1 . Resolution of endorsement to the Commonwealth Transportation Board re seven (7)
transportation enhancement projects within the City of Virginia Beach; and, the City's
commitment to pay twenty percent (20%) of the total cost of the projects.
2. Resolutions to request the Virginia Department of Transportation (VDOT) accept various
streets re Urban Maintenance Payments, resulting in a net revenue increase of
$395,204.52, beginning July 1, 1994:
a. Addition of 75.86 lane miles
b. Deletion of 24.26 lane miles
3. Resolution to authorize and direct the City Manager request the Commonwealth of Virginia
provide the City fifty percent (50%) of the costs of building renovation and relocation
of the Pendieton Child Service Center (CIP #3-992).
4. Ordinance to declare a portion of a sixty-six (66)-foot wide strip of property adjacent to
Lot 3, Subdivision of Princess Anne Place, as EXCESS PROPERTY in the application
of Robert and Frances Cooper; and, authorizing the City Manager to sell same to
Mr. and Mrs. Cooper (PRINCESS ANNE BOROUGH).
5. Ordinances to APPROPRIATE from the General Fund, for interest-free loans:
a. $148,500 to the Plaza Volunteer Rescue Squad re purchase of a replacement
squad truck.
b. $45,000 to the Courthouse Volunteer Rescue Squad re upgrade of two (2)
ambulances and purchase of a defibrillator/cardioscope.
6. Ordinance to APPROPRIATE $16,547 in additional revenues from the State
Compensation Board to the Sheriff's FY 1993-94 Operating budget re purchase of eleven
(11) replacement microcomputers and related equipment.
7. Ordinance to TRANSFER $110,550 within the FY 1993-94 Department of Mental Health,
Mental Retardation and Substance Abuse Operating Budget re purchase of six (6)
replacement vehicles.
8. Ordinance to TRANSFER $45,000 within the FY 1993-94 Department of Health
Operating Budget re purchase of three (3) replacement vehicles.
9. Ordinance to establish the Virginia Beach Economic Development Advisory
Committee.
10. Ordinance to authorize tax refunds in the amount of $31,206.14.

Mac Street: Beginning at the Southern boundary of Rouse Drive and running in
a Southerly direction a distance of 418.95 feet along the Eastern
property line and a distance of 375.82 feet along the Western
property line to the Northern boundary of the Virginia Beach-
Norfolk Expressway.
Price Street Beginning at the Southern boundary of Rouse Drive and running in
a Southerly direction a distance of 744.71 feet along the Eastern
property line and a distance of 674.67 feet along the Western
property to the Northern boundary of the Virginia Beach-Norfolk
Expressway.

of tolls from Virginia Route 44 in conjunction with the funding of road
improvement projects; and the TRANSFER of $500,000 per year from the State
Police for patrols on Route 44 to funding of these improvements while still
maintaining such patrols.

1993 Year End Key Results
Inquiries increased 35% to 337,116.
Hotel, restaurant, amusement and retail sales receipts reached
record levels.
Summer visitation surpassed all previous years.
Room nights occupied city- wide iticreas,,d 4% i(@ 2,162,928.
Hotel Sales for the year increased 9.801c, which is the highest increase since 1985. Restaurant Sales
increased 6.701c, which is the highest increase since 1987. Amusement Sales increased 11.1% with Retail
Sales, city wide, showing significatit increase for 1993 at 9%. Hotel Occupancy for the summer at the
Oceanfront was at 86'lo. For the Summer on a city-wide basis, hotel occupancy reached 8201@ equal to
the high in 1987. However, on an annual basis for the third year in a row, the City is at 59% on a City-
wide basis.

