VIRGINIA, HELD 3anuary 13, 1956.
The following resolution was presented for adoption:
RESOLVED, that whereas D. J. Vaughan has relinquished his office
as County Treasurer as of December 31, 1955, and has been succeeded
by V. Alfred Etheridge as County Treasurer, as of 3anuary 1, 1956.
lhe checking account in the VIRGINIA BFJ%CH office of %he NATIONAL
BANK OF GC~I~ERCE, with a balance of $3,423.02 and no checks outstanding,
is hereby authorized to be changed from
COUNTY OF PRINCESS ANNE, VIRGINIA, By D. J. VAUGHAN, TREASURER
to read 8s
COUNTY OF PRINCESS ANNE, VIRGINIA, By V. A,~ ETHERIDGE, TREASURER,
effective as of January 1, 1956, and that no checks bearing the
signature of the outgoing treasurer are to be charged against the
said account.
The said bank is requested to send all future statements, paid
checks, notices, etc., dealing with the said account to the new
treasurer, P~incess Anne, Virginia.
~he said bank is requested to amend or execute a new escrow
agreement for the safeguard of county funds on deposit in the said
bank, naming the new treasurer as replacing the outgoing treasurer
where recited in the agreement.
A copy of this resolution is to be forwarded to the said bank
for its files.

with a bank balance of $1,404,807.13 (per bank records) and checks
outstanding of $223,658.77, as per listing attached hereto, as shown
per the following reconcilement with the treasurer's records, is
hereby authorized to be changed from

States Army. NorfoLk. Vir~nLa, has prepared an interim study and report
dated May 1954 of a proposed improvement of Lynnlmven Inlet and its connect=
lng waters, which study andreport indludes a revised plan af improvement
for the Lynntmven River and its connecting waters, providing for an entrance
channel 12 feet deep and 150 feet wide from the 12 foot contour in Lyrmhaven
Ro~ds {Chesapeake l~&y) to and through the htshway bridge crossin~ Lynn-
haven Inlet, into a mooring and turning 'basin in the [Lynnhaven Hirer
immediately upstream fromthe aforesaid bridge, and from such basin
channel 9 feet deep and 90 feet wide through th:~' existing Long Creek Broacl
Bay channel or canal, into tlroad Bay and thence another channel not
ceeding 7 feet deep and 50 feet wide from Broad Bay via the 1'4arrows into

TO THE BOARD (F SUPERVISORS CF PRINCESS ANNE COUNTY:
The undersigned Committee appointed by the Board of
Supervisors of Princess Anne County to ma_We a preliminary study of
proposed plans for sewage disposal which will arise from the con-
tinued expansion of the Building Program in Princess Anne County,
respectfully reports that it has made a study of the provisions
of the law and the problem' at hand.
It is apparent to the Comm~ttee that in the fast growing
areas of the County some means, other than septic tanks, is necessary
for the disposal of sewage. We feel that the problem is of grmat im-
portance to home owners, developers, and to the County. We must select
a plan or plans which will be suitable to all areas. There is immediate
need in parts of Lynnhaven and Kempsville Districts, where there exists
the great expansion in home building. To assist us in trying to reach
a solution, we have obtained advice from some persons fsmiliar with
the collections, treatment and disposal of sewage.
We believe that it will be necessary to first determine
whether a sewage collection and treatment system should be established
and operated by (1) the County Board of Supervisors, or (2) a sanitation
authority, or (3) more than one sanitation authority in the County, or
(4) by the developers of the va'rious housing projects. Each of these
methods have merit, advantages, and disadvantages. We believe that be-
fore any decision can be made as to which plan or method should be followed,
a determination should be mede of the types of operations in other localities
similarly situated. To attempt a solution of the problem with the
information available to the Cca~ittee, or to the Board of Supervisors,
might prove very unsatisfactory. The method which might be adopted
for use today probably would be inadequate tomorrow. It is therefore
apparent that before any determination can be made or action taken,
any Committee or Board studying the problem should have the advice and
recommendations of persons experienced and qualified in this field.
Your Board should make available to the Committee studying the problem,
the services of a competent engineer who would make a survey of the
Lynnhaven and Kempsville areas immediately preparing for development,
and where development is contemplated in the immediate near future.
Such engineer should advise the type and kind of sewage collection and
treatment best adapted to the locality. Your Board will be particularly
interested in the future operation of the treatment plants, and what
to
means and regulations are necessary/be taken to assure future operation,
as well as the prospective cost and by whom to be paid.
With the desire to render the services requested, this Committee
feels that without the proper information, any recommendations which it
might make would be of little value.

