doing business under the laws of the State of Virginia, party of the first part, hereinafter sometimes called the
"Owner"; and Virginia Electric and Power Company, a corporation duly organized and doing business under
the laws of the State of Virginia, party of the second part, hereinafter sometimes called the "Company":
WITNESSETH:
That in consideration of the sum of One Dollar ($1.00),- the receipt whereof is hereby acknowledged,
and for other good and valuable considerations, the Owner grants to the Company, its successors and
assigns, the right, privilege and easement of right of way, to construct, operate and maintain a pole line
for the transmission and distribution of electricity, including all telephone, telegraph and other wires, poles,
attachments, ground connections, equipment and accessories desirable in connection therewith, and including
the wires and attachments of any other company or person, over, upon and across the property of the Owner

The lands and property of the Owner over, upon and across which this easement of right of way is hereby
granted, and the course heretofore located and marked out for the construction, operation and maintenance of said
pole lines, are shown on the plan marked .......... ..~...~........1~....~.. ............................ , hereto attached and made a part
of this agreement, the location of the center line of said right of way being shown in broken lines on said plan.
It is agreed between the parties hereto that the poles, wires, attachments, equipment and accessories erected
hereunder shall be and remain the property of the Company; that no charge shall at any time be made for the
use of the property occupied by the Company, or for the privilege of constructing, maintaining and operating,
said poles and lines; that the Company, its agents and employees shall at all times have full and free ingress tO
and egress from and over the said property of the Owner, in order to construct and efficiently maintain said
lines and appurtenances, with the right to inspect, rebuild, repair, improve, re-locate along the route above
described, remove, make extensions or additions thereto, and make such changes, alterations and substitutions
in said lines, wires, poles, attachments, equipment and accessories, as the Company may from time to time
deem advisable, or expedient, including the right to increase or decrease the number of wires; with the fur+
ther right to trim, cut and keep clear all trees, limbs and undergrowth and other obstructions along said lines
or adjacent thereto that may in any way endanger or interfere with the proper and efficient operation of the
same; together with all the rights and privileges reasonably necessary or convenient for the full enjoyment
or use, for any of the aforesaid purposes, of the right of way hereby granted.
The Owner covenants that it has the right to convey the said easement; that the Company shall have
quiet and peaceable possession, use and enjoyment of the said easement, and that the Owner will execute
such further assurances of the said easement as may be requisite.