seventeen percent (170/o) were not complefed. lhere were 356 new iizitiatives coi?zpleted that were not
even contemplated last year when this report was cotnpleted. A)iother 262 has been identified to be worked

which is hereby nwde a part of the record. The City engaged iii May 1993 the architectural-engineering
firm of Hayes, Seay, Mattern & Mattern, Itic., to perform a study of relocatiiig versus demolishing the
Dome, as an initial phase of clearing the site for other uses. Although the proposed use of the site is no
longer contemplated, it is appropriate now to make a decisioii whether or not to demolish the Dome to
avoid a backlog of expensive building mainteiiaiice aiid operaiiii,@ costs, to provide more public parking
or some other alternative ititeritti use, ati(i to help I)i-omott, (lei clopineitt of tliis properly iri the future.
77tere are five alternatives for the Donie, with associated bu(A@eiary ii7ipacts, that will be examined: (1)
leaving the Dome in its current state, (2) leaving the Donze iii place by renzoving the masonry walls and
buildings, (3) demolishing, (4) relocating to other city-owtied property, and (5) demolishing the Dome
and building a similar structure on other city-owned property. Iii the lavt three alternatives, it will be
possible to use the Dome area to iricrease the available public parkiiig I)y appr()ximately 110 spaces, until
the property is further developeil to promote the ecoitoniic gr(,wth ()f the ('itli,.

1 RESOLUTION OF ENDORSEMENT TO THE COMMONWEALTH
2 TRANSPORTATION BOARD FOR THE ATTACHED LIST OF
3 TRANSPORTATION ENHANCEMENT PROJECTS LOCATED IN
4 THE CITY OF VIRGINIA BEACH
5 WHEREAS, the Virginia Department of Transportation, along
6 with the Virginia Department of Rail and Public Transportation and
7 the Federal Highway Administration, has announced the availability
8 of Transportation Enhancement Funds for qualified projects; and
9 WHEREAS, up to 14 million dollars may be available to
10 Virginia localities for transportation enhancement projects during
11 the 1994-95 fiscal year; and
12 WHEREAS, the City Council has been advised that projects
13 funded by this program require a local match, either in-kind or
14 cash, of twenty percent; and
15 WHEREAS, the City Council has been further advised and
16 acknowledges that in the event the City elects to cancel a project
17 funded by this program prior to its completion, the City shall be
18 required to reimburse the Virginia Department of Transportation for
19 funds expended for such project; and
20 WHEREAS, the Metropolitan Planning Organization has
21 endorsed the City's proposed transportation enhancement projects;
22 and
23 WHEREAS, in accordance with Commonwealth Transportation
24 Board construction allocation procedures, a resolution of
25 endorsement must be received from the City Council before the
26 Virginia Department of Transportation will program an enhancement
27 project in the applicant's locality; and
28 WHEREAS, the City Council recognizes the importance of
29 transportation enhancement projects as a way of integrating
30 transportation into our community and natural environment.
31 NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY
32 OF VIRGINIA BEACH, VIRGINIA:
33 That the council hereby endorses to the Commonwealth
34 Transportation Board the attached list of proposed transportation
35 enhancement projects subject to the following conditions: (1) prior
3 6 to its acceptance by the City of Virginia Beach, the Virginia
37 Department of Transportation shall submit a complete and accurate
38 accounting of costs associated with any programmed or selected
39 project including, but not limited to, costs of acquisition of
40 easements and rights of way, and (2) any project programmed or
41 selected by the Virginia Department of Transportation shall be
42 subject to a public hearing before the City Council prior to its
43 approval and acceptance by the City of Virginia Beach.
44 BE IT FURTHER RESOLVED, that the City of Virginia Beach
45 hereby agrees to pay 20 percent of the total cost for planning,
46 design and construction, including but not limited to acquisition
47 of easements and rights of way for programmed or selected projects
48 that have been approved and accepted by the City of Virginia Beach.
49 BE IT FURTHER RESOLVED, in the event the City of Virginia
50 Beach subsequently elects to cancel any previously approved and
51 selected project, it hereby agrees to reimburse the Virginia
52 Department of Transportation for the amount of the costs expended
53 by the Department through the date the Department is notified of

