SUBJECT: Resolution Supporting the consolidation of Certain
Financial Services and Directing the Superintendent to
cooperatively Work with the City Manager to Develop a
Consolidation Agreement with a Goal of Implementation on
or Before July 1, 1996
Attached is the executed original Resolution Supporting the
Consolidation of Certain Financial Services and Directing the
Superintendent to Cooperatively Work with the City Manager to
Develop a Consolidation Agreement with a Goal of Implementation on
or Before July 1, 1996 adopted by the School Board of the City of
Virginia Beach, Virginia at its regular School Board meeting
February 20, 1996.

A RESOLUTION SUPPORTING THE
CONSOLIDATION OF CERTAIN FINANCIAL
SERVICES AND DIRECTING THE
SUPERINTENDENT TO COOPERATIVELY
WORK WITH THE CITY MANAGER TO
DEVELOP A CONSOLIDATION
AGREEMENT WITH A GOAL OF
IMPLEMENTATION ON OR BEFORE
JULY 1, 1996
WHEREAS, the City Council of the City of Virginia Beach has
proposed to consolidate the ministerial aspects of the School Division's
accounting, payroll, and purchasing into the City's Department of Finance;
WHEREAS, the goals of consolidation of the ministerial aspects of
the School Division's accounting, payroll, and purchasing are (1) greater
fiscal accountability, (2) improved service, and (3) cost savings;
WHEREAS, the consolidation proposed by the City Council of the City
of Virginia Beach will not infringe upon the policy-making functions of the
Virginia Beach School Board;
WHEREAS, the responsibility for taking appropriate corrective
action for projected School Division deficit and developing School Division
policies would remain with the School Division and School Board;
WHEREAS, the responsibilities to develop, monitor, maintain, and
control School Division budgets will be retained by the School Division and
School Board; and
WHEREAS, the City Council is committed to maintaining its policy of
no layoffs of any employees involved in the consolidation. However, as
process improvements are made, vacant positions will be evaluated for
elimination.
NOW, THEREFORE, BE IT RESOLVED BY THE SCHOOL BOARD OF THE CITY OF
VIRGINIA BEACH, VIRGINIA, that the School Board of the City of Virginia Beach
is committed to consolidation of the ministerial aspects of the School
Division's accounting, payroll, and purchasing within the City's Department
of Finance, without infringing on the policy-making responsibility of the
Virginia Beach School Board.
BE IT FURTHER RESOLVED that the School Board of the City of
Virginia Beach hereby directs the Superintendent to cooperatatively work with
the City Manager to develop a consolidation agreement with a goal of
implementation on or before July 1, 1996. The Superintendent is also
directed to present a consolidation plan to the School Board for
consideration in May, 1996.
Adopted by the School Board of the City of Virginia Beach, Virginia, on
the 20th day of February, 1996.
