Andy Friedman, Director of Housmg and Neighborhood Preservation, advised Virginia Beach Community
Development Corporation (VBCDC) was created tn 1985 by the City Council The purpose was to provide
housing opportunities for low-and moderate-income families and assist the City tn neighborhood
revitalization The great majority of the housing opportunities created have involved the rehablhtatlon of
existmg properties within the Cliy, which were either previously taken, in disrepair or both This
rehabthtation marks the continuing improvement tn the physlcal condition of the housing la our Clly Mary
Kay Horoszewskl, Executive Director - Virginia Beach Community Development Corporation, is a 501(c93
non-profit corporation, a 501(c) 3, recognized the VBCDC Board of Directors

There are 196 rental units scattered throughout the GlO/wlth approximately 174 permanent rental housing
units, whtch prtmartly serve low/moderate tncome famdtes More than 95% of these famthes are female
head-of-household with two or three children Their incomes range from $10,000 to the mid $20, O00 per
year. The average income is $16,000 per year. There are four (4) units for the low income elderly located
tn New Pomt There are eighteen (18) units for low mcome disabled Their income is under $500per month
Thls program ts tn cooperation with the City's Commumty Services Board The Transitional Rental program
serves homeless famthes, as well as individuals This program consists of thirty-five (35) units, thirty-one
(31) are reserved for homeless families and four (4) for homeless individuals VBCDC has their own small
shelter which serves two (2) famdtes with their children for ninety (90) days The Support Services Program
ts the next component which provides case management services for the head of household, as well as m-
house semmars (money management, hfe skills training) Through the HUD grants, financ iai assistance is
provided These grants also assist with daycare, which is one of their blggest problems
Mrs Horoszewskl displayed two graphs
Depicting the number of rental units from 1988 (4 units) to 2001
(196 units) The properties are located in the Baystde, Green
Run, Kempsvtlle, Indian Lakes and Oceana neighborhoods
Depicting the Home Ownership program from 1988 (4 untts) to
2001 (100 units) Out of the 100 homes, approximately 30 were
newly constructed Some of these homes were constructed within
the Target Netghborhoods on an lnfill basts for small
developments
As an example of housing rehablhtatton, "before and after "photographs ora home purchased from HUD
and located tn the Princess Anne Borough were displayed
Mayor Oberndorf lnqulred slnce the City does not have a Redevelopment and Housing Authority, does this
place Virginia Beach at a disadvantage tn attempting to recreate aging neighborhoods Mr Friedman

revitalization
Mr Friedman advised the Ctty funds Habitat for Humanity to acquire land The Mayor advised
Chesapeake has dedlcated seven (7) homes for "Habitat" A smgle-famlly ownership community within the
community has been created
Vice Mayor Sessoms referenced the process of selecting tenants for the rental properties and ow they
purchase homes
Mrs Horoszewskt advtsed the tenants are screened Housekeeping inspections are performed approxtmately
a month after the tenant moves tn VBCDC wants the properties maintained properly The major102 of
residents take care of their property When a compIamt ts received, the resident ts allowed due process,
however, sometimes the resident ts evicted
Mrs Horoszewskt advtsed relative the self-sufficiencyprogram, the tenants are requtred to attend a certain
number of seminars, estabhsh a goal plan which ts momtored quarterly Sometime, the tenants are requested
to leave the program for non-comphance
Mrs Horoszewskl advised Council Lady McClanan the spectficprogram for the disabled tsJbr the mentally
disabled with the Community Services Board which provides counsehng and service VBCDC ts the
"landlord" and provtdes the housing Council Lady McClanan advised tn the Rose Hall District there are
approximately 8 or 9 of these residences, all on one street Council Lady McClanan wouM hke further
tn formation relative criteria utthzed tn location of these residences She has had enough complaints to the
extent tt is considered a problem Council Lady McClanan referenced