TITLE: Cape Henry Lighthouse (original) Restoration
LOCATION: City of Virginia Beach
(Atlantic Avenue north of 8 9th Street, Fort Story [ U. S. Army] , Cape
Henry)
EXISTING CONDITIONS: The original and existing cape Henry
Lighthouse was put into operation in 1792 and is the first public
works project funded by the first United States Congress, The
lighthouse is listed on the National Register of Historic Places
and is owned by the Association for the Preservation of Virginia
Antiquities (APVA) . It is located within Fort Story U.S. Army Base
and is open to the public. A signed bike route runs in front of
the lighthouse, providing connections to resort areas and Seashore
State Park. Located nearby are: a second lighthouse, built in
1881, the Cape Henry Cross which commemorates the first English
landing in the New World and a memorial/observation area
overlooking the entrance to the Chesapeake Bay where a French naval
fleet defeated the British in support of the troops at Yorktown.
In 1991 the VAPVA commissioned a study to evaluate the condition of
the foundation and masonry of the lighthouse; this study
recommended a program of adaptive restoration to halt deterioration
and to...preserve the lighthouse.
PROPOSED ACTIVITIES: This project would plan and implement a
program of adaptive restoration of the Cape Henry Lighthouse, the
first lighthouse authorized, fully completed and lighted by the
newly organized federal government (1792). Restoration would
include repair and maintenance of the structure as well as
improvements necessary to make the lighthouse more accessible to
the public. This project proposal was developed to secure funds
which would provide the VAPVA with means to carryout their
restoration program for this important structure.

The 1792 Cape Henry Lighthouse is the first federally funded public
works project authorized by the United States government; it is
listed on the National Register of Historic Places. The lighthouse
is a local landmark and appears on the official seal of the City of
Virginia Beach as one of the -'landmarks of our n,ti,n's beginning".
For nearly a century, the lighthouse provided a light at the
entrance to the Chesapeake Bay and Hampton Roads and played a key
role in the early transportation history of our natic)n. The
proposed restoration project would provide a unique opportunity for
the public to experience one of our nation's first transportation
related projects. A restored and more accessible lighthouse would
serve as a focal point for the array of surrounding attractions
that are present at this location (newer [1881] lighthouse, cape
Henry Cross, Battle of the Capes memorial) . Restoration would
enhance the attractiveness of these sites and offer an enlightening
and varied educational experience thereby adding appeal for
tourists and residents and resulting in greater visitation. The
lighthouse is easily accessible by either automobile or bicycle and
provides an opportunity for people to experience an alternative
mode of transportati,:)n.

TITLE: Arts Center/Oceanfront Connector Trail

EXISTING CONDITIONS: There is an on-going effort to improve and
expand the tourist based sector of the local economy. Improvements
have been made to the core resort district and now the focus is
shifting to make complimentary improvements in the surrounding
areas. The Holly Road corridor, between Laskin Road and Route 44
is one of the surrounding areas that would benefit from
enhancements. Several tourist-related activity centers are located
in this specific area: oceanfront beach, Laskin commercial
corridor, Beach Garden Park, Center for the Arts, Pavilion. The
existing street system does not provide adequate bicycle/pedestrian
facilities to link these areas. A natural drainage system courses
through or near many of these sites. The opportunity exists to
create a linear park that not only connects these various
attractions through a trail system but creates a trail setting that
represents a microcosm of Virginia Beach's water environment. This
project is included in the City's Capital Improvement Program;
funding of a preliminary study has taken place but no construction
funds are available until after 1999. The majority of the land
required for this project i.s city owned.
PROPOSED ACTIVITIES: This project would plan, design, and
construct a pedestrian/bicycle trail along the existing salt-marsh
environment. There is an opportunity to retain the natural state
of the existing salt marsh system and to develop an integrated and
well-planned open space system. This project will give tourists
and residents the alternative of walking or riding bicycles in a
safe and attractive environment to enjoy the cultural and
recreational amenities of the resort area. The pedestrian/bicycle
trail would link into the recently reconstructed resort strip which
includes a bike path and a more pedestrian-friendly orientation.
PROPOSED FACILITIES: A pedestrian/bicycle trail (10 feet in width)
constructed of varying surfaces (asphalt, concrete, wooden
boardwalk) is the main element of this project. At least one
bridge would be required. Trail elements would be designed to be
sensitive to, and complementary of, the existing salt marsh
environment and the existing inan-made environments (Pavilion,
Center for the Arts, Beach Garden Park). Tnterpretive signage for
environmental and historical features would be included.