signifying the intention of the Board of
Supervisors of Princess Anne County, Virginia, to create an Authority under
the Virginia Water and Sewer Autho=ities Act (Code of Virginia, 1950,~Sections
15-764. I to 15-764.32, inclusive) for the purpose of acquiring, constructing,
improvinl~, extending, operating, and maintaining a water system or systems,
a sewer and sewage disposal system or systems, and a garbage and refuse col-
lection and disposal system, and for the purpose o£ exercisi, lag the powers con-
ferred by said act,
· , THE BOARD OF SUPERVISORS OF PRINCESS ANNE
COUNTY HEREBY ORDAINS:
SECTION 1. That it is the intention of the Board of Sup-
ervisors o£ Princess Anne County, Virginia, to create an Authority under the
Virginia Water and Sewer Authorities Act (Code o£ Virginia, 1950, Chapter
22, 1, Sections 15-764.1 to 15-764.32, inclusive) to be known as "Princess
Anne County Water and Sanitation Authority", £or the purpose of acquiring, con-
structing, improving, extending, operating, and maintaining a water system
or systems, water distribution system or systems, a sewer system or systems,
a sewage disposal system or systems, or a garbage and refuse collection and
disposal system or any combination of such systems within or partly within
and partly without one or more political subdivision or subdivisions of the
County of Princess Anne, with full powers as provided in Section 15-764. l~-
of the Code of Virginia, 1950.
SECTION 2. ~e initial purposes of the Authority shall
be to accept such systems the cost of construction of which shall be w~11y or
partially borne by any developer acceptable to the Authority and conveyed to the
Authority by such developer. The initial projects to be undertaken by the Au-
thority are: ~ :~,

Further projects may be undertaken by the Authority by
subsequent ordinance or resolution of the Board of Supervisors, after public
hearing, and with or without a referendum.
SECTION 3. That the Articles of Incorporation of the
Princess Anne County Water and Sanitation Authority, in substantially the form
set forth in SeCtion 6 of this Ordinance, shall be executed on behalf of the County
of Princess Anne by the Board of Supervisors of said County and the seal of said
County shall be affixed thereto and attested by the Count~ Clerk. The Chairman
of the Board of Supervisors and the County Clerk are hereby authorized, em-
powered and directed to do all things necessary and appropriate to create said
Authority under the provisions of the Virginia Water and Sewer Authorities Act.
SECTION 4. That a public hearing, as required by Section
15-764. 5 of the Code of Virginia, 1950, shall be held in the County of Princess
Anne, Virginia, in the Board of Supervisors Room at Princess Anne Court House,

made to this ordinance of intention to create said Princess Anne County Water
and Sanitation Authority.
SECTION 5. That the County Clerk shall be and is here-
by directed to cause a copy of this Ordinance to be.published as required by sa-
id Section 15-764, 5 of the Code o£ Virginia, 1950, once, at least ten days prior
to such public hearing, in the VIRGINIA BEACH SUN NEWS ( a newspaper of
general circulation in the County of Princess Anne), together with a notice de-
scribing such Ordinance in substantially the following form:
"NOTICE IS HEREBY GIVEN, that pursuant to
the provisions of the Virginia Water and Sewer Authorities Act (Code of Vir-
ginia, 1950, Sections 15-764.32, inclusive), a public hearing will be held on

In the event substantial opposition by prospective users
of the proposed facilities of said Authority is presented at said hearing the
Board may, in its discretion, call for a referendum on the question of under-
taking the projects named in such Ordinance, or, in the event 10 per centum
of the qualified voters of the County of Princess Anne, Virginia, file a petition
with the Board at the hearing calling for a referendum, the Board will order
such a referendum,
Onthe
Board will cause to be filed with the State Corporatio~l Commission a copy of
the Ordinance including Articles of Incorporation of the Princess Anne County
Water and Sanitation Authority, together with proof of this notice.
Immediately following such hearing or any adjournment
thereof the Board will furnish said Commission with a record of the proceed-
ings at such hearing and, unless a referendum is duly requested or initiated,
the Board will formally request said Commission to act upon the matter of the
issuance of a Certificate of Incorporation of the Authority.

