WHEREAS, Timothy H. Langston, Margaret D. Langston, Oceana
Church of Christ, and Julius Perl and Pavel Perl have petitioned for the
vacation Of an unimproved 30 foot street; and
WHEREAS, pursuant to proper notice duly given by the petitioners,
this Council has heretofore appointed viewers pursuant to Section 15.1-364
of the Code of Virginia, as amended, and
WHEREAS, said viewers have reported that no inconvenience will
result to any persons or to the public by reason of the said vacation; and
WHEREAS, the Planning Commission has recommended th,t this
petition be granted.

amended, that that certain street situated in the Lynnhaven Borough, City Of
Virginia Beach, Virginia, and described as follows be, and the same hereby is
discontinued, abandoned and vacated:
All that certain portion of an unimproved, unnamed 30 foot
street as shown on the plat entitled, "Property of Kenneth
Cruiser, located in Oceana Gardens-Princess Anne County,
Virginia", dated, April 8, 1947, and made by W.B. Gallup,
County Surveyor, duly recorded in the Clerk's Office of the
Circuit Court of the City of Virginia Beach, Virginia, in Map
Book 27, at page 73, more particularly bounded and described
with reference to said plat as follows: Beginning at the point
in a southwest corner of Lot 12 thence along the western lines
of Lots 12, 37,36,35,34,33 and 455.7', thence westerly a
distance of 30' thence southerly 425.7' to the southeast corner
of Lot E and Virginia Beach Boulevard and thence 30' easterly
to the point of beginning.
It is the intent of the City of Virginia Beach to retain any and all public
interest in the 30' Street known as Garcia Drive, as shown on that certain plat
known as "Resubdivision of Lots 7 to 15, and Lots 28 to 43, CRUISER TRACT,
located in Oceana Gardens -Princess Anne Co. , Va. " dated March 25, 1952, and
made by W.B. Gallup, County Surveyor, duly recorded in the Clerk's Office of

$46,600 for the implementation of a program to insure volunteer
firefighters, police officers, slieriffs and deputy sheriffs pro-
tection from work related lieart and lung disabilities.
This program allows physical exaininations to be made or certificates
from the proper medic@il authority on a form, the preparation of which
will not exceed $S.00, in order to protect the City from having a
pay for employees' existing inedical deficiencies and creates a base
period for the Inclustrial (--ommission to make proper judgement.

AN ORDINANCE PROVIDING FOR PHYSICIANS
AND PHYSICAL EXAMINATIONS FOR POLICE
AND FIRE PERSONNEL.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF VIRGINIA BEACH, VIRGINIA:
1. That the City Manager is hereby authorized to enter into agreements
on behalf of the City to obtain professional services necessary for the physical
examination of those personnel who are required by law to have said examination.
2. That said contracts shall be entered into only with a licensed and
registered physican (M.D. or O.D.) in the Commonwealth of Virginia who maintains
an office for practice within the City of Virginia Beach.
3. That the required physical examination shall consist of those tests
prescribed by the Director of Health and set forth on City For-M CP-4, entitled
"Preplacement Medical Examination By Private Physicans." It shall be at a cost
not to exceed thirty dollars per examination.
4. That there is hereby appropriated the sum of forty-six thousand, six hundred
Dollars ($ 46,600.00 ) for the purpose of conducting the physical examinations
and any @ur-Lher diagnostic studies or examinations which the Director of Health
shall deem necessary.