TITLE: Arts Center/Oceanfront Connector Trail

This project offers the opportunity to provide a safe and scenic
route for residents and tourists to travel between the well-known
oceanfront attractions and the many new attractions that have been
created and are continuing to be developed in the areas that can be
described as the western edge of the traditional "resort strip".
Included in these newer developments are: the Pavilion Convention
Center, Center for the Arts and the Beach Garden Park. The
proposed route would take advantage of public land at these
individual sites and various drainageways, thereby providing not
only a safe and scenic trail linking various attractions but also
creating a unique way to experience a natural salt marsh
environment. The trail would not only be a link between numerous
attractions but would be an attraction in itself, providing a means
for people to experience and learn about the local marine
environment.
This Connector Trail would become a part of the larger intermodal
system-of transport that is evolving in the resort area. This
system includes bikeways, enhanced pedestrian walks and trolley
service. The Connector Trail will integrate the established resort
strip with the emerging resort oriented areas on the western edge
of the resort area thereby creating a greater and more diverse base
of attractions for our visitors. It will perform that function in
an environmentally sensitive and interesting manner that will
enhance the character of this tourist destination. At its northern
end, the trail will connect with other existing trails that provide
access to the citywide bicycle/pedestrian system. At its southern
end the trail will connect with other planned trails that provide
similar system access. This trail will also serve as a convenient
alternative mode of travel for residents of the area who rely on
the Laskin Road commercial area for th(,ir shopping needs.

TITLE: Shore Drive/Northampton Trail

EXISTING CONDITIONS: Shore Drive is the only east-west
transportation route through the northern end of the city; it is a
major travel route for residents and tourists. In addition to the
residential and commercial uses there are many attractions that are
served by Shore Drive including: Chesapeake Bay and Atlantic Ocean
beaches, Seashore State Park, Bayville City Park and Recreation
Center, public and private marinas. Because of these attractions
Shore Dive is becoming an increasingly popular route for cyclists.
Although Lesner Bridge has walkways for pedestrians, these are not
suitable for safe bicycle transit. The lack of a safe
bicycle/pedestrian c:rossing on this bridge represents a gap in the
existing and planneci trail system.
Northampton Boulevai-d, east of Diamond Springs Road does not have
any facilities for pedestrians/bicyclists. Residents in the
western part of the Bayside area do not have pedestrian/bicycle
access to recreation centers or parks. There is a bikeway along
Diamond Springs Roa(i that is not connected to the city's bikeway
system.
PROPOSED ACTIVITIES: This project would plan, design, and
construct a safe bicycle/pedestrian trail along Shore Drive and
Northampton Boulevard linking Bayside to the city's bikeway system
and providing access to recreational areas in Bayville, Great Neck,
Lynnhaven and the oceanfront. The right-of-way to be used is
either owned by the City of Virginia Beach or Virginia Power, with
a considerable portion previously a railroad right-of-way owned by
Norfolk-Southern. The portion of the trail between Great Neck Road
and Diamond Springs Road would provide two rest areas and
interpretive signage related to the environment and the history of
the railroad spur which connected Burton Station with the old
Kiptopeke Ferry teiminal at Little Creek and continued to the
oceanfront.
PROPOSED FACILITIES: A bicycle/pedestrian trail and a bridge
across the Lynnhaveii Inlet are the main elements of this project.

EXISTING CONDITIONS: The project site is the area adjacent to an
existing two-lane rural roadway. The roadway passes through a
landscape that varies between cultivated farmland and forest. Some
road segments have either scattered single or grouped residential
units along the roadway. Adjacent to the North Landing River,
there are some limit.ed wetland areas that will need to be crossed.
PROPOSED ACTIVITIES: Design and construct a pedestrian/bicycle
trail facility along a two-lane rural roadway.
PROPOSED FACILITIES: An asphalt surfaced pedestrian/bicycle trail
(10 feet wide/4 miles in length) is the main element of this
project. A raised wooden boardwalk may be required over wetland
areas. At scenic locations appropriate landscaping and restorative
planting of native and adaptive species would be accomplished as
well ar,. interpretive signage related to the ecology and history of
the area.

