RECOMMENDATIONS
Energettc tnformatton/outreach efforts should be conducted tn order to
m form potenttally ehgtble semor ctttzens and dtsabled ctttzens regardmg
the changes tn ehgtbthty for the real estate tax exemptton, deferral and
freeze programs
Extend the certtficatton requtrement forflex suttes from the current one
year to two years
Ehmtnate the requtrement that adult care facthttes tn stngle famtly homes
that serve 3 or less people need a Condtttonal Use Permtt (State Ltcenses
are not requtred untd the total number of mdtvtduals ts 4 or more) Three
or fewer sentors does not generate any land use concerns
*Recommendattons 2 and 3 requtre Amendments to the Ctty Zontng Ordmance Deputy Ctty Attorney
Macah advtsed thts ts provided as a prtnctpal use wtth the exceptton of R25 and Agrtcultural
Mary DeGrouche, Soctal Servtces- Adult Protecttve Care, advtsed recommendatton 3 ts another method
to provtde a famdy hke atmosphere The majority of these sentor ctttzens dust requtre some supervtston
Councd Lady Henley advtsed usually tn the home envtronment, care ts provtded at a lesser cost per
month than the asststed hvtng tnstttuttonal facthttes are chargtng
Re Ftre Safety "Independent Ltvtng" facthttes are butlt on the basts that the occupants wdl be
"ambulatory" However, tn fact, many wdl "age tn place" and become less and less able to perform the
acttons necessary to escape tn the event of fire or other emergency The commtttee beheves thts ts a crtttcal
tssue that needs to be addressed tn multtple ways The sprtnkler system tn these wood frame structures ts
destgned to allow ttme to escape It ts not destgned to put the fire out
RECOMMEND,4 TIONS
Fire Safety
Requtre enhanced fire safety and suppresston tn the constructton of new
mdependent hvmg tn exchange for denstty bonuses or other CUP
mcenttve condtttons
For extsttng tndependent hvtngfacthttes The Ctty Manager should
dtrect the Safe Community team to meet wtth factltty owners and seek to
develop and have tmplemented voluntary enhancements to fire and
emergency safety
Counctl should tnclude tn tts Legtslattve Agenda for 2003 a request that
the State consider enhanced fire safety requtrements for multtfamtly
semor houstng
Bally Smtth, Ftre Marshall, advtsed independent hvmg facdtttes are budt tn a restdenttal mode (bastcally
wood frame) Hospttals and mstttuttonal are budt of fire reststtve or protecttve fire reststtve matertal It
ts tmposstble for thts "wood frame" structure to become an tnstttuttonal use The Ctty ts seeing these

use them tn Vtrgtnta Beach facdtttes

bonds
Mary DeGrouche advised Vtrgtnta Beach restdents, whose tncome ts below $855 per month and who reqmre
asststed hvtng care, quahfy for an "Auxiliary Grant" from the State These grants supplement the
mdtvtdual's mcome, and provide a maxtmum retmbursement of $833 per month to those asststed hvtng
facthttes wdhng to accept th~s type of payment Most asststed hvmg facdtttes have monthly rates
substanttally htgher than the Auxthary Grant rates and they have not parttctpated tn thts program
