discha-rge
of the duty of said City to supply water to its o,.m inhabitants.

to use such nains and hydrants for the supply of water, and furth--r grants