TITLE: North Landing Trail

This project offers the opportunity to link the Pungo Connector
Trail (approved as a STP/Enhancement project in 1993) with a trail
corrdior through a scenic and environmentally significant portion
of Virginia Beach. The proposed trail also offers an inter-
regional connection through the extension of the North Landing
Trail past the Chesapeake/Virginia Beach Corporate Boundary along
Mount Pleasant Road into Chesapeake toward Great Bridge. The
Chesapeake portion of the trail would provide excellent
environmental interpretation opportunities because of the extensive
wetlands adjacent to Mount Pleasant Road. A raised boardwalk trail
would likely be needed in this location. Together, the trail has
the potential of eventually linking Great Bridge, in Chesapeake,
with the Princess Anne/Courthouse area, in Virginia Beach, at the
Pungo Connector Trail (which provides access to the Virginia Beach
Trail Network).
This new trail would provide an alternative means of transportation
through this area and further link the suburban portion of the city
to its more rural half. Bicycle/pedestrian access to the Virginia
Beach Municipal Center, Tidewater Community College, the Farmer's
Market, Kellam High School, and Princess Anne Park would be
available to a wider segment of the community. The new trail would
provide the opportunity to observe a portion of the North Landing
River environment, which is also a part of the Virginia Beach
Scenic Waterway System, the first locally-developed comprehensive
water trail system in the Commonwealth. Interpretive signs would
provide environmental information about the habitat and historical
information concerning the @areas along the corridor.

TITLE: Pungo Ferry Road/North Landing River Preserve Public Access
Site

EXISTING CONDITIONS: A new fixed-span high-rise Pungo Ferry Bridge
was built in 1992 replacing an old swing span structure. The old
right-of-way and roadway segment leading to the former bridge
remain in place. These areas, together with an adjacent parcel,
provide an opportunity to create a public access point to the
river. The North Landing River is a State designated Scenic River
and The North Landing River Preserve (owned by the Commonwealth)
is nearby and lacks access points. Some phragmites invasion has
occurred with the bridge construction.
PROPOSED ACTIVITIES: This project would acquire, plan, design, and
construct a public access site on the North Landing River. The
project would include a parking area and a pier for canoe
launching. A phragmites control/eradication demonstration program
as well;.as ecological, and historical education elements would also
be included.
PROPOSED FACILITIES: A small pier for launr-hing canoes and a
parking area to accommodate 30 cars are the main elements of this
project. Interpretive signage relating to the river ecosystem and
local history is also a component.

TITLE: Pungo Ferry Road/North Landing River Preserve Public Access
Site

This project offers the opportunity to increase public access to
the North Landing River which has been designated a scenic waterway
by the City of Virginia Beach and a scenic river by the
Commonwealth of Virginia. Improving access to the waterway system
is a recommendation of the Virginia Beach Scenic Waterway Plan
prepared by the Hampton Roads Planning District Commission. The
proposed facilities would provide for safe launching of canoes and
other small craft. In addition, educational information relating
to the unique ecology of the waterway system, the history of the
area, and the role played by the old ferry crossing in the social
and commercial life of the community will be installed. The
phragmites control project will provide information about the
control of this wetland weed as well as an additional educational
opportunity for wetland awareness. The project is adjacent to
Pungo Ferry Road which is a planned bikeway route, as recommended
in the City's Master Bikewav Plan.

