WHEREAS, in an effort to provide tbe youth of the City with sunimer
employnent the City of Virginia Beach, Virainia has been granted the
sum of $ 3,750. wbich must be matched with a cash appropriation of
$1,250. in order for tlif-, City to be eligible to receive the federal
grant; and
WHEREAS, the subject grant is for the purpose of oroviding transportation
from the renote areas of the City to the areas of employn;ent for these
youth unable to Drovide transportation for themselves; and
WHERF-,%S, The Sunimer Youth Transnortation Project is an aonroved procram
of the Departr,ent of Tra.nszr)ortation, The Deoartgent of HITD for the purpose
of providina the subliect transoortation,

BE IT ORDAINFD BY THE COUNCIL OF THE CITY OF VIRGINIA
BEACH, VIRGINIA:
That Section 20-90 of Article II, Division 4 of the Code
of the City of Virginia Beach is hereby amended by adding the
follolqing three paragraphs:
1. Any person conducting a musical or entertainment
festival in other than a fully-enclosed buildin@
shall obtain from the Directo-r of Public safety-'
a permit to conduct said performance.
2. Any person desirin@ to obtain a permit, shall make
aPPlication theref6r to the Director of Public
Safety or his designated representativ,, 30 days
PriOr to the first-day of performance, settin@ forth
the followin@ information:
A. The place and duration of the proposed
performance.
B. Provisions for sanitati on facilities.
C. Adequacy of loudspeaker control so as to
prevent loud noise.
D. Provisions for crowd control, traffic

3. Upon determination that the above requirem@rits have
been met, the Director of Public Safety shall issue
the permit for the duration of the performance.

borrow not in excess of $2,000,000 pursuant to the City Charter
and Code Section 15.1-222 for the purpose of meeting appropriations
made for the current fiscal year, in anticipation of the collection

WHEREAS, the issuance of school bonds of the City of
Virginia Beach, Virginia,in the maxiillum amounts of $5,000,000 and
$14,500,000 were approved at elections held in the City on March 16,
1965 and January 20, 1968, respectively, and there have been issued
$4,750,000 aiad $10,000,000 bonds of sucli authorized amounts; and
WHEREAS, the Council of the City of Virginia Beach has
authorized the issuance and sale of the remaining $4,750,000 bonds,
but such bonds have not yet been sold; and
WHERE,AS, the Council of the City of Virginia Beach has
borrowed $3,250,000 in anticipatioil of the issuance and sale of
a like amount of such unissued school bonds and now desires to
borrow $1,500,000 in anticipation of the issuance of the remainder
of'such bonds;
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF VIRGINIA
BEACH, VIRGINIA:
1. The City of Virginia Beach is hereby authorized to
borrow $1,500,000 in anticipation of the issuance and sale of
the remaining $1,500,000 of the $4,750,000 unissued school bonds
heretofore authorized and for the purpoges for which such bonds
have been authorized.
2. The proposal of Virginia National Bank to purchase
such notes maturing six months from their date and bearing interest
at the rate of 5 1/4% per year is hereby accepted. The notes shall
be executed on behalf of the City by its Mayor or City Manager and
its seal affixed and attested by its Clerk.
3. The full faith and credit of the City of Virginia
Beach are hereby irrevocably pledged to the payment of principal
of and interest on such note

$2,000,000 PUBLIC IMPROVEMENT BONDS OF
THE CITY OF VIRGINIA BEACH, VIRGINIA
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF VIRGINIA
BEACH, VIRGINIA:
1. It is hereby determined to be necessary and expedient
for the City of Virginia Beach t.o construct and complete various
Public facilities and improvements and to acquire land for public
recreation, all of which will promote the development and public
welfare of the City, and to borrow money for such purposes and
issue the City's general obligation 6,,ds therefor.
2. Pursuant to tlie authority of the Charter of the City
of Virginia Beach (Ch. 147, A,ts of Assembly of 1962, as amended),
and the Public Finance Act of 1958, as amended, there are hereby
authorized to be issued Two Million Dollars ($2,000,000) Public
Improvement Bonds of the City of Virginia Beach to provide funds,
together with other funds that may be available, for the following
purposes:
Improve and extend streets and $1,500,000
highways
Complete a public golf course 270,000
now under construction
Complete third floor of adminis- 130,000
tration building at iiunicipal
Center
Additional cost of constructiiig a 45,000
public health center at Bayside
Acquire equipment for heating plant 15,000
at Municipal Center
Acquire land for recreational 40,000
purposes
$2,000,000
-Any amounts not needed for any of such purposes may be used for any
other of such purposes.
3. The bonds shall bear such date or dates, mature at
such time or times not exceeding forty years from their dates,
bear interest at such rate or rates not exceeding the maximum rate
permitted by law at the time the bonds are sold, be in such
denomination and form, be executed in such manner and be sold at
such tiiiie or times and in such manner as the Council shall here-
after provide by appropriate resolution or resolutions.
4. The bonds shall be general obligations of the City
of Virginia Beach for the payment of principal of and interest on
which its full faith and credit shall be irrevocably pledged.
5. This ordinance shall take effect immediately.

Beach will mature on June 15, 1970 and it is desirable to renew
such notes for an additional period of six months;