SECTION 6. ARTICLES OF INCORPORATION OF PRIN-
CF, SS ~%NNE COUNTY WATER AND SANITATION AUTHORITY.
Pursuant to the provisions of the Virginia Water and
Sewer Authorities Act (Code of Virginia, 1950, Chapter 2Z. 1, Sections 15-764. 1
to 15-764. 32, inclusive), the Board of Supervisors hereby signifies its intent
to create an Authority.
(a) The name of the Authority shall be "Princess Anne
County Water and Sanitation Authority" and the address of its principal office
shall be Princess Anne, Virginia.
(b) The name of the incorporating political subdivision
is County of Princess Anne, Virginia, The names, addresses and terms of
office of the first members of the Board of said Authority are:

(c) The powers of the Authority created hereunder sha!l
be exercised by five members, or not less than one member from each parti-
cipating political subdivision. No member shall be appointed for a term of more
than four years. Should one or more additional political subdivisions join this
Authority, each of such joining political subdivisions khall have one member
on the Board. The first of such members shall be appointed immediately up-
on the admission of the political subdivision into the Authority for a full term
of years equal to that fixed for the other members of the Board. No member
of the Board shall be appointed for a term longer than four years. The mem-
bers of the Authority shall elect one of their number Chairman of the Autho-
rity and shall elect a Secretary and a Treasurer who need not be members of
the Authority. The offices of the Secretary and Treasurer may be combined.
A majority of members of the Authority shall constitue a quorum and the vote
of a majority of members shall be necessary for any action taken by the Autho-
rity. No vacancy in the membership of the Authority shall impair the right
of a quorum to exercise all the rights and perform all the duties of the Autho-
rity. The l~rincess Anne County Board of Supervisors may by ordinance or
resolution provide for the payment of compensation to the members of the Autho-
rity and for the reimbursement to each member of the Authority of the amount
of his actual expenses necessarily incurred in the performance of his duties.
(d} (1) The purposes for which the Authority is created
are to acquire, construct, improve, extend, operate, and maintain a water
system or systems, a distribution system or systems, a sewer system or sy-
stems, a sewage disposal system or systems, or a garbage and refuse collec-
tion and disposal system or any combination of such systems within or partly
within and partly without one or more political subdivision or subdivisions of
the County of l~rincess Anne.

capital costs and initial rates lor services for the proposed initial facilities of
the Authority, as certified by responsible engineers:

It is anticipated from certification by responsible eU~i-
neers that the initial rates for the services of the proposed sewage facilities
will be approximately Three Dollars and Fifty Cents per month for each unit
serviced.
INITIAL RATES TO USERS IN PRINCESS ANNE COUNTY FOR SERVICES OF
THE PROPOSED WATER FACILITIES
It is anticipated that the initial rates for the services of
the proposed water facilities will be approximately 100% of the water rates now
in effect by the City of Norfolk to users in Princess Anne County.

The Drott Skid-Shovel is a materials han-
dling machine for mounting on the '6, '9,
'14, '18 models of International crawler
tractors.
With their many attachments Drott Skid-
Shovels are engaged throughout the
world handling, transporting and loading
dirt, rock, grain, coal ore, snow, pulp-
wood, poles, posts, mine props, logs, lum-
ber, slabs, edgings, ties, pipe, tile, barrels,
stumps, brush, etc.
The Drott Skid-Shovel is equipped with
many outstanding features described in
this booklet. It can do a wider variety of
jobs faster, cheaper, and in many eases
cleaner, with less wear and tear on man
and machine.
Balance, visibility and operator comfort
are immediately noticed upon first sight
of the machine. No piping, cross-bracing,
or structural parts project above the orig-
inal profile of the tractor. This insures
360© visibility unequaled by any other
loader. All heavy mounting brackets plus
the hydraulic oil tank and valves are
mounted well to the rear of the tractor
to insure greater stability and balance.