TITLE: Princess Anne Courthouse Restoration and Adaptive Reuse

PROPOSED ACTIVITIES: Design and restore the 1820's Princess Anne
County Courthouse building for adaptive reuse as an information
center, rest stop and historical attraction to serve users of the
pedestrian/bicycle trail facilities that link near this
intersection.
EXISTING CONDITIONS: The project site is a two story brick
building that served as a courthouse from the 1820's until 1993 and
is owned by the City of Virginia Beach. Portions of the structure
date to the original construction and the building has been
enlarged and modified in the twentieth century. The courthouse is
located at the City's municipal complex and overlooks the Princess
Anne Road/North Landing Road intersection. It is currently being
used as temporary office space for the General Services Department.
PROPOSED FACILITIES: The Princess Anne Courthouse building will
be restored ahd renovated for adaptive reuse as a visitor
informaLtion center to serve pedestrians and bicyclists utilizing
the Pungo-Park Connector Trail (approved for Enhancement Funds in
1993) and the North Landing Trail (proposed for Enhancement Funds
in 1994). Facilities for public use will include restrooms, water
fountains, vending machines and promotional brochure display racks.
A large relief map will illustrate the regional bikeway systems and
interactive terminals will provide users with detailed information
about the bikeway routes and the available related facilities.
Photographic and artifactual displays will explain the use and
evolution of local courthouses and will focus on the transportation
methods and routes used by residents to get to this specific court
building in the lgtli and 20th centurie,.

This project will provide necessary informational and visitor

Users will be able to access comprehensive inforination about
regional bikeways and trails to plan appropriate routes for both
present and future use. Information will include a list of user
facilities, points of interest, surface types, rileage markers and
peripheral environment that can be found along each trail. Users
will also be able to utilize restroom facilities, water fountains
and vending machines for continuinq their trip.
The Courthouse building is the cornerstone of a local Historical
and Cultural District. Museum Quality displays will make the
building an attractive destination for users of these
transportation routes. The restoration and adaptive reuse will
provide for renewed public access to this historic site and
exhibi@@ will provide visitors with a historical perspective on the
earlie@ role of the courthouse in the community. The interpretive
displays will illustrate the necessity of providing this
centralized location for the courthouse in the 1820's and the
transportation methods and routes that were used to get to court in
the 19th and 20th centuries. Particular emphasis will be given to

TITLE: Norfolk-Southern Railroad Trail/Kempsville Spur

EXISTING CONDITIONS: This 661 wide railroad right-of-way traverses
the entire east-west width of the city (an easement agreement would
need to be negotiated). In the past, this stretch of track served
as a commuter passenger line connecting the oceanfront to the city
of Norfolk; today, it is used, on an infrequent basis, to carry
freight.
PROPOSED ACTIVITIES: Design and construct a pedestrian/bicycle
trail facility along this railroad right-of-way.
PROPOSED FACILITIES: An asphalt surfaced pedestrian/bicycle trail
(10 feet wide/12 miles in length) is the main element of the
project. Modification of existing train trestles or new bridge
structures would be necessary to provide safe crossings over water
bodies.

TITLE: Norfolk-Southern Railroad Trail/Kempsville Spur

This project would provide the opportunity to enhance the
usefulness of one transportation mode (railroad) by instituting
bicycle/pedestrian co-use of the railroad right-of-way. The rail
line is located within the Route 44/Virginia Beach Boulevard
corridor, the most congested and commercialized corridor in the
city. This high concentration of commercial development (office,
retail and light industrial) combined with the proximity of large
numbers of residential dwellings indicates a strong potential for
commuter usage of this bike trail. Intermixed with the multitude
of individual commercial uses that comprise this corridor are many
destinations of regional importance, including: the Koger
Center/Greenwich Road office parks, Cleveland Street office park,
Pembroke office/retail area, Virginia Beach Central Library, old
Dominion University/Norfolk State University Graduate Center, Human
Services Building (Health Department) , and Hilltop retail area.
This trail would provide a travel alternative for bicyclists and
pedestrians through the center of the city, would provide access to
all these varied destinations, and would connect to Norfolk and the
oceanfront. This trail provides vital east-west connectivity for
existing north-south trails located along: Witchduck Road, Little
Neck Road, Great Neck Road and Oceana Boulevard; also for proposed
north-south trails along London Bridge Road and Birdneck Road.
This trail would be attractive to both the recreational and
commuter bicyclist as it provides access not only to scenic areas
but also to employment locations. This trail is included in the
City of Virginia Beach's Master Bikeway Plan and in the Regional
Bikeway Facilities Plan pret)ared by the Hampton Roads Planning
District Commission.