Mr Friedman advised the aforementtoned Appropriatlon Ordinance, scheduled for the Formal Session, ts
not for VBCDC It is relative the Housing Choice Voucher program operated by Housing and
Neighborhood Preservation There is no ctting pohcy tn the program The units come under lease through
the agreement of the landlord, the passmg of an inspection by the unit and the charging ora reasonable rent
by the landlord These units will go under lease based upon the housing search conducted by the househoM
member to locate a landlord who is willing to comply with the program requirements
Council Lady Henley extended appreciation for the Minutes of the monthly meetings and tn formation relative
the program
Mayor Oberndorf comphmented Mrs Horoszewski and Mr Friedman relative their excellent reports
Mr Friedman advised Councilman Mandtgo the mere creation of the Redevelopment and Housing Authority
wouM not create funds nor the availabdlty o f funds The Redevelopment Authority currently utlhzes bonds
for housing ownership which couM be done through the Development Authority or the VBCDC
Dr Elsie Barnes, Vice President - VBCDC, advised the members are proud to be a part of this program
Jack Helfant, President - VBCDC, advised Mrs Horoszewski and Mr Friedman are thoroughly
knowledgeable individuals who perform outstandingly tn their respective positions, rendering dedicated
services
Dr Barnes advised the "meals on wheels" program, feeds over 250 individuals every day without any
United t~ay or government funding Volunteers are also taking weekend meals She ts proud of the Lillian
Vernon Corporation who provide two volunteers daily Last Thanksgiving, they fed all the recipients and
paid for the food Mayor Oberndorf referenced many of the individuals dehverlng meals to the elderly are
also elderly Mayor Oberndorf advised Lilhan Vernon also trains some of thetr employees to be EMS

Susan D Walston, Chief of Staff, advised on duly 10, 2001, information was presented to City Councd
concerning 833 employees tn 92job titles, who received an interim compression readjustment on duly First
ranging from $200 to $1400. The short term addressing of this issue resulted in a cost of $629,000. The
study objectives were outlined
Review pay compression cost by market adjustment
Review current pay practices, phdosophy, policies and procedures and
their impact on pay compression
Obtain input from the City work force
Develop strategies and pay system enhancements with changes to assist in
minimtzlng pay compression
The Review of Comprehensive Study Initiatives and Progress encompasses three areas Member Guidance,
Consultant Assistance and Compensation Study Components (Member Input Processes, Pay Compression
caused by Market Survey and current policies, practices and procedures)
The Compression Review Group, chaired by Fagan Stackhouse - Director of Human Resources, consisted
of seventeen (17) departments These departments are supported by additional stafffrom Human Resources
This Group has met four times There were SlX focus groups held with employees of the City on September
24 - 26, 2001 These groups consisted offorty-six (46) members who believed they were compressed tn their
pay and those who were not A Member Conversation was hem with the City Manager and members of the
Executive team on September 20, 2001 An Intranet Survey was also conducted for the entire month of
September with over 11 O0 responses
Ms Walston introduced Chris Bonney, President -Bonney and Company, and Karen Collins - Principal -
Palmer and Cay Consulting Group Bonney & Company provides a full range of customer marketing
research services to businesses, government and the independent sector The majority of Ms Colhns
experience has been tn the public sector relative analyzing, designing and implementing effective
compensation programs
Chris Bonney summarized the Member Perceptions regarding Pay Compression
Misperceptlons and misunderstandings abound
Perceptions shaped more by positlon range than compensation relative to
other cites
Pay compression an issue mostly for pohce, firemen and persons hired
pre- 1991
Serious impact on morale where pay compression occurs
Solution seems clear, butperceived to require time-consuming analysis and
potentially high costs

Changes in base salaries today perceived to be more valuable than

It is important to note during the time these studies were being conducted, the nation was rocked by terrorist
attacks resulting tn stgmficant loss of hfe and disruption tn New York, Arhngton, Virginia and western
Pennsylvania Because these events have focused, not only on the significant losses of hfe, but also on the
noble work of firefighters, pohce officers and other pubhc safety workers, it is likely that the emotions and
remarks of some study participants may have been shaped by these events

the Ctty wtll be able to avotd compresston for the long term The Ctty should be applauded for their efforts
and commttment to thetr employees

some member segments of the Ctty's workforce Because of our progresstve system tn [/trgtma, Henrtco
and IZtrgtnta Beach are chosen as the places to relocate
Relattve the term "member", thts term was tntended as a more tnclustve type of sttuatton, reahztng that
every employee tn this organtzatton makes a dtfference tn the success Mr Bonney advtsed thts ts the Ctty's
term Thts was not an tssue of offense The studyparttctpants who dtdnot use the term "member" to descrtbe
themselves encompassed approxtmately 45 to 50 members Mr Bonney dtd not beheve thts was a
condemnatton of the term On a future survey, staff mtght wtsh to tnclude the questton relattve utthztng the
term "member" rather than employee
The Ctty Manager referenced the market based pay plan was more tmportant and addresses the cost of
ltvmg tndtrectly, as opposed to just gtvtng cost of ltvtng tncreases
Ms Colhns advtsed the Ctty provtded 4 1/2% increases, whtch ts on a leadtng edge wtth the pubhc sector
It ts on a par wtth the average pubhc sector tncrease Anyttme, Ms Colhns conducts a salary survey, the
parttctpants always say tf leavtng they would go to Vtrgtnta Beach or ttenrtco County They are the
"promtsed land"