position of the original tractor design.
Tractor control levers are unchanged and
in their original position. The loader con-
trol levers are in a natural easy-to-reach
work-position. The following pages of
this booklet deal with work-producing
features that provide a bigger pay load
with less down time on a wider variety
of jobs.
Patented pry-over-shoe break-out produces a
digging or pry-out force ranging from 8,500
lbs. on the 6K3 to 2?,200 lbs. on the 18K3
compared to a normal 3,000-9,000 lifting
capacity. This tremendous digging force is
actually easier on the tractor than the lower
lift out capacities, because use of the simple
lever principle is employed, transmitting the
force into the ground, rather than putting it
on the tractor. A simple illustration is in the
removal of a rock imbedded in the ground.
This tremendous power is accomplished by a
reverse cylinder action. Greater power is
gained for pry-out by the hydraulic pressure
pushing on the face of the piston with the
greater area. At the same time greater speed
for dumping is provided because less oil is
needed to move the piston in the opposite
direction because of the volume displaced by
the piston shaft as shown in diagram.
The bucket is from 26 to 38 inches closer to
the tractor in "B" than in "A." ADrott Skid-
Shovel can handle a bigger pay load because
of its patented pry-over shoe action along
with bucket roll-back and ground level trans-
portation of the load on the loader shoes.
"Carry Strain" on tractor is eliminated. Vis-
ibility and balance is increased by sh°e trans-
portation at ground level close to tractor.
The maximum degree of tip-back is obtained
at ground level and remains the same at any
height and prevents spilling forward or back-
ward on tractor and operator.

An extra heavy duty double bottom bucket
of truss-like construction has been developed
by Drott to stand up under the powerful pry-
out action. Resists bending, common to other
buckets.
Maximum protection without interfering with
service or cleaning is provided by heavy duty
radiator and pump guard. The pump can be
serviced or replaced without removing the
entire guard. Dirt is easily removed from the
radiator. Replaceable guide plates for the
loader pushbeams reduce rear bearing and
pin wear to a minimum and keep the entire
mounting tight.
A magnetized oil gauge stick in the hydraulic
oil tank collects such metal particles that are
too minute to be filtered by the screen. These
are removed by wiping each time the oil
level is checked.
Valve enclosure for cleanliness and protec-
tion.
The Drott closed hydraulic system was origi-
nated many years ago. This feature is in-
corporated in all Skid-Shovels.

For maximum protection while servicing, a
simple easy to use safety bar is supplied. This
is kept in the loader tool box ready for im-
mediate use.
For greater support and less bearing and pin
wear, all pins are firmly supported on both
ends by yoke-type construction. The push-
frame is a welded box section with inner re-
inforcing at points of strain. All hinge points
are fitted with hardened steel pins and bush-
ings which are replaceable.
The close fitting counterweight is supplied
in order to maintain a proper balance point
on the tractor when the bucket is loaded to
capacity. If the tractor is to be equipped with
rear mounted scarifier, winch, or power con-
trol unit, the counterweight need not be
purchased.
Three valves are standard equipment on all
models. Only two are used in the bucket
operation, but the third is used for operating
the top grab arm when the loader is equipped
with our materials handling rack attachment.
It can also be used for operating a rear scari-
tier, hydraulic scraper, etc.
The operator can control the bucket cutting
angle to within a fraction of an inch by using
the indicator mounted on the left bucket con-
trol cylinder. It also aids him in bulldozing
with the bucket in the fiat position as recom-
mended.
For safe, convenient storage of the operator's
tools, service equipment, and safety bar, a
large tool box with hasp is incorporated into
the left hand carrying frame.
The Hydro-Spring is another Drott Exclusive.
Its function is to absorb the terrific hydraulic
shocks normally encountered in front end
loaders. This is done by incorporating the
Hydro-Spring into the part of the hydraulic
system that supplies oil to the lifting side of
the main lift cylinders.
The Hydro-Spring itself is a hydraulic cylin-
der enclosed in a coil spring. Any shock force
opposing the force of the hydraulic system
tends to displace oil from the lift cylinders.
The forcibly displaced oil is channelled into
the Hydro-Spring cylinder, thereby extending
the cylinder and compressing the coil spring.
This action absorbs and cushions the shock.
When the shock has been dispelled, the re-
leased spring returns the cylinder to its nor-
mai position. The measured effect of the
Hydro-Spring indicates more than a two-
thirds reduction of these shocks and adds
much life to the hydraulic system, the loader,
the tractor and yes- even the operator.