WHEREAS, th' Virginia Department Of Transportation
requires a council resolution prior to accepting
correctiOns/del,tions to the revised road inventory for urba,
maintenance payments; and
wHEREAS, city personnel have reviewed the levised
road inventory prepared by the Virginia Department of
Transportation and have determined that some inaccuracies
exist; and
WHEREAS, a representative from the Virginia
Department Of Transportation has inspected and approved these
corrections to the revised road inventory; now

1 A RESOLUTION AUTHORIZING AND DIRECTING THE
2 CITY MANAGER TO REQUEST THE COMMONWEALTH OF
3 VIRGINIA TO PROVIDE THE CITY FIFTY PERCENT
4 (50%) OF THE COSTS OF RENOVATION OF A BUILDING
5 FOR PENDLETON CHILD SERVICE CENTER (CIP
6 PROJECT # 3-992) AND COSTS OF RELOCATING THE
7 CENTER TO THE NEWLY RENOVATED BUILDING
8 WHEREAS, Section 16.1-313 of the Code of virginia
9 requires the Commonwealth of Virginia to provide up to fifty
10 percent (50%) of the costs of construction, enlargement,
11 renovation, purchase, or rental of a locally operated detention
12 home, group home, or other residential care facility for children
13 in need of services;
14 WHEREAS, the Pendleton child service Center is a State
15 certified group home and the City of Virginia Beach is eligible for
16 State funding for relocation and renovation expenditures in
17 accordance with the Code of Virginia, Section 16.1-313; and
18 WHEREAS, Project # 3-992 of the City of Virginia Beach's
19 Capital Improvement Program as adopted by the City Council of the
20 City of Virginia Beach, virginia, provides for the renovation of
21 Courthouse Elementary School for use by the Pendleton Child Service
22 Center.
23 NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY
24 OF VIRGINIA BEACH, VIRGINIA:
25 That in accordance with Section 16.1-313 of the Code of
26 virginia, the city Manager is hereby authorized and directed to
27 request the Commonwealth of Virginia to provide the City fifty

1 WHEREAS, the Plaza Volunteer Rescue Squad has determined that the current squad truck has a
2 high maintenance liability and has often experienced service failures,
3 WHEREAS, the Plaza Volunteer Rescue Squad does not presently have adequate funds to
4 purchase the replacement squad truck, but feels that fund-raising efforts will provide sufficient funds to repay an
5 interest-free loan from the City of Virginia Beach Loans to Rescue Squads program in the amount of $148,500,
6 WHEREAS, the Plaza Volunteer Rescue Squad currently has an outstanding loan balance of
7 $50,000 which it is in the process of repaying on schedule and foresees no difficulty in increasing their payments to
8 cover the payback of the new loan.

I AN ORDINANCE ESTABLISHING THE
2 VIRGINIA BEACH ECONOMIC DEVELOPMENT
3 ADVISORY COMMITTEE
4 WHEREAS, the City of Virginia Beach is the most populous
5 and dynamic City in the Commonwealth of Virginia;
6 WHEREAS, this year, Virginia Beach begins its 31st year
7 with a strong economy, outstanding growth, and an enviable quality
8 of life that we continuously strive to maintain;
9 WHEREAS, in order to maintain its strong economy,
10 outstanding growth, and enviable quality of life, the City has
11 established the goal of changing the current ratio of the value of
12 property in the City from eighty percent (80%) residential and
13 twenty percent (20%) commercial to seventy percent (70%) and thirty
14 percent (30%) respectively;
15 WHEREAS, this change can only be accomplished by
16 attracting new business investment in the City and assisting
17 existing businesses in their efforts to expand and prosper;
18 WHEREAS, in order to attract new business investment and
19 to encourage existing businesses to remain in the City, the City
20 must constantly strive for new ways to be competitive in the global
21 marketplace;
22 WHEREAS, in an effort to establish a business image for
23 Virginia Beach in national and international markets, certain
24 initiatives are currently under way such as the Imagine virginia
25 Beach program and other advertising and public relations
26 activities;
27 WHEREAS, these initiatives, if successful, will increase
28 business investment in our City thereby increasing tax revenues,
29 expanding opportunities for our citizens, increasing the
30 availability of goods and services to the entire Hampton Roads area
31 and improving overall per capita income;
32 WHEREAS, to develop and maintain a competitive standing
3 3 in the global marketplace, it is necessary for the City to continue
34 to devise new initiatives and strategies which focus on building
35 the City Is reputation as a desirable business location;
36 WHEREAS, the current soundness of the Virginia Beach
37 economy is due, in large part, to the diversity of organizations in
38 the City which have consistently exhibited a keen interest in the
39 City's continued economic health; and
40 WHEREAS, input from these organizations would greatly
41 assist the City in the development of new economic development
42 initiatives and strategies.

