1. The Clerk of the Circuit Court, John V. Fentress, will call
the meeting to order at 2:00 p.m., as provided by The City Charter.
2. Invocation will be given by the Rabbi Phillip Pincus, Temple
Emmanuel, Virginia Beach, Virginia. Please remain standing for the
Pledge of Allegiance.
3. Reading of the Call of the Special Meeting as follows:
Notice of Special Meeting of the Council of the City of Virginia
Beach, Virginia:
WHEREAS, On June 7, 1976, at a regular meeting of the City Council
of the City of Virginia Beach, Virginia, at which all the members of
the City Council were present a motion was duly and properly adopted
scheduling Thursday, July 1, 1976, at 2:00 p.m., in the City Council
Chambers, City Administration Building, Princess Anne Borough, as the
place of a Special Meeting for the following purposes:
1. Administering the Oath of Office to the newly elected
Councilmen and Councilwoman.
2. Election of a Mayor and Vice Mayor.
3. Appointment or reappointment of a City Manager, City
Attorney, City Clerk, High Constable, Tax Assessor
and their assistants or deputies.
WHEREAS, the City Charter, Section 3:07, provides that the
required elections and appointments shall be made at the first
meeting of the term (beginning July 1, 1976) and the first regular
Monday meeting falls on July 5, 1976, which is a legal holiday;
NOW, THEREFORE, in order to provide for the orderly continuity
of the government, and an emergency existing, July 1, 1976 is hereby
designated as the date of the Special Meeting for the purposes indicated.
4. Acting Chairman, John V. Fentress, Clerk of the Circuit Court
will open the floor to nominations for the election of a Mayor for
the City of Virginia Beach, Virginia. Term ends June 30, 1978.
S. Acting Chairman, John V. Fentress, Clerk of the Circuit Court
will.open the floor for the election of a Vice-Mayor for the City
of Virginia Beach, Virginia. Term ends June 30, 1978.
6. Oath of Office administered to Mayor and Vice-Mayor by John V.
Fentress, Clerk of the Circuit Court.
7. Resolution of Appreciation awarded to former Councilmen,Robert
H. Callis, Jr., and Charles W. Gardner.
8. Appointments of the following will be in order:
City Manager, City Attorney, City Clerk, High Constable, Tax
Assessor and their assistants or deputies.
9. Motion for adjournment.
MINUTES OF THE SPECIAL MEETING
OF THE
HONORABLE CITY COUNCIL
OF THE
CITY OF VIRGINIA BEACH, VIRGINIA
July 1, 1976
Mayor J. Curtis Payne turned the gavel over to Mr. John V. Fentress,
Clerk of Circuit Court, for the purpose of administering the Oath of
Office to the newly elected Council Members, and also for the election
of a Mayor and Vice Mayor.
The invocation was given by the Rabbi Phillip Pincus, Temple Emanuel,
Virginia Beach, Virginia.
The City Clerk read the following Notice of Special Meeting of the
Council of the City of Virginia Beach, Virginia:

Councilman Cromwell made a motion, seconded by Councilman McCoy, that
Mayor Holland's nomination be made unanimous. Recorded vote on the
previous motion was as follows:
Ayes: Council Members John A. Baum, Robert B. Cromwell, Jr., Vice
Mayor George R. Ferrell, John R. Griffin, Mayor Clarence A. Holland,
J. Henry McCoy, Jr., Meyera E. Oberndorf, J. Curtis Payne, R. L. Riggs,
Patrick L. Standing, and Floyd E. Waterfield, Jr.
Nays: None
Absent: None
City Council unanimously approved election of Mayor Clarence A. Holland
to the position of Mayor of the City of Virginia Beach, Virginia.

Mr. Fentress opened the floor to nominations for the election of a
Vice Mayor of the City of Virginia Beach, Virginia.
Councilman Baum made a motion, seconded by Councilman Riggs, that
the name of Councilman Patrick L. Standing be placed in nomination.
Councilman Griffin made a motion, seconded by Councilman McCoy, that
the name of Vice Mayor Ferrell be placed in nomination.
On motion by Councilman Cromwell, seconded by Councilman Riggs, and
by recorded vote as follows:
Ayes: Council Members John A. Baum, Robert B. Cromwell, Jr., Vice
Mayor George R. Ferrell, John R. Griffin, Mayor Clarence A. Holland,
J. Henry McCoy, Jr., Meyera E. Oberndorf, J. Curtis Payne, Patrick L.
Standing, and Floyd E. Waterfield, Jr.
Nays: None
Absent: None
City Council closed the nominations.