BULLCLAM SHOVEL
The new patented and exclusive "Four-ln-One" attachment enables you to do a variety of jobs that previously ne-
cessitated four separate attachments. It is designed for easy interchange with the bucket on the Drott Skid-Shovel.
A slight movement of the bucket control lever will give you an attachment that can do anything from loading and
finished grading to unmatched performance in Sanitary Fill operations. Just point the indicator rod to any one
of the four positions, and the attachment is ready to perform with the greatest degree of efficiency- as a Bull-
clam Shovel m as a Skid-Shovel- as a Bulldozer and as a Clamshell. It's as simple as that.
Before moving or fillinc~ bucket set shoe gauge on
pushbeam so that shoe is on or c ose to ground. Set
depth indicator on bucket control cylinder for a cut
of i. 2, 4 or & inches, according to terrain and soil
conditions.
Travel forward when the gauges have been prop*

raised SLIGHTLY for greater traction while filling

When material boils to top of spill plate, roll bucket
back ali the way with a positive motion. Lift shoes

ground, thereby "feather ng out" the hump in front of
the tractor.
The Drott straight forward loading method omits twisting and turning and
saves time, the equipment and the operator. Instead of cutting a hill down by
loading it out from the side as conventional loaders and shovels must do, the

carry load above chafing plates while turning or

A radius control Bulldozer Blade is easily interchangeable with the
bucket by the removal of only four pins. Heavy digging or fine
grading can be done by controlling the depth of cut by "rolling"
the blade forward or back over the loader shoes. This roll or pitch
of the blade is accomplished through use of the bucket control
lever, and provides the operator with an easy to use bulldozer and
not with just a back-filler blade.

Many years of experience have produced a rack
that is rugged and properly curved to handle
either a single large diameter log or a number of
smaller logs and pulpwood. This attachment can
be supplied with either two or more prongs with
outside prong spacing from 28 to 75 inches de-
pending on size of machine and length and type
of material to be handled. All racks are equipped
with Drott's patented top grab arm and pry-
over-shoe, that aids greatly in obtaining a bigger
load, holds it securely in transportation, and
helps to spot the load on the truck, car, or pile.

In the yard of a sawmill there is a great need for a machine that
can handle all material to supply the mill as well as take the fin-
ished product and waste away from the mill. It is necessary to have
a rack with a fiat, square bed for ties and lumber, but for a full load
of logs the rack must be curved. The combination rack was de-
signed with a square bed for lumber, but with curved conversion
arms that are swung down to allow the logs to roll into the rack.
The top grab arm also has a simple means of converting from one
use to another. The total conversion time is less than one minute.

The Skid-Shovel can quickly be converted into a land
clearing tool by installing the Drott Grubber Blade
on the same basis loader set-up. The same four point
hook-up of all Skid-Shovel attachments is used. Not
only the power of the tractor on the long curved
teeth is utilized, but a lever, or a pry-action, which is
even greater than the drawbar pull of the machine,
lifts the large boulders and stubborn stumps from
the ground. The blade tips back far enough so that
stumps and stones can be transported, piled or loaded
into trucks. The teeth are of manganese-molybdenum
steel, each one designed to withstand four times the
drawbar pull of the tractor. The teeth are individ-
ually mounted and adjustable for spacing.

The mounting of the Scarifier attachment is a simple installation.
The third or extra valve (which is standard equipment on all Drott
Skid-Shovels) is made use of in this mounting. As you will note
from the specifications, the Scarifier has a very high lift and a
deep penetration. Tooth spacing is adjustable and the teeth also
have replaceable tips. The weight of the Scarifier compensates
for the weight of the counterweight.