the UNITED STATES OF AMERICA (Department of the Navy), PERMITTOR, to the
COUNTY 'OF PRINCESS ANNE, VIRGINIA, a governmental subdivision of the Co.non-
wealth of Virginia, PERMITTEE.
WHEKEAS, the UNITED STATES OF AMERICA is the owner of certain
property in Princess Anne County, Virginia, situate on the east side of At-
lantic Avenue, between 67th and 68th Streets, north of the Town of Virginia
Beach, Virginia, identified as Parcel "C,. which said property is reader the
a~m~nistrative cognizance and control of the Department of the Arm~; and
~]~AS, the Department of the Army has, by revocable permit, dated
the 22nd day of April, 1952, permitted Joint use of the said property, by the
Department of the Navy with the Department of the Army, for a period of five
(5) years from such date; and
~EREAS, there is located upon the said parcel of land a steel
frame tower, identified as Tower "B"; and
WHEREAS, the PERMI~ desires to utilize the said Tower "B," lo-
cated on the aforesaid parcel of land, and a portion of the land area immedi-
ately adjacent thereto for the purpose of constructing thereon and operating
therefrom an air raid warning signaling device in connection with its civil
defense program; and
~, the use of the aforesaid property by the PERMITTEE for the
desired purpose has been approved by the Commanding General, U. S. Army
Transportation Training Conmmnd, Fort Eustis, Virginia, by letter dated
March 27, 1954, as will appear from photostatic copy of same attached hereto
as Exhibit "A"; and
WHEREAS, the installat~.~ ~.~ ..... ~.__
l~Ol~ THEREFORE
IN 00N3IDERATION of the premises, the PEPJ~TTOR, acting by and
through the Chief of the Bureau of Yards and Docks under direction of the
!Secretary of the Navy, does hereby grant unto the PEREITT~., subject to the
conditions and provisions hereinafter set forth, permission, revocable at
will by the Secretary of the Navy, ~ - to install,
maintain and operate an air raid warning signaling device, together with the
necessary compressor unit and other equipment pertaining thereto, in, on,
and upon the steel frame tower identified as. Tower "B,, on lands of the
GOVERNMENT identified as Parcel "C," located between 67th and 68th Streets,
on the east side of Atlantic Avenue, north of the Town of Virginia Beach, in
Princess Anne County, Virginia, together with the right of ingress to and
egress therefrom. The location of said Tower "B" within the aforesaid Parcel
"C,, being more particularly shown on print of sketch entitled, "Sketch of
Parcel ,Ct showing Towers 'A' and 'B' for Permit to Princess Anne County,
Virginia,,, dated May 28, 1954, attached hereto as Exhibit "B.,'
This permit is expressly subject to the following conditions and
provisions:
1. This permit may be revoked and terminated by the Secretary of
the Navyart.mt will.
2. Unless sooner revoked by the Secretary of the Nav~~~.
~ this permit shall run coterminously with the aforesaid
permit from the Departm~ent of the Army to the Department of the Navy, dated
~22 April 1952, and any renewal or extension thereof.
3. This permit shall not be assignable or transferable except upon
the written consent of the PERMITTOR, or by its d~ly authorized representa-
tive.
4. The ~TTEE is not to be considered as acquiring hereunder
i construction, maintenance, operation, or repair of said facility shall be
borne by the PERMITT~.. Upon termination of this permit, the PERMITTEE
shall, within a reasonable time thereafter, remove the said facility a~d re-
store the GO~T.S land as nearly as practicable to its original condi-
tion. Any expense incurred by the GOVERNMENT, after such termination, in
removing such property or in restoring said land shall be reimbursed to the
GOVERM/ENT by the Permittee.
6. The construction and installation of the PERMIT~.S air raid
warning signaling device and its related equipments shall be in accordance
with the plans and specifications as shown on photostatic copy of sketch
entitled, "Sketch showing method 'of attaching air raid warning siren to steel
tower located on Parcel "C," Tower "B," at Virginia Beach, Va., between 67th
and 68th Streets, as requested by the Director of Civil Defense, Princess
Anne County, Virginia,. attached hereto as Emhibit "C," and no change or al-
teration in the said plans or in the location of the said signaling device or
any of its equipments shall be made without first obtaining the written ap-
proval of the PERM~TTOR or its duly authorized local representative.
7. The GOV~ does not warrant in any way, either expressly or
impliedly, the condition of the aforesaid tower and does not assume any re-
sponsibility whatsoever for any defects in the said tower, either latent or
patent, and the GOVERNMENT does not assume any responsibility to the PERMIT-
TEE or others for the maintenance of said tower or for the furnishing of any
utility or other services to the PERMITTEE in connection with its. use of the
aforesaid premises.
8. The GOVERNMENT expressly reserves unto itself the right to use
the premises hereby permitted unto the PERMITTEE, including the aforesaid
tower, for any purpose and in any manner as will not create an unreasonable
interference with the use of the same by the PERMITTEE for the purpose
operation, and maintenance of the facility permitted hereunder as may, from
time to time, be prescribed by the District Public WOrks Officer, Fifth
Naval District, Norfolk, Virginia, who is hereby designated as the Local
Representative of the PERMITTOR.
10. Any property of the GOVERNMENT damaged or destroyed by the
PERMITTEE incident to the exercise of the privileges granted hereunder shall
be promptly repaired or replaced by the PEPJ4ITTEE to the satisfaction of the
PERMITTOR, or in lieu of such repair or replacement, the PERMITTEE shall, if
so required by the PERMITTOR, pay to the GOVERNMENT money in an amount suf-
ficient to compensate for the loss sustained by the GOVERNMENT by reason of
damages to or destruction of the GOVERNMENT,S property.
11. In the event that death or injury occurs to any person, or
loss, destruction or damage occurs to any property of the GOVERNMENT, in
connection with the construction, maintenance, operation or repair of the
facility authorized hereunder, occasioned in whole or in part by the acts or
Omissions of the PERMITTEE, its agents, employees, or servants, the PERMITTEE
agrees to indemnify and save harmless the GOFERHMENT from and against any
loss, expense, claims or demands to which the GOVERNMENT may be subjected as
a result of such death, loss, destruction or damage.
12. No Member of or Delegate to Congress or Resident 0ommissioner
shall be admitted to any share or part of this permit, or to any benefit to
arise therefrom. Nothing, however, herein contained shall be construed to
extend to any incorporated company, if the permit be for the general benefit
of such corporation or company.
13. The word "GOVERNMENT,, as used in this permit, shall be inter-
preted to mean the United States of America, the U. S. Department of the
Army, and/or the U. S. Department of the Navy.
14. The PERMITTEE warrants that it has not employed any person to
from the rental the amount of such commission, percentage, brokerage, or
contingent fees. This warranty shall not apply to commissions payable by
PERMITTEE upon contracts or permits secured or made through bona fide estab-
lished commercial or selling agencies omployed by the PERMITTEE for the pur-
pose of securing business.
IN WITNESS WHEREOF, this permit is executed on behalf of the
PE~ITTOR as of the day, month and year first hereinabove written.