Louts Haddad, Chief Executive Officer - Armada Hoffler, advised the Town Center Status is a very complex
issue to be condensed in such a short period of time Mr Haddad and GeraM Divaris, would like to meet
with the Council Members individually over the next two weeks
The wide variety of uses (office, retail and cultural) makes the central corridor a vibrant city center The
City has the opportunity to accomphsh in a few short years, what usually entails decades, the creation of the
Town Center Block 4 is beginning to take shape The Master Plan has been changed slightly, so that the
main street branches and goes through to Independence Boulevard In the oMplan, the street went straight
through The plan should create as much street front as feasible (retailers, entertainment, etc) This also
affords the opportunity for addltlonal pubhc spaces The Central Plaza, tn ItS original configuration, was
less than ~ acre, now tt ts shghtly more than ~ acre This affords the opportunity to create a "mirror
image" Central Plaza Phase I of the Town Center consists of a 250,000 square foot office tower, slttlng
on top of a parking garage and surrounded by primarily retail space The developers have been
overwhelmed with the request for office space, therefore, the majority of this space is filling up with offices
There will only be about 25, 000 square feet of retail andrestaurants tn this first block In Phase I, of the over
350, 000 square feet available, it results in encompassing 325, 000 square feet in office space Seventy (70%)
percent of the office spaces have been leased As stated previously, Phase I wouM be an expansion and
relocation of area businesses These are the firms that have moved into the Town Center Each of the firms
moving into the Town Center ts growing by at least 10% up to 120% Two of the firms are relocating from
Columbus Center and essentially doubling tn size The City budget remains the same, however, Armada
Ho filer IS expending additional dollars The budget for Phase I is shghtly over $55-MILLION This includes
a strip of offices and retail shops, which will be anchored by Town Bank's Virginia Beach headquarters A
"high end" steakhouse, which was to occupy the space next to the bank, curtalled thelr expansion plans with
the September Eleventh tragedy The Hotel was situated at the end of the parkmg garage, and this still may
be the case, overlookmg Virginia Beach Boulevard The hotel is not going forward at this time The equity
between Armada Hoffler and the hotel partners ts still pledged, and, at the appropriate time, the hotel
lenders will commence business again However, this could be three months or two years The location of
the hotel may change The enhancement of the Parking Garage resulted in borrowing funds from the Phase
II Parking Garage Slightly over SI-MILLION was Invested by the developers in preparing the site for the
hotel with additional foundations, elevator shafts, etc at that end of the garage
The developers have been coordinating with City staff on Phase II for the last several months Phase Il wtll
consist of four (4) blocks of Town Center It is hoped to have a term sheet negotiated with City staff within
the next few weeks to devise a more formal presentatlon Those four blocks encompass Block 3, 8, 10, and
12 The Phase consists of retail and resldential space This is a $92-MILLlON investment on the developer's
part The residential area encompasses 334 units within a "u" shaped building sitting atop a 3 or 4 level
parking garage A courtyard will be within the "u". These units will range in price from $I,100 to $2,300
a month This luxury apartment complex will entail a cost of $45-MILLION The "letter of intent" is
presently being negotiated with a "Fortune 100" company Phase H wouM also encompass approximately
280, 000 square feet of retail shops This wouM be anchored by a 90,000 square foot store Until the lease
signing ts complete, this company does not want to be announcedpubhcally Mr Dtvarts will be travehng
this weekend and stay until the lease is signed
After the core of the Central Business District is completed, this will entail a $144-MILLION of prlvate
investment The City's investment remains the same $52-MILLION There would be about 1300 spaces in
the parking garage tn the first Phase with 800 to 850 tn the block with the retail and apartment and at the
anchor retail another 300 or 400 spaces. Therefore, the parking scheme wouM consist of approximately
2500 spaces The parking ratios are being reviewed concerning 3.3 spaces per 1,000 square feet This may
be reduced to 3 bays per 1,000 square feet. This appears feasible in relation to other Town Centers The
parking must be evaluated with each new block that comes on line
Mr Haddad chsplayed the block with the "footprint" of the theatre, which will be chscussed later If the
theatre is not locatedwtthin the Town Center, then there will be additional retail space Phase Illwtll entail
the completion of the hotel and another 250, O00 foot office tower sitting atop aparktng garage surrounded
by retail Mr Dtvaris advised the theatre 'footprint" encompasses 1,000 to 1,200 seats 7'he road is City
owned property If the City wishes to make the theatre 4, 000 seats, the road can be closed Therefore, the
theatre can be as large as desired The Central Park is going to be an activity park during the day,
demonstrating the variety of products marketed and at night there will be an open air theatre
Mr Divaris advised Senator Allen has signed a lease for his office to be located in the Town Center

