BEACH CITY COUNCIL on Tuesday, February 20,1996, at 4:00 P.M.

"HONORABLE MEMBERS OF CITY COUNCIL
In accordance with the City Charter, Section 3.06, the City Code,
Section 2-21, and by the authority vested in me as Mayor of the City, I
hereby call a SPECIAL FORMAL SESSION of the VIRGINIA
BEACH CITY COUNCIL in the Council Chamber, City Hall Building,
on Tuesday, February 20, 1996, at 4:00 P.M. for the following purpose:
To consider an Agreement re City/School finances and
consolidation of certain functions.
During this SPECIAL SESSION, it may be necessary to RECESS into
EXECUTIVE SESSION.

Upon motion by Council Lady Strayhorn, seconded by Councilman Branch, City Council ADOPTED:
A Resolution to support the consolidation of certain financial services;
and, direct the City Manager to work cooperatively with the School
Superintendent to develop a ConsoUdation Agreement to be in@te,tied
by @ I-, N% with the goal of beginning implementation on or before
July 1, 1996.
*This Resolution way revised in the title on line 8 and in the Resolution on line 32: 7he following
verbiage was added after "..to develop a Consolidation Agreement..":
"...with the goal of beginning implementation on or before July 1,
1996."
The School Board today adopted a similar Resolution by a vote of 8-2.

1 A RESOLUTION SUPPORTING THE
2 CONSOLIDATION OF CERTAIN FINANCIAL
3 SERVICES AND DIRECTING THE CITY
4 MANAGER TO COOPERATIVELY WORK
5 WITH THE SUPERINTENDENT OF
6 SCHOOLS TO DEVELOP A
7 CONSOLIDATION AGREEMENT WITH THE
8 GOAL OF BEGINNING IMPLEMENTATION
9 ON OR BEFORE JULY 1, 1996.
10 WHEREAS, the City Council of the City of Virginia Beach has proposed to consolidate
11 the ministerial aspects of the School Division's accounting, payroll, and purchasing Into the City's
12 Department of Finance;
13 WHEREAS, the goals of consolidation of the ministerial aspects of the School Division's
14 accounting, payroll, and purchasing are (1) greater fiscal accountability, (2) improved service, and (3) cost
15 savings.
16 WHEREAS, the consolidation proposed by City Council of the City of Virginia Beach will
17 not infringe upon the policy-making functions of the Virginia Beach School Board;
18 WHEREAS, the responsibility for taking appropriate corrective action for projected School
1 9 Division deficits and developing School Division policies would remain with the School Division and School
20 Board; and
21 WHEREAS, the responsibilities to develop, monitor, maintain, and control School
22 Division budgets will be retained by the School Division and School Board; and
23 WHEREAS, the City Council is committed to maintaining its policy of no layoffs of any
24 employees involved in the consolidation. However, as process Improvements are made, vacant positions
25 will be evaluated for elimination.
26 NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF VIRGINIA
27 BEACH, VIRGINIA that the City Council of the City of Virginia Beach is committed to consolidation of the
28 ministerial aspects of the School Dvision's accounting, payroll and purchasing within the City's Department
29 of Finance, without infringing on the policy-making responsibility of the Virginia Beach School Board.
30 BE IT FURTHER RESOLVED that the City Council of the City of Virginia Beach hereby
3i directs the City Manager to cooperatively work with the Superintendent of Schools to develop a
32 consolidation agreement with the goal of beginning implementation on or before July 1, 1996. The City
3 3 Manager is also directed to present a consolidation plan for Council consideration in May, I 996.