Gentlemen:
I am the owner of Lot ~19 Baden Ave., Avalon Terrace,
Princess Anne County, and wish to call your attention to
the condition of the roads or streets in this section.
They are surfaced with crushed roc~ and are becoming very
rough due to numerous holes forming in the surface and this
condition rapidly becoming worse with increased traffic
due to building activities etc. It would be greatly appre-
ciated by all property owners in this section if you could
see fit to take over the repairs to these streets. In the
present condition, the cost of repairs should be less than
if allowed to get worse.
I have a home, in process of construction, on my lot and
hope to soon become a resident of this section and will
greatly appreciate any consideration you can give toward
the repair or improvement of the streets.

Dear Sir:
This letter is written to request that The Board of Supervisors
consider and act favorably upon the ap~lication of Mr. D. L. Bixler for
The State of Virginia to take over and maintain the system of roads in
Avalon Terrace, Extended.
The roads in Avalon Terrace, Extd. are now surfaced and stood up
well under their ever increasing traffic until recently. Numerous holes
are now appearing which will ra~idly ~et larger unless repairs are under-
taken soon. At the present time, the expense of returning these roads to
first class condition would be relatively small. However, if there is
any further delay, the entire section of road is likely to deteriorate
to such & condition that it will have to be entirely rebuilt.
Due to the many hoses complete and building in Avalon Terrace, Extd.,
traffic in this section has increased tremendously. Such traffic will
continue to increase as construction begins on each new home.
It would be very unfortunate if this read system is allowed to be
completely ruined for the lack of maintenance, so T urge you to carefully
con~ider the many so,mud arguments in f~vor of immediate State Maintenance.

Dear Sir:
The recent decision of the United States Supreme
Court, declaring unconstitutional segregation in the public
school system of the country, will, under our present State
Law, create an intolerable situation in Virginia.
It is the considered opinion of those familiar with
this problem that it will be to the best interests of both
races that some solution be found for the reason that with
existing sentiment, it will be impossible to finance and main-
tain effective public education in large areas under the pres-
ent law in Virginia.
~e Governor, s School Study Commission is charged
with the responsibility of determining what course Virginia
should follow in light of the Supreme Court, s decision, and
it is thought that it would be most beneficial if the Board
of Supervisors, of as many counties as will do so, pass a
resolution opposing the mixing of the races in the schools
and suggesting that the Commission recommend changes in the
haw permitting the several political sub-divisions an option
of several plans from which to choose that plan most practical
to that locality.
In view of the above, I am enclosing a suggested
fprm of resolution and would appreciate it very much if you
will use your influence to have your Board of Supervisors pass
this or a similar resolution on this vital question, and mail
a copy to the Governor,s School Commission, Richmond, Virginia.
It is important that this matter be attended to imme-
diately as the Governor. s School Commission is scheduled to be-
gin hearings on November 15th, 1954.

Gentlemen:
It is requested that you recommend to the Virginia Department
of Highways for inclusion in Princess Anne County Secondary Road System the
street known as "BREEZY ROAD" as shown on a plat of Ly~ubaven Colony
Corporation made May 5th, 1953 by Alonzo L. Cherry, Certified Land Surveyor,
which is a thirty (30) foot road leading westerly from the Great Neck Road
(State Highway No. 615) eighteen hundred and thirty (1830) feet, more or
less, to a turning circle, the road extending out on a peninsula. A five
(5) foot perpetual easement on each side of said road is reserved for widen-
ing of the highway or street.
Most of the area is sand on which clay and rock have been
placed, and tar and gravel placed there over. T~e road is in very good
condition and the undersigned believes that it will serve the public for a
great many years to come without the necessity of any repairs.
The said road is shown on a plat of Lynnhaven Colony Corporation
hereto attached. We therefore request that you recommend the aforementioned
road to the State Highway Department for inclusion in the Princess Anne
County Secondary Road System.

Anne County, ~.djacent to Norfolk County, and served by the Fentress
Fire Department and ambulance, are greatly conceE~ed ever the action
of the Board of Supervisors in discontinuing the monthly payment to
the Fentress Department.
We feel that the Creeds Department is not properly situated to
render proper service to us, and request that the Board rescind it's
action.

Gentlemen:
W~r a considerable length of time a number of residents and property
owners have brought before the Oceana Civic League the idea of getting sidewalks
constructed alemg the highway thru Oceana and Oceana Village. This would not only
be an improvement of appearance and convenience, but would be a tremendous
improvement in safety conditions. It ~s very unsafe now, not only for children,
but for adults as well to try to walk along the highway to the stores near the
main business section.
Unofficial conversation with Highway officials indicate this would be an
appropiate time to request such action.
The Oceana Civic League feels that the attached petitions represent the
wishes of the majority of residents and property owners in Oceana and Oceana
Village, and we request that you indicate your approval of this matter and refer
it to the Highway Dept. for action.

