PUBLIC HEARINGS 1. AGRICULTURAL RESERVE PROGRAM (ARP) (a) Gene G. Bright, David Bright and Rosarme Ray (b) Gene G. Bright, Trustee ORDINANCES/RESOLUTIONS Ordinance to AUTItOR!ZE the acquisition of Agricultural Reserve Preservation (AR.P) easement and the issuance of its contract obligations at Pungo Ferry Road: (DISTRICT 7 - PRINCESS ANNE) (a) Gene G. Bright, Trustee (2001-39) 40.25 acres $141,860 (b) Gene G. Bright, David Bright, 63.33 acres $512,973 and Rosanne Ray (2001-40) Resolution to reaffirm support of the Southeastern Parkway and Greenbelt; recognize findings of the Chesapeake/Virginia Beach Joint Land Use Study; request the Virginia Department of Transportation (VDOT) and the Federal Highway Administration initiate a new environmental review process; and, authorize the City Manager to execute a Memorandum of Agreement re construction of a multimodai transportation facility between 1-264 in Virginia Beach and 1-64 in Chesapeake. Resolution re issuance by the Virginia Beach Development Authority of Revenue Bonds for Production Road Ventures, L.L.C. - not to exceed $1,500,000 to: (a) acquire approximately 1.97 acres on Production Road, Oceana East Industrial Park (b) construct and equip a manufacturing facility PLANNING PLANNING BY CONSENT - To be determined during the Agenda Review Session. Application of CARLOS & JUDDEL PARKER for a Conditional Use Permit re a church at Pleasure House Road and Independence Boulevard (1628 Independence Boulevard), containing 1.37 acres. (DISTRICT 4 - BAYSIDE) Recommendation: APPROVAL Application of CHESAPEAKE BAY TOWER ASSOCIATES L.P. for a Conditional Use Permit re a monopole communication tower at Ferry Road and Shore Drive, (2465 Ferry Road), containing 5,600 square feet. (DISTRICT 4 - BAYSIDE) Recommendation: APPROVAL Application of PAUL C. LOWN for a Conditional Use Permit re a residential multiple family dwelling (3 units) on Lot 10, Block C, Lynnhaven Beach, on Urchin Road and Ocean Avenue, containing 7,500 square feet. (DISTRICT 5 - LYNNHAVEN) Recommendation: DENY Application of SAM'S REAL ESTATE BUSINESS TRUST for a Conditional Use Permit re an automobile service station (fuel sales) on the south side of Virginia Beach Boulevard, east of North Plaza Trail, containing 11.64 acres more or less. (DISTRICT 3 - ROSE HALL) Recommendation: APPROVAL Application of COURTHOUSE COMMUNITY UNITED METHODIST CHURCH for a Conditional Use Permit (renewal) rca church expansion at Princess Anne Road and Curry Comb Court, (2708 Princess Anne Road), containing 6.328 acres. (DISTRICT 7 - PRINCESS ANNE) Recommendation: APPROVAL Application of SPRINT PCS for a Conditional UsePermitre a communication tower at DamNeck Road and General Booth Boulevard, (484 Dam Neck Road), containing 4,800 square feet. (DISTRICT 7 - PRINCESS ANNE) Recommendation: APPROVAL Application of EASTMINSTER PRESBYTERIAN CHURCH for a Conditional Use Permit re a child care education center at MacDonald Road and Indian River Road, (3229 MacDonald Road), containing 5 acres more or less. (DISTRICT 1 - CENTERVILLE) Recommendation: APPROVAL Application of OCEAN BAY VENTURES, L.L.C. for a Change of Zoning District Classification from I-1 Light Industrial and R-5D Residential Duplex to Conditional A-24 Apartment on the northwest comer of the Norfolk & Southern Railroad right-of-way and Cypress Avenue, containing 2.89 acres more or less.