Hampton Roads Chamber of Commerce to present an update on Plan 2007 during the City Manager@
Briefings portion of a City Council Session. 7he presentation would be approxilwtely 45 minutes in
length and would be given by either Michael Barrett - Chairman of the Hampton Roads Chainber of
Commerce or Jim Babcock - Past Chairman. Ihis 2007 Plan entails promoting tourism and involves
hiring a Consultant for the Hampton Roads Region.
BY CONSENSUS, the Mayor will forward a letter tc) the liamplon Roadv Chamber of Commerce
acknowledging their request and scheduling a mid May Briefitig before City Council.

community but primarily expressed the thoughts of City staff.

DeveloPm-t, Inc. Garrett Johnson advised he arranged with the CitY and B & H Hauling to take the
-terial off of Atlantic Avenue and hauled to the site off Dukes Lane and ,,,gini, Beach Boulevard.
Mr. Joh-on contacted Recycle and Development, Inc., his employer, to mobilize a crusher for the
PurP-e of grinding the material for a stone base and riprap for bulkheading the bordering wetlands, Civil
Inspections and Zoning were contacted at this time and permission was granted to proceed in the above
mentioned ongoing construction procedure.
Gary Cocke, President of Recycle and Development, Inc., advised this Company has taken steps to pursue
a landscaping business on this location. 7he proposed upgrade lo the site will be of benefit to the area.
Councibnan Dean requested the CitY Attorney investigate procedures to prevent this situation from
occurring again.

Councibnan Branch congratulated the City Manager, James K Spore, for receiving the Julian Hirst
Award. Julian Hirst was a former City Manager of Norfolk who retired in 1985. The criteria for receiving
this award is for outstanding performance in public service, unusual leadership, creativity, integrity and
response to challenge, a dedication to democratic ideals, sensitivity to the need to adapt governmeni to
changing problems and commitment to professionalism and development of useful skills.
Mayor Oberndorf advised Ruth IIodges Smith - City Clerk and Edward Barti es - Landscaping, also were
Honorable Mention recipients.

Councilinan Moss referenced the COIG Meeting and receipt of approximately $1 -MILLION in requests.
Only $215,000 is available and the Committee is not requesting additional funds.
Another meeting will be SCHEDULED for April 7, 1994, with final review and interviews at the end of
ApriL 7he committee will continue to focus on health care for the indigent as a top priority for new
initiatives.

Councibnan Moss referenced the Peat Marwick report coticerning the Internal Audit of the City's
Financial Operations.
Councibnan Moss advised under the Internal Service Fund Deficits, it states the objective of this Fund
is to be self-sufflcient and the revenues equal expenses over the life of the funds, including depreciation.
Councibnan Moss has raised the issue repeatedly that he believes the City will have to start to include
depreciatiOn accounts in the CIP, so the City will not build a bigger Capital Plant than the revenues will
maintain.
7he report also expressed concern re the number offunds created by the City. The City has grown from
nine funds in 1987 to twenly-two funds in 1993. All of these fundy are of (,ouncil's creation and should
be examined for possible consolidation.