WHEREAS, the Virginia Beach Police Department has been
awarded $150,000 from the Virginia Department of Criminal Justice
Services to purchase a crmm~nal history record information system
necessary to implement the use of facial recognition technology;
and
WHEREAS, the condmtions of the grant require the Cmty to
provide a cash match in the amount of $50,000, whmch is available
in the General Fund Reserve for Contingencies for Grant Matches.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY
OF VIRGINIA BEACH, VIRGINIA:
1. That a $150,000 grant zs hereby accepted from the
Virginia Department of Criminal Justice Services and appropriated
to the FY 2001-02 Operating Budget of the Police Department to
purchase a criminal history record information system necessary to
implement the use of facial recognition technology.
2. That $50,000 is hereby transferred from the General
Fund Reserve for Contingencies for Grant Matches to the FY 2001-02
Operating Budget of the Police Department for the City's required
match.
3. That estimated revenue from the Commonwealth ~s
hereby increased in the amount of $150,000.
4. That, one year from the date of the enactment of
this ordinance, the steering committee appointed by the Human
Rights Commission to work with the Police Department in developing
polmcies and procedures for the operation of the faczal recognztion
technology system shall report to the City Council about the
implementation and use of the system, and the C~ty Attorney shall
report as to any complaints made or suits filed as result of the
operation of this system. After receiving these reports, the City

Council shall review the use of the facial recognition technology
system and make a determination at that time about the contmnued
use of this technology.

WHEREAS, Princess Anne Commons is a major activity center
located near the geographic center of the Cmty of Vmrgmnia Beach;
and
WHEREAS, according to the Comprehensive Plan, Princess
Anne Commons is "the City's major open space and recreatmon area";
and
WHEREAS, in order to maximize the potential of the
Princess Anne Commons area and to enhance the benefmts offered by
the area to the citizens of the City of Virgmnia Beach, the Cmty
Council is considering the possible sale of approximately smxty
(60) acres of land in Princess Anne Park upon which seven ball
fields are located and the application of the monies derived from
such sale to the construction of a greater number of such fmelds mn
another location within Princess Anne Commons; and
WHEREAS, it is the sense of the City Council that the
decision concerning the potential relocation of the aforesamd ba~l
fields ms best made in conjunction with a very high lever of public
involvement; and
WHEREAS, it is the further sense of the City Council that
public involvement will be enhanced by the creation of a citizen
advisory committee tasked with, among other things, the
solicitation of public comment concernmng the aforesaid proposal;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY
OF VIRGINIA BEACH, VIRGINIA-
1. That there is hereby established the Princess Anne
Ballf~elds Relocation Advisory Committee (the "Committee");
2. That the Commmttee shall consmst of thirteen (13)
resmdents of the City of Virginia Beach, who shall be appomnted by
the C~ty Council, which shall give particular consmderation to

persons who are members of the following groups or organizations:
the Vmrginia Beach Publzc Schools; the Parks and Recreation
Commission; the Planning Commission; Hamptons Roads Soccer Council;
Green Run Little League; the Virgmnia Beach softball community;
residents of the southern area of the City; the Council of C~vic
Organizations; Virginia Beach Visions; the Landstown Civic
Association; and Tidewater Community College;
3. The purposes of the Committee shall be:
(a) To provide specific input into a public ~nvolvement
process concerning the proposed Przncess Anne ball
field relocation, as well as assist ~n defining key
factors assuring community compatibility;
(b) To assist City staff in facilitating nhe public
input process for two publzc meetings to be held in
the afternoon of December 4, 2001 and ~n the
evening of December 6, 2001;
(c) To brief the City Council regarding the outcome of
the aforesaid public meetings; and
(d) To assmst City staff in developing a report, which
shall contain recommendations to the City Council
concerning whether ~t should proceed w~th a Request
for Proposal for the sale of the current ball
fields at Princess Anne Park, and which shall be
presented to the City Council no later than
January, 2002.
BE IT FURTHER RESOLVED BY THE COUNCIL OF THE CITY OF
VIRGINIA BEACH, VIRGINIA:
That the Committee shall be temporary in nature, and
shall stand dissolved without further action by the City Council at
such time as the City Council makes a dec~slon concerning the
proposed relocatmon of ball fields.

