ORDINANCE (.PERMANENT) IMPOSING A COUNTY RECORDATION TAX
WHEREAS, it has become necessary due to the existence of
an emergency to enact a certain ordinance providing for the passage
of a county recordation tax to become effective J'uly 1., 1958, and;
WHEREAS, it appears that notice of intention to propose
the same for passage as a permanent ordinance has been properly
published in the Virginia Beach Sun-News on June 12, 1958 and June 19,
1958, pursuant to Section 15-10 of the 1950 Code of Virginia, as amended;
NOW T}~REFORE, pursuant to Section 55-65.1 of the 1950 Code of
Virginia, as amended, (Chapter 590 of the 1958 Acts of the Assembly),
the said emergency ordinance is hereby enacted as a peri~anent ordinance
as follows:
1. That there is hereby imposed a county recordation tax in
an amount equal to one-third of the amount of the State recordation tax
collectible for the State of Virginia on the first recordation of each
taxable instrument in this County; provided, however, that, except as
set forth in the second paragraph of this ordinance and except in a case
in which the State recordation tax is fifty cents specifically, where a
deed or other instrument conveys, covers or relates to property located
in this county and also to property located in another county or city,
or in other counties or cities, the tax imposed under the authority of
this ordinance shall be computed only with respect to the property lo-
cated in this county.
2. The governing body of this county shall at least semi-
annually pay into the treasury of the City of Virginia Beach, Virginia,
an amount equal to the county tax collected on recordations with respect
to property located in the sa, id City of Virginia Beach, Virginia, less
the proportionate compensation, if any, paid by the county to the clerk
of court for his services in collecting same; and the clerk of court
shall compile and furnish the necessary information to the governing
body of -this county to enable it to comply with this provision.
3. This ordinance is to beeome effective as a permanent
ordinance of the County of Princess Anne on and after the 23rd day
of July, 1958.

A status report was made by b~. Aubrey N. Holmes of the Soil Con-
servation Service to the Princess Anne County Board of Supervisors at
their regular meeting on 23 June 1958, reference the proposed small
watershed project for Princess Anne County. The Board of Supervisors
are quite concerned that it will be around the first of August before
the Fish & Wildlife Service submit their report to the Soil Conserva-
tion Service.
Mr. Kenneth N. Whitehurst, Supervisor from Pungo District, made the
following resolution seconded by Mr. James Darden, Supervisor from
Lynnhaven District: that Mr. Frank Edminister, State Conservationist
for the Soil Conservation Service expedite the final approval for the
Princess Anne Sm~ll Watershed Project to permit construction to be
completed at the outlet mnds of these proposed canals r' ~
harvest date for the 195~ cora and soybean crops, ourPf~g~ ~ ~%
the Seaside Neck Canal watershed will not be able to harves~ theirbin
crops this fall with the average rainfall unless the canal is opened
from Highway 629 to the head of North Bay.
RESOLUTION
WHEREAS, fhe Princess Anne County Board of SuPervisors
being desirous of securing land and building~ formerly '~nown as the
Au.vtltary Air Station at Pungo, Virginia, wkick consists of apt~roximately
forty-five acres of land with buildings, presently not operable, for
purposes of health, education and welfare, so hereby appoint the Executive -
Secretary, Richard J. Webbon, to act as their agent in ma~ir~g the necessary
a~ltcatton to the Department of Health, Education and Welfare.
The Board expressed the limits in the amount of funds that
may be ex~ended for the puri~oses of acquiring this p~ope~'ty ~.~'~7-~-~-----'~-~
not to exceed $500. 00.
Motion n, ade by Mr. Darden, seconded by Mr. Pollock,
unanimously carried.

Gentlemen:
I am writing you as President of Crystal Lake Development
Corporation, the developers of Princess Anne Hills Park, Lynnhaven
District (North Virginia Beach).
As President of the developing corporation, I have received
numerous complaints from the residents of the area concerning that
portion of Woodland Road from 59th Street to Goodspeed Road. This
portion of Woodland Road as can be seen from the attached plat is
around a sharp curve. As can also be seen from the plat, the wall
shown encroaches on the right of way at the sharpest point approxima-
tely seven feet.
The complaints, received are that the road is a definite
hazard to the safety of automobiles going around the curve and to child-
ren, either walking or on bicycles, since this is a blind curve. In
addition, I am informed that the school busses will not go back in this
area until some action is taken. Likewise, the Friends and Everett
Schools have expressed concern as to this curve.
Before the wall was erected, I requested both verbally and
in writing that Mr. VanPatten not construct the wall until after a
survey had been made. Unfortunately, shortly after the wall was
constructed he died, and I did not feel that it would be completely
fair to press Mrs. VanPatten for a period.
Approximately one month ago this matter was discussed at length
with Mr. Darden and Mr. Gamage of the Planning Commission, and a letter
was written to Mrs. VanPatten. I am informed that she has never even
acknowledged the letter.

It is my purpose in this letter to bring this matter to the
attention of the entire Board and to request that I be authorized to
take appropriate action in the name of the County to have the wall
removed from the right of way. As stated to Mr. Darden, all cost and
expense connected with such action will be borne by the developing
corporation and this corporation also agrees to widen the road where
necessary in order to minimize any safety hazard.
I will be pleased to appear before the Board to answer any
questions which you may have.
