Mayor Meyera E. Oberndorf called to order the PUBLIC HEARING for the RESOURCE
MANAGEMENTPLAN FISCAL YEAR 2002-2003 OPERATING BUDGETAND FISCAL YEAR 2002-
2003 THRU 2007-2008 CAPITAL IMPROVEMENT PLAN at Cox High School, on Thursday, April 18,
2002, at 6.'04 P.M.

Mayor Oberndorf DECLARED A PUBLIC HEARING:
RESOURCE MANAGEMENT PLAN
FISCAL YEAR 2002-2003 OPERATING BUDGET
AND FISCAL YEAR 2002-2003 THRU 2007-2008 CAPITAL IMPROVEMENT PLAN
The following citizens were registered and shared their concerns:
Rose Mullis, 1736 Rally Drive 23454, Phone: 496-3383, Teacher, re raises to be effective September vs
January and concerns relative health care
Jeff Cobb, 445 Kings Grant Road 23452, Phone: 486-0202, President - Virginia Beach Education
Association, opposed to the Revenue Sharing Formula as a way to fund needs, requested increase in health
care premiums
Roger Maphis, 2208 Oak Street 23451, Phone: 412-2027, spoke in opposition to rapid increase in
assessments
Bill Miller, 1900 Channel Pointe Lane 23454, Phone:481-0281, spoke relative Lesner Bridge 4 vs 6 lanes
and the design
Wendy Vaughn 2081 Tazewell Road 23455, Phone: 363-9141, President - Ocean Park Civic League,
opposes proposed expenditure to relocate Engine Company One.
Titn Solanic, 3612 DuPont Circle 23455, Phone:464-6922, represented the Ocean Park Civic League, and
advised concerns re the relocation of the Engine Company One are posted on the Website OPCL. org
Mary Puryear Butler, 3300 Don Caster Road 23452, Phone: 340-3300, complimented the budget; however
had some concerns, fund not balanced in terms of economic development and tourism
Barbara Messner, 1413 Kara Court 23454, Phone: 422-1902, represented Friends of 31st Street Park,
spoke in opposition to the 31st street project.
Brian Kirwin, 304 Crippled Creek Road 2 34 5 2, Phone: 461-0177, increase funding to economic development
to create jobs
Marvin Nennis 3556 Shore Drive 23455, Phone.'363-1704, opposed to expanding Lesner Bridge to 6 lanes,
favored repair.
Michael Nixon, 4221-125 Pleasant Valley #138 23464, Phone: 472-2153, Friends of 31s Street Park,
spoke in opposition to the 3?' Street project.
Roy Garrigues 1104 Alanwood Avenue 23454, Phone: 496-6662, expressed appreciation to Council
Lady Parker, spoke in opposition to salary of City Manager
Reid Greenmun, 2621 Sandpiper Road23456, Phone: 426-5589, increase funding to economic development,
addressed short fall for para transit riders, and upgrading of software
Todd Solomon 2260 First Landing Lane 23451, Phone: 496-5733, represented the Shore Drive Community
Coalition, re CIP 2-168 - replacement of Lesner Bridge,
dohnMoss, 4109RichardsonRoad 23455, Phone: 836-1191, recognizedCouncil Lady Parker's sixteen (16)
years of service to the public. Chairman - Tax Payers Alliance, requested fiscal restraint.
Wilmer H. Aygarn ,3515 Pleasant Avenue #6 23518, Phone: 419-1011, farmer in Back Bay, opposed to
increase in real estate taxes
Henry Ryto, 864 Old Virginia Beach Boulevard 23451, Phone: 428-2 763, re increasing budget of Economic
Development Department and higher paying jobs.
Millie Jones, 1035 S. Bay Shore Drive 23451, opposition to increased real estate assessments and boating
tax.
Bill Bailey, 4841 Rosecrofi Street 23464, Phone: 288-5761, represented the Virginia Beach Professional
Firefighters, Member - Virginia Beach Coalition of Public Employees. Requested move pay increase
from 3.5% to 4.5% and concern relative health insurance.
Daryl Anderson, Jeanne Street 23462, Phone: 499-1952, resident for 34 years, addressed the
Comprehensive Financial Annual report (CAFR), expense of Town Center parking garage
Mona Saferstein, Virginia Dare Drive 23451, Phone:422-0401, re inequitable taxation (tax base:82%
residential and 17 1/2% commercial).
Elizabeth Ahadad, 205 34th (Mayflower) 23451, Phone 422-8277, spoke relative public transportation for
residents, not just tourists.
Nancy Burroughs, 1009 Chinquapin Lane #202 23451, Phone: 491-8298, supported Friends of 31*t Street
Park, and spoke in opposition to the 3 ff Street project.
There being no further speakers, Mayor Oberndorf CLOSED THE PUBLIC HEARING.
