O0 P M tn the City Councd Conference Room, Ctty Hall Buil&ng Sincerely, s/Meyera E Oberndorf Mayor" June 29, 1999 Item III -3- r, EQUEST ITEM # 45173 Mayor Oberndorf referenced the request of Mike Abrams, Reporter with THE BEACON, to allow him to remain in the Executive Session of City Council. The City Attorney advised the information presented is in the process of negotiation and if someone is allowed to remain tn the Executive Session, tt would be an Open Meeting and no longer be a Closed Meeting. The City Attorney advised the Session is a Closed Meeting as there are certain negotiation points that areperttnent. Once thesepotnts are resolved, the City will know in which direction they are going The plan is to have at least two other Council Meetings with public information on this subject Councilman Harrison concurred with the City Attorney With Councll 's permission, Council Members Jones and Harrison, accompanied by certain members of the staff, could make a presentation to the Press after the Executive Session. "Mayor Oberndorf - Where's The Leadership ? A regtonal effort more easdy finds crttics than leaders" Mayor Oberndorf ts Co-Chair of the Hampton Roads Partnership's Tourism Committee Relative the Hampton Roads Partnership's Strategic Plan, Mayor Oberndorf satd her concern ts not to redistribute tourists, which are already coming to Vtrginta Beach and l~tlhamsburg, but to agree on a more substanttal dynamtc viston and thus butld a whole new base of tourism to enable the region to have the opportumty to grow and flourish. Thts was mistnterpreted. The Partnership did not like the fact the Mayor satd we are going back to the MAPSprogram Mayor Oberndorf advtsed considertng the feehngs of the City's residents they would probably prefer to support schools and other necessities, as opposed to opportunities hke the Arena tn Norfolk The Partnership's Plan chd concur with James K. Spore - City Manager, and Jtm Ricketts, Director - Department of Conventton and Vtsttor Development, to perform an economtc-tmpact study relative expansion of the Martne Sctence Museum and they are sttll negotiattng a study for the Conventton Center The City Manager advised the staff dtd not take a posttion with regard to the report The staff only read the report and relayed their comments to the Mayor. Obern- doris recent commants upon release of the Hampton Roads Partnership's strate- gic plan, which aims to make the region a better place to live and work. ' "I wo.uld have hoped we would .have accomplished something substantive," the mayor said of the plan's recommen- dations for improving tourism. There isn't much, it must be said, new lr inspiring i~. the strategy's tourism sec- or, But wi?at is stopping Oberndor~ from improving it, or-fi'om taking the 1.earl to accomplish something ';substan- tire"? She's hai-dly been denic;d input. Oberndorf in fact is co-chair of the a~aership's tourism committee. Vi_rgin- oh's tourism director, James Rick- efts, helped prepare this portion of the plan. City Manager James Spore report- edly distributedit among his staff with- out apparent revulsion. -The mayor worries aloud that the rtnership's vision Is to take tourists m the Beach and W'dliamsburg and attract them to Norfolk. The document does recommend a continuing effort to land a major leagtm baseball or basket- ball team .- into which Beach officials evidently read a plot by Norfolk or the P~nlnsula to build a stadium, with V'u'- ginla Beach helping to pay for it. But the partnership also e. ndorses, and would fund an economic-impact study for, a major expansion of the lrw- glnla Marine Science Museum at the Reach, Including. an aqu.arium bigger than those of Baltimore and Boston. Too, the plan proposes a feasibility study for a_ regio, nal convention c~nter, an issue of specml Interest at the Beach. More generally, the partnerslfip's calls for improved signage and ma~'keting, and its proposed pursuit of a major destina- tion attraction or tourism "icon," aim to swell thc flow of visitors through, out the region. A big slice of a bigger pie surely would end up at the Oceanfront. . Ultimately, what's most disappointing about Ob rndores comments has less to do with the particulars of tou~sm than with the state of leadership in Hampton Roads. The n~yor was quick to criticize talk of tax increases to pay for public Improvements. But as JOhn Wynne, the par~. ershlp's c0-chair (and CEO of Land- mark Communications, which owns this newspaper) pointed out, the governor and Iegislature are unlikely to lead any efforts to raise revenues. Hampton Roads must look to Its own elected officials ---- and h.o. pe they aren't too busy pandering to anti-tax sentiment -- to inform and persuade the public on both the need for infl-astructum invest- ments and the consequences of avoiding such investments. The eOItorlal was written concerning Mayor Oberndorf's comments in regards to the release of the Hampton Roads Partnership strategic plan. The Virginia Beach City Council has continually supported offorto to market the region, from both tourism and economic development perspectives. We have initiated efforts to partner with the Commonwealth, private interests such as Busch Gardens, and other communities and non-profit organizations to collaboratively develop and market creative regional tourism concepts and packages. These efforts have produced real results, not just talk of cooperation. Tho Mayor, as co-chair of the Tourism Committee of the Hampton Roads Partnership, expressed concern and frustration that the committee was not able to agree on a more substantial vision for the region's many strategic tounsm advantages. As a region, we have a pattern of unilaterally developing several small competing facilities, such ae conference and convention centers, rather than cooperatively creating larger, higher-quality facilities that can truly make a difference in attracting tourism and convention business to our great region Many people have expressed these frustrations, but have not been attacked editorially for their views. Virginia Beach spends millions of dollars each year in advertising and in improving our tourism and convention product. Our public expects a return on this investment, maintaining and increasing our tourist base. The collective goal of the region should be to increase the tourism base for all Hampton Roads cities, not to simply move the tourism base from one city to another. We need to work wltl~ griper cities, but not work against ourselves in the process. Our Mayor was simply expressing the views of those she was elected to lead. This editorial sets e bad precedent. Too often, anyone who wants to discuss a plan or question policy is portrayed as 'anti-regional." When we, as elected officials appointed to regional boards, agree to serve we do so as representatives of our community and as regional leaders It does not serve anyone well if there is zero tolerance for having open discussion and debate on the issues that are of vital importance to our ~esidents. Virginia Beach should be commended for having an open agenda and for our willingness to discuss this at an open regional board meeting. If we have concerns, this is the time to discuss them. That, in our estimation, is the purpose of these meetings We hope, In the future, the agenda for the region will be to undertake those activities that are in the collective good of all Hampton Roads while being sensitive to the legitimate needs of the communities, and that this agenda will foster healthy public debate on the important matters affecting the public. The Hampton Roads Partnership strategic plan for tourism represents an important beginning that hopefully will evolve over the ensuing years to benefit the entire region.