WHEREAS, pursuant to Code of Virginza ("Vzrginza Code")

Build/Construction Management Review Board for the Commonwealth
of Virginia ("Review Board"), a locality may employ deslgn-btl~_ld
or construction management as delivery methods for construction
13 projects on a fixed price or not-to-exceed przce; and

WHEREAS, the City of Virginia Beach, Vzrgznza, ("City")
desires to establish the necessary procedures for the use of
16 design-build or constructzon management contracts when benef2cza]
17 to the City.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
19 VIRGINIA BEACH, VIRGINIA'

1. The followzng procedures shall govern the select2o~,
21 evaluation and award of design-build or construction management
22 contracts'

a. Evaluation Committee' The C~ty shall establish an
24

Evaluation Committee ("Committee") to be responszble for
evaluatmng the qualifications of potential offerors of design-
build or construction management services and revmewlng proposals
submitted for such services. Thzs Committee shall conszst of a
28 minimum of five (5) and a maximum of nine (9) voting members.
29 The members of the Committee shall have expertise relevant to the
30 project, with backgrounds in such areas as project design,
31

construction, finance, contract review, and project management.
The Committee shall include the architect or professional
engineer advising the City on the use of design-build or
construction management contracts, who shall be a non-voting
35 member unless he or she is an employee of the City. The
36
37
membership of the Committee shall be determined by the C~ty
Engineer or hms designee.

b. Request for Qualifications; Prequallf~cat~on'
39
i. The Cmty shall publish not~ce of ~ts request

for qualifications ("RFQ")at least ten (10)
41
days prior to the date set for receipt of
42
qualifications by posting ~n the Purchasing
43
Agent's off~ce and ~n a local newspaper of
44
general circulation in the City so as to
45
provide reasonable not~ce to the maximum
46
number of offerors that can be reasonably
47
anticipated to submit quallf-cat~ons in
48 response to the particular request.

Additionally, qualifications may be solicited

dzrectly from vendors. If pracn~_cable, the
51
notice shall also be published in appropriate
52
national trade publications.

ii. The RFQ shall indicate zn general terms those
54
services sought by the City, specifying the
55
factors to be used in evaluating the
56
potential offer's qualifications. The RFQ
57
shall contain or ~ncorporate by reference
58
other applicable contractual terms and
59
conditions, including any unique capabilities

to be required of the offeror. The RFQ shall

request of potential offerors only such
information as is appropriate for an
63

objective evaluation of all offerors pursuant
to such criteria. Prior to the issuance of
65
66
the RFQ, the City shall establish procedures
whereby comments concerning specifications or
67 other provisions in the RFQ can be received
68
and considered prior to the t~me set for
69
receipt of qualif~catmons.

· ii. The Committee shall evaluate each responding
71
offeror's qualifications submittal, and any
72
other relevant information, and shall select
73
a minimum of two (2) offerors deemed to be
74
fully qualified and best suited. An offeror

may be den~ed prequalif~catlon only upon the
grounds set forth in Vzrginia Code 6 2.2-
77
4317. At least thirty (30) days prior to the
78
date established for the submission of
79
proposals, the City shall advise each offeror

in writing as to whether that offeror has

been prequalified. In the event that an

offeror is den~ed prequal~f~cat~on, the

written notice shall state the reasons for

the denial of prequalificat~on and the
85
factual basis for such reasons.

c. Request for Proposal-

The Czty shall prepare a Request for
88
Proposal ("RFP") that zncludes and defines
89
the criteria of the specific constructzon

project in areas such as s~te plans; floor
91
plans; exterzor elevations; basic bumld~ng
92
materials; fire protection information plans;
93
structural, mechanical (HVAC), and electrical
94
systems; and special telecommunicatzons. The

