COUNCIL for the 1993 - 1994 FISCAL YEAR OPERATING BUDGET in the Council Chamber, City
Hall Building, on Tuesday, May 4, 1993, at 7:00 P.M.

" HONORABLE MEMBERS OF CITY COUNCIL:
In accordance with the City Charter, Section 3.06, the City Code,
Section 2-21, and by the authority vested in me as Mayor of the City, I
hereby call a SPECIAL FORMAL SESSION of the VIRGINIA
BEACH CITY COUNCIL in the Council Chamber, City Hall Building,
on Tuesday, May 4, 1993, for the following purpose:
(a) Commencing at 7:00 P.M. to
conduct a Public Hearing of the
1993 -1994 FISCAL YEAR
OPERATING BUDGET.

Councilman Lanteigne referenced his correspondence of May 3, 1993, to the Mayor and Members of City
Council relative additional police personne~ Said correspondence is hereby made a part of the record.
Councilman Lanteigne advised it has been his long standing opinion that the City has not taken advantage
of its unique seasonal needs to more eff'iciently utilize police personnel.
The School Board has requested funding for ten (10) additional security assistants for elementary schools.
The school system needs are also seasonal and while that season is no longer than the tourist season,
there is very little overlap. This allows our City to hire one employee to provide both the seasonal needs
of the school system for nine (9) months of the year and the seasonal needs of the City during the summer
season.
Another opportunity could present itself if we choose to extend the weekend hours of operation for our
recreational centers. Additional police o~cers could 6e assigned to work the first of their shift during
the last four (4) hours the recreational center is open, i.e. 7:00 p.m. - 11:00 p.m. the last four (4) hours
of the officers' shift would be spent back on the street from I1: 00 P.M. - 3: 00 A.M., a high time for calls
for service. These opportunities, coupled with much talked about reorganization of the pvlice department
where more administrators would be reassigned to ~rst line street supervision, would provide the most
cost efficient and ef)`'ective use of our tax payers' limited public safety tax dollars.
