Since January, the University, Tidewater Transportation District Co~mission
and City staffs have discussed the feasibi]_ity of transit service fo~ the
students who would be housed at these locations. Planning for transit service
has now reached the point where specific proposals for expanded bus .~,erv_i. ce
]inking ~he oceaufront with ODU has been developed.
The estimated 200 students will bring into the City a guaranteed reYenue of
$39,000 for Fiscal Year '76. At the same time, it is estimated that the number
of trips proposed will cost. the City about $40,000. Consequently, the City has
a "break-even" situat_ion for a proposed transit service that will operate on a
regular schedule and be available to all Virginia Beach ci.t]zens who desire to
use this service, as well as to the college students who will be housed on the
oceanfront.
'I'herefore, City Council voted to approve the proposed bus service, effective
September 1, ].975~ subject to the conditions of the existi-on~ transit service
contract between the Cities of Norfolk a~d VirginJ.a Beach.

Mr. Daniel F. Farley, Manager - Real Estate, VEPCO, has requested a 3-year
extension of a 10-year use permit granted Virginia Electric and Power Company
by the City of Virginia Beach for the construction of a transmission line from
Euclid Place to Princess Anne Courthouse. The present use permit will expire
on May 9, 1976.
Therefore, City Council authorized the City Manager to sign an agreement with
VEPCO for three years with thc following commitments fron VEPCO:
1. Grant to the City, in a form acceptable to the City and the
Company, tt~ree street or highway crossings which will provide for
the extension of (a) False Cape Parkway; (b) Londor. Bridge Road;
(c) Rosement Road, in accordance with the Master Street and Highway
Plan. The City would reimburse VEPCO for all costs and expense
incurred in connection with any required relocation or rearrangement
of the Company's facilities.
2. Grant to the C~ty permission to construct the crossing of India~
River-Courthouse Road as previously agreed upon, provided, the City
bears any cost and expense incurred by relocation or rearrangement
of the Company's facilities to accommodate the street crossing.
3. Grant a license for the installation of an underground force
main extending northwestwardly approximately 1200 feet, beginning
at a point 150 feet west of Princess Anne Road and within, a 15-foot
strip parallel and adjacent to the northerly property line of the
Power Company,s land.
4. Finally, the City would be able to review and accept construction
plans from VEPCO for any facilities in this right-of-way so that possible
conflicts with transmission poles can be avoided.

of a grant award totaling $88,000, for a police management grant designed
to improve management data systems. This grant is to implement an auto-
mated data program on departmental activ.ities, including extensive personnel
information, financial and operating data for budget preparation, and a
vehicular status system. Therefore, City Council voted to accept this grant
award and further authorized the City Manager to transfer funds and execute
all necessary documents for acceptance of this grant award. Local matching
funds total $4,400.
