Curtis Payne turned the gavel over to Mr. John V. Fentress, Clerk of Circuit Court, for the purpose of administering the Oath of Office to the newly elected Council Members, and also for the election of a Mayor and Vice Mayor. ' The invocation was given by the Rabbi Phillip Pincus, Temple Emanuel, Virginia Beach, Virginia. The City Clerk read the following Nþtice of Special Meeting of the Council of the City of Virginia BeaFh, Virginia: : WHEREAS, on June 7 ~ 1976, at a! regular meeting of the City Council of the City of V1.'rginia Beach, Virginia, at which all the mambers of the City Council were pr~sent, a motion was duly and p~operly adopted scheduling Thursday, July 1, 1976, in the City C~uncil Chambers, City Administratiþn Building, Princess Anne Börough, as the place of a Special Meeting for the following pÜrposes: 1. Administering the Oatþ of Office to the newly elected Councilmen and Councilwoman 2. 3. Roll Call of Council! , I I Election of a Mayor and Vice Mayor 4. Appointment or reappo~ntment of a City Manager, City Attorney, City C~erk, High Constable, Real Estate Assessor, and ~heir assistants or deputies I I WHEREAS, the City Charter, Sec~ion 3:07, provides that the r~quired elections and appointments! shall be made at the first meeting of the term (beginning July! 1, 1976) and the first regular Mdnday meeting falls on July 5, 1976, which is a legal holiday; NOW, THEREFORE, in order to provide for the orderly continuity of the government, and an emergency, exis ting, July 1, 1976 is hereby designated as the date of the Special Meeting for the purposes i~dicated. : I , , I ITEM 1#9820 . ITEM It9822 Mr. Fentress opened the floor to nominations for the election of a Mayor of the City of Virginia Beach. Councilman Waterfield made a motion, seconded by Councilman Riggs, that the name of Councilman Clarence A. Holland be placed in nomination. Councilman McCoy made a motion, seconded by Vice Mayor Ferrell, that the name of Mayor J. Curtis Payne be placed in nomination. On motion by Mayor Payne, seconded by Councilman Cromwell, and by recorded vote as follows: Ayes: Council Members John A. Baum, Robert B. Cromwell, Jr., Vice Mayor George R. Ferrell, John R. Griffin, Clarence A. Holland, J. Henry McCoy, Jr., Meyera E. Oberndorf, Mayor J. Curtis Payne, R. L. Rig~gs, Patrick L. Standing, and Floyd E.