20, 1954, for the purchase of $1,300,000.00 School Bonds
of Princess Anne County, Virginia, dated January 1, 1954,
and maturing serially, without option of prior redemption
by the County, $26,000.00 bonds on January let in each of
the years 1955 to 1958 inclusive, $52,000o00 bonds on
January let tn each of the years 1959 to 1981 inclusive.
The bonds are to be coupon bonds regiaterable as to principal
only, in the denomination of $1,000 each and interest will
be payable semi-annually January I and July l, Both princi-
pal and interest will be payable at the Bank of Virginia
Beach, Virginia Beach, Virginia, or at The Bank of New York,
in the Borough of Manhattan, City and State of New York.
Bidders are invited to name the rate or rates of
interest which the bonds are to bear expressed in a multiple
or multiples of one-tenth of one per centum per annum. Not
more than three rates of interest may be named, and no :rate
named may exceed four per centum per annum. Each rate named
must be for consecutive maturities and cannot be repeated,
and the same rate shall be named for all bonds maturing in

maturities and cannot be repeated, and the same rate shall

Comparison for proposals will be made by ascertain-
ing the amount of interest payable by North Virginia Beach
Sanitary District throughout the life of the issue at the
proposed rate or rates and deducting therefrom the amount
of premium bid, thus determining the lowest net interest cost.
Proposals to be addressed to John V, Fentress,
Clerk, Board of County Supervisors of Princess Anne County,
Princess Anne,~ Virginia, and enclosed in a sealed envelope,
marked on the outside "Proposal for Bonds', and shall be
accompanied by a certified or cashier's check upon an incorpo-
rated bank or trust company, payable unconditionally to the
order of the Treasurer of Princess Anne County in the sum of
$1100.00. No interest will be paid on such good faith check.
Financial statements may be had upon request from
D. J. Vaughan, Treasurer of Princess Anne County, Princess
Anne, Virginia, or P. W. Ack[ss, Attorney at Law, Post Office
Box 217, Virginia Beach, Virginia.
The approving opinion of Messrs. Wood, King and
Dawson, will be furnished the purchaser without cost, and
will recite that the bonds constitute "valid and legally
binding obligations of North Virginia Beach Sanitary District
of Princess Anne County, Virginia, and the Board of Supervisors
of Princess Anne County, Virginia, is obligated to set aside
the net revenue derived from the operation of the water system
of said District to pay the interest of said-bonds and to

legal, valid and binding obligation of the North Virginia
Beach Sanitary District of Princess Anne County, Virginia,

all other outstanding indebtedness of said North Virginia
Beach Sanitary District is not in excess of any constitutional
limitation of indebtedness or taxationS that provision has

pools will provide an ~deal breeding p!ac.c for mosquitos, Inas-
much ss it appears to me that the paved portion of the road
underlies about 95% of these pools, it is requested that your
engineers inspect these conditions to determine whether or not
anything can be done about the problem.

the Clerk's Office on March 22nd, 1954, and a reia[ation was adopted

sale of bonds in the amount of $55,000.00, on Apxil 26th, 1954, and

mentioned plat as Maybell Godfrey.

fee simple of all the property that lies on the west side of the
said 20 foot road.
The petitioners allege that the i~terest of no parties
concerned will be injured or damaged by the closing of the road
and that their interest will be promoted thereby; .petitioners
allege that the said road has not been improved and has not been
opened and is not now used as a road, and that by the closing
of the road your petitioners will be enabled to utilize the land
more effectively; that t~e petitioners did on the f~day of
, ~1954, post aY the front door of the courthouse in this
county and at tl~ree other public olaces in this county, in the
neighborhood of setd property, for more than twenty days before
the presentation of their petitio~, notices of the proceedings
as required by the statutes of Virginia.
THEREUPON, the said petitioners move this Board of ~per~
visors to appoint viewers to view the said road and adjoining
propertiee and report to this Board in writing, o~ or before
the next regular meeting, whether, in their opinion, any in-
convenience would result from a discontinuance, closing and vaca-
tion of said road, and whether the closing of said road would be
for the beet interest of the area involved and the public, and
if the said viewers report that no inconvenience will result
and that it will be for the best interest of the public, the
petitioners desire that this BOard enter an order directing and
discontinuing and closing and vacating said road and ~oadwaye as
more particularly set forth in the petition originally filed
in this cause.
THEREUPON, upon motion duly made and seconded and upon
are hereby appointed as viewers to enter upon and view the afore-
mentioned road and properties and to report to this Board at its
next regular meeting, whether, in their opinion, any inconvenienc
would result from a discontinuance and closing and vactaing of
said raod.