RFP may also define such other requirements
as the City determines appropriate for a
particular project. The RFP shall also
98
include the criteria used to evaluate each
99 proposal. The City shall establish
100
procedures whereby comments concerning
101
specifications or other provision contained
102
· n the RFP can be received and considered
103
prior to the time set for receipt of
104
proposals.
For construction management
105
contracts, the RFP shall defzne the pre-
106
design, design phase, bid phase, and/or
107
construction phase services, as appropriate,

to be provided by the construction manager.

ii. At least ten (10) days prior to date set for

the receipt of proposals, the City shall

invite those potential offerors ~dent~fied

to submit sealed technical and cost

proposals. An offeror's cost proposal shall

construction management contracts, a lump sum

price or a guaranteed maximum price shall be

established for all construction services

receipt of an offeror's technical and cost

proposals, an offeror's cost proposal shall

secret or proprietary information for which

the offeror has ~nvoked protection pursuant

than the other offerors under conslderatzon,

a contract may be negotiated and awarded to

that offeror.

proposals. At the conclusion of th~s

process, the Committee shall publicly open,

read aloud, and tabulate the cost proposals.

The Committee shall add to or deduct from the

appropriate cost proposal any cost

adjustments contained in amendments submitted

by an offeror.

iv. The Committee shall make ~ts recommendation

on the selection of the design-builder to the
City based on mts evaluations and

negotiations. Unless otherwise specified in

the RFP, award of the design-build contract

shall be awarded to offeror that submits an

acceptable technical proposal at the lowest
219 cost.

2. In all cases involving design-build or construction
221 management contracts the City shall:

a. prior to making a determination as to the use of
223
design-build or construction management, have in
224
its employ or under contract an architect or
225

professional engineer, with professional
competence appropriate to the project, to advise
227 the City regarding the use of a design-build or
228
construction management contract and to assist
229
with the preparation of the request for proposal
230
and the evaluatmon of proposals submitted mn
231
response to the RFP; and

b. prior to issuing an RFP for any design-build or
233
construction management contract for a specific
234

a. no more than ten percent (10%) of the construction

work (measured by the cost of the work) shall be

performed by the construction manager wzth its own
251 forces; and

b. the remaining n~nety per cent (90%)of the

construction work shall be performed by

subcontractors of the construction manager and

procured by the construction manager through

RESOLUTION RECOGNIZING THE VIRGINIA BEACH
CONGRESSIONAL DELEGATION AND THANKING THEM FOR
THEIR CONTINUED WORK LEADING THE COUNTRY AND THEIR
SUCCESS IN ASSISTING VIRGINIA BEACH CITY PROJECTS.
WHEREAS, V~rg~n~a, Hampton Roads and particularly V~rg~n~a Beach have been
blessed to have excellent representation in the Congress of the United States; and
WHEREAS, that representation now ~ncludes Senator John Warner, the ranking
member of the Senate Armed Services Committee, Senator Ge~orge Allen, and
Congressman Edward Schrock; and
WHEREAS, our two Senators and Congressman have been exemplary ~n their
leadership for the nat~on and Virginia s~nce the tragedy of September 11,2001, and
WHEREAS, ~n addition to their national leadership in this t~me of unprecedented
turmod for our country, they have continued to admirably represent the needs of V~rg~n~a
and Hampton Roads and specifically V~rg~n~a Beach, and
WHEREAS, these efforts have resulted ~n Virginia Beach receiving outstanding
support ~n funding for water projects through the recently approved Energy and Water
Appropriations Act, and
WHEREAS, these efforts have meant that V~rg~nia Beach has received the final
~nstallment of funding for the $112 mdl~on V~rginia Beach Hurricane Protection and
Erosion Control Project, funding for the dredging of Lynnhaven and Rudee Inlets,
funding for the nourishment of Sandbr~dge Beach, and funding for the Lynnhaven R~ver
System Study, and
WHEREAS, through the Delegation's efforts we received approximately 30% of
all d~scret~onary funding appropriated in the Energy and Water Appropriations Act for
fiscal year 2003,
NOW, THEREFORE, BE IT RESOLVED by the Council of the C~ty of V~rg~n~a
Beach, that Senator John Warner, Senator George Allen, and Congressman Edward
Schrock are hereby thanked for their efforts on behalf of the nat~on, V~rg~n~a, and
V~rg~n~a Beach,
BE IT FURTHER RESOLVED that the Council ~s especially thankful for their
efforts in pursuing and receiving funding for projects in Virginia Beach as mentioned
above;