five year period, for the use of a portion of the Bow Creek Golf

THIS AGREEMENT OF LEASE, Made this llth day of June, 1976, by and
between the CITY OF VIRGINIA BEACH, VIRGINIA, a municipal corporation of the
Commonwealth of Virginia, hereinafter referred to as "Lessor", party of the
first part, and SEA BROADCASTING CORPORATION, trading as WVAB Radio, herein-
after referred to as "Lessee", party of the second part.
I T N E S S E T H.
The Lessor, for and in consideration of the rent and covenants and
agreements to be kept and performed by the parties hereto, agrees to rent and
lease, and does by these presents hereby rent and lease to the Lessee, and
Lessee does hereby accept said lease upon the hereinafter set forth tertns and
conditions, all that certain tract or parcel of land lying, situate and being
in the City of Virginia Beach, Virginia, and more particularly described as
follows:
That portion of Bow Creek Golf Course
outlined in red on the plat attached
hereto and referred to as LEASE AREA
0.230 AC., said plat hereby made a part
hereof.
THIS LEASE is conditioned upon the following tems and conditions
and covenants:
1. The term of this lease shall be for five (5) years comencing
on the First day of July, 1976, and shall tenninate at midnight on the
Thirtieth day of June, 1981.
2. This lease may be terminated during its tertn by either party
upon the giving of written notice at least twelve (12) months, in advance of
the temination date.
3. In lieu of rent rnonies, the Lessee agrees to furnish Lessor two
hundred dollars ($200.00) monthly in radio advertising. Lessor has the right
to use this advertising for any subject or project that is in the interest of
Lessor. For the duration of this contract, advertising rates ar@
determined by Lessee's rate card dated March 1, 1976.
4. The premises are leased by Lessor to Lessee "as is", and the
sole responsibility for the maintenance and upkeep of the premises shall be
with the Lessee.
5. Lessee agrees to protect and to hold Lessor hartnless from all
damage or injury to person or property which may result from Lessee's use or
occupancy of the premises, and to protect and indemnify the City of Virginia
Beach, Virginia, and its officers and employees from any and all claims,
demands, suits, actions, judgments and recoveries for or on account of damage
or injury, including death, to property or person occurring on the leased
premises,
6. Lessee shall at his expense, provide and maintain in force
during the entire lease term public liability insurance with limits of cover-
age of not less than $250,000.00 for property damage loss from any one
accident and not less than $500,000,00 for personal injury from any one
accident and not less than $250,000.00 for injury to any one person from any
one accident. Lessor shall be named as additional insured. Lessee shall pro-
vide Lessor with a certificate of insur-ance reflecting the conditions oontained
in this paragrah.
7. Lessor expressly reserves the right to enter the premises, at
any reasonable time, to examine or to make such repairs, additions, or alter-
ations as it may deem necessary for the safety, improvement or preservation
thereof,
8. Upon the expiration of the term hereof, Lessee shall surrender
the premises to the Lessor in as good order and conditions as at the commence-
ment of the tem, ordinary wear and tear excepted,

RESOLUTION
WHEREAS, Greece has the only democratic government in tile Balkans and
Eastern Europp and has proved to be a staunch ally in two world wars; and
WHEREAS, Greece is t@ie key to the safeguarding of the Eastern Mediterranean
against possible Soviet expansion; and
WHEREAS, Turkey has violated the Foreign Assistance and Military Sales Acts
and bilateral agreements under those acts, as well as the tiATI) Charter, the U.N.
Charter, and basic International Law by its brutal invasion of Cyprus; and
WHEREAS, Turkey has persisted in blackmailing the United States with
respect to the maintenance of U.S. bases in Turkey and the cuitivation of the
Turkish opium poppy; and
WHEREAS, Turkey has refused to comply with U.N. Resolutions calling for the
withdrawal of all foreign troops from Cyprus and the cessation of all foreign
interference on the Island; and
WHEREAS, the proposed Base Agreement between the United States and Turkey
circumvents the annual authorization responsibility of Congress, creates a dangerOLIS
precedent of payment by the U.S. for base rights on the soil of our own allies,
rewards aggression and yields to blackmail; and
WHEREAS, the human and political tragedy on Cyprus remains serious as 200,000
refugees have been deprived of their properties, their livelihoods, and in some
instances their families: NOW, THEREFORE, BE IT
RESOLVED, by the City Council of Virginia Beach , Virginia, that we urge the
U.S. Government to exert its best efforts to facilitate progress towards a iust
settlement of the Cyprus conflict and the rernoval of foreign troops from Cy[)rus;
FURTHER RESOLVED, that 4e strongly urge the Congress of the United States to
continue to support the new democracy in Greece while prohibiting arms traisfers
to Turkey until Turkey acts to resolve the Cyprus conflict;
FURTHER RESOLVED, that we urge the Congress to defeat the U.S.-Turkish Base
Agreement and any other measure that would supply U.S. arms or other assistance to
Turkey until Turkey withdraws all her troops and civilians froifl Cyprus, allows all
refugees to return to their homes and reopens all U.S. Bases under U.S. control.