The Bullangledozer Blade is easily inter-
changed with the bucket by the removal of
four pins. Depth of cut in straight dozing
position is regulated by Drott's exclusive ra-
dius control. That is, heavy digging or fine
grading can be done by rolling the blade back
or forth over the loader shoes. Angling of
The blade can be tilted to the right or left while angled in
either position. Only Drott's design offers this exclusive feature.

man. When angled, a tilting feature is pos-
sible by merely working the bucket control
lever. Either side may be tilted because of
Drott's exclusive roll back action at ground
level. This important feature makes an easy

Slusser-McLean Farm T erracer
The Slusser-McLean Terracer is designed for use with farm type tractors. It is
equipped with a standard grader moldboard and cutting edge. The "1" beam
tongue comes directly to the center of the moldboard. The pull is equally dis-
tributed between this point and each end of the half-circle channel. This prevents
bending or twisting the blade and affords a direct pull from tractor to cutting edge.
The moldboard is held in any desired position by a positive lock mechanism
mounted on the tongue. Various angles of cut are accomplidmd by engaging the
lock pin in different holes in the channel haft-circle. The depth of cut is controlled
with levers in convenient reach from the operator's platform.
While designed primarily for terracing this is a valuable tool for ditching,
leveling, constructing lanes, making stock ponds and cleaning barn and feed lots.
On the road it can be used for cleaning ditches, trimming shoulders, leveling
gravel, removing snow and other maintenance work.

NOW, /HEREFORE, BE IT RESOLVED, that the City of Norfolk b~
and it is hereby requested to make a connection of the proposed water
mains with the present main of said City at the said designated site~
and upon the completion of the installation of the proposed mains, to
supply water to consumers residLng thereon, it being expressly under..
stood and agreed that the supplying of said water by the said City
shall be upon and subject to the following terms and conditions:
1. That the said water mains and hydrants shall be install-
ed in accordance with the specifications of the said City of Norfolk
and to the satisfaction of the Director of Public Works of the said
City.
2. That the water so supplied through said mains to consumer%
shall be at the same rate now or hereafter charged by the City of
Norfolk to consumers beyond the limits of said City similarly situat-
ed.
3. That all ordinances of the City of Norfolk and all rules
and regulations of the Division of Water Supply of the said City, r.~t~,
or hereafter adopted and put into effect, relating to the furnishinf
of water, shall apply to the supplying of water through the said
proposed mains.
4. That the said City of Norfolk shall be under no obligation
to furnish more water than its distribution system as now laid, witl~
the pressure carried, will deliver into said mains, and if the said
supplying of water shall not be in accordance with the standard
~ervice the said City of Norfolk shall not be held responsible in any
way.
5. Ihat in supplying water to consumers along the said pro-
posed mains the City of Norfolk will supply the same only from its
surplus supply and that in no event shall there be any obligation on
the part of the said City to supply water to any consumers along the
proposed mains at any time when, in the judgment of the Council of
the said City of Norfolk, the said City shall not have suf£icient
supply for use within its corporate limits, or ~%enever the supplying
of said water shall interfere with the discharge of the duty of said
City to supply water to its own inhabitants.
6. The title to said water mains and fire hydrants shall
from and after its installation be and remain the property of the City
of Norfolk as part of its water works system provided, however, that
~..r'. the event the City of Norfolk shall at any time permanently dis-
continue supplying water through said mains then title to said mains
and fire hydrants shall revert to the County.
7. That for every fire hydrant installed, at the request of
Princess Anne County, a rental payment of One Hundred ($100) Dollars
a year for each hydrant shall be paid to the City of Norfolk.

the following resolution was adopted:
~HEREAS it is proposed by ~ith-Douglas$ Company, Incorporated, to
install a 10-inch water main along Broad Creek Road from the existing main on the
eastern side of Broad Creek eastwardly along Virginia Beach Boulevard approxi-
mately 500 feet to serve the ~ith-Douglass ~eneral Office Building nme under
cons truction.
NO~, THEREFORE, BE IT RESOLVED that the City of Norfolk be, and it
is hereby requested to make a connection of the proposed water mains with the
present water mains of said City at or near said designated site, upon the comple-
tion of the installation of the proposed mains, to supply water to consumers resid-
ing thereon, it being expressly understood and agreed that the supplying of said
water by the said City shall be upon and subject to the following ter~s and condi-
tions:

W~-~AS, it is proposed to install, a sewer system from the eastern corpor-
ate boundary of the City of Norfolk, eastwardly along Broad Creek Road to the
property of Smith-Douglass Company, Incorporated, and on said property, located
in Princess Anne County, Virginia, as shown on the plat identified as

for the purpose of serving the office building of said corporation, and it is de-
sired to connect said sewer system with the sewer system of the City of Norfolk
at the eastern corporate boundary of the City of Norfolk in Broad Creek Road; and
WHE~FAS, the City of Norfolk is willing to permit said desired connectio~
to be made on the conditions hereinafter set forth; and
WI~REAS, it appears that a special assessment will be levied against said
office building, or the owners thereof, to an extent sufficient to warrant the
payment hereinafter set forth by the County to the City of Norfolk;
NOW, THE~IEFOBE, BE IT ~ESOLVED:
1. That the City of Norfolk is hereby requested to permit the sewer system
proposed to be installed from the eastern corporate boundary of the City, eastwardly
along Broad Creek Road to the property of Smith-Douglass Company, Incorporated, and
on said property, located in Princess Anne County, for the purpose of servin~ the
office building of Smith-Douglass Company, Incorporated, to be connected with the
sewer system o£ the City of Norfolk at the eastern corporate boundary of the City
of Norfolk in Broad Creek Road, such connection to be permitted by the City on the
following conditions:
(a) That portion of the sewer which extends along Broad Creek Road shall be
installed in accordance with plans and specifications approved by the Director of
Public Works of the City of Norfolk.
(b) Said sewer system in said subdivision shall be installed and maintained
and connected with the sewer system of the City of Norfolk at no cost or expense
to said City.

(c) All ordinances of the City of Norfolk now in effect or hereafter adopted
pertaining to sewers and sewage shall apply to said sewer system and to the handling
of sewage through the same.
(d) Princess Anne County, or someone for it, shall pay to the City of Nor-
folk the sum of ~75o00 per annum for said office building, occupied or not, which
is served directly or indirectly through the connection of said sewer system with
the sewer system of the City of Norfolk, said payments to be made on or before
cember 31st of each year for said office building, as aforesaid, assessed for taxa-
tion by the County on January 1st of such year, or during such year. In the event
that the annual rate of ~75o00 for said office building, as herein prescribed, is
increased by the Council of the City of Norfolk, then Princess Anae County, or some-
one for it, shall pay to the City of Norfolk such increased rate.
(e) If said office building shall be annexed by the City of Norfolk, the
annual charge herein provided for with respect to the units so annexed, shall, as
of the effective date of such annexation, cease and terminate.
2o That, in consideration of the City of Norfolk permitting such connection,
Princess Anne County hereby agrees that it, or someone for it, will comply with the
conditions hereinabove set forth.

approved plans for const~ction of the above project. We are also
attaching form of resolution which I would please thank you to
take up with the Board at their next meeting~ and request that it
be passed. This resolution not only guarantees the right of way~
but requests this Department to condemn any outstanding properties.
We are not attaching omnibus deed as this Department would
like to work with members of the Board in negotiating for this
right of way. However~ if this is not satisfactory please advise~
but we will expect to contact some member of the Board before
going ahead with the work Jn order to hear their views in the
matter.

and requests the Depax~_._w%_nt of Highways, to proceed with construction in ac-
cordance with these plans, and this Board hereby agrees to and does ~,arantee a
50 foot unrestricted right of way as indicated or noted on said plans, together
with the right and easement to use such additional areas as ma~ be required for
the proper e~cution and maintenance of the work as indicated on plans, it being
understood that incidental costs such as moving and resetting existing fences,
houses, structures, utilities, or other obstructions of such nature, are to be
paid frc~ Secondary Funds allocated or to be allocated to Princess Anne County.
It is further understood and agreed that in the event one or more property
o~ners refuse to e~ecute a deed covering land required from their properties for
right of way purposes, this Board hereby authorizes the Commonwealth of Virginia,
Department of Highways, to institute condemnation proceedings and agrees to pay
from funds allocated or to be allocated to Princess Anne County all costs in con-
nection therewith including awards of commissioners.
