City Council had a minute of silent prayer due to the sudden death of Mr. John Banks, a City employee with the Health Department and a former First Citizen of Virginia Beach. The invocation was given by the Reverend Cecil Carroll, Tabernacle Methodist Church, Virginia Beach, Virginia. Councilmen present: John A. Baum, Robert H. Callis, Jr., Robert B. Waterfield, Jr. Nays: None Absent: None City Council adopted the following resolution regarding the Tenth Anniversary of Virginia Wesleyan College: RESOLUTION ON THE TENTH ANNIVERSARY OF VIRGINIA HESLEYAN COLLEGE WHEREAS, Hay 10, 1976 marks the tenth anniversary of Virginia Hesleyan College, founding and locating.in an area embraced by the Cities of Virginia Beach and Norfolk, Virginia; and WHEREAS, Virginia Hesleyan College has provided a means whereby the youth of t!1C'. area may obtain an education on the collegiate level in additoLor. to the educational sources formerly available in the area, and has presented opportunities for study in nevl fields or educati.Œ\; and WHEREAS, Virginia \.Jes lf~Yém College has by the development of a planned program enriched both the esthetic and cultural environment of the local clìrmnunities, and has provided cncourage- ment to those T)(~rsons ambitious to improve the quality and extent of their education; and in ~>O doing have elevated the desirability of this area as a place :fo!.' future residential development and industrial-commercial gnYv¡th, NOW, THEREFORE, BE IT RESOLVED BY THE City Councils of the Cities of Virginia Beach and Norfolk, Virginia, that their respective City Clerks enter this Resolution of Appreciation to Virginia Wesleyan College in the Minutes of the respective City Councils and provide an original signed by the Mayors and Council- men of each City to the Honorable Jerry G. ' I I , RESOLUTION OF APPRECIATION \-1l-lEREAS, ROLAND H. ì>JT~ST, Deputy Clerk of the Circuit Court of Vi~ginia Beach, formerly Princess Anne County Circuit Court, has been called to the service of His Maker after long and honorable service to the public in his capacity as Deputy Circuit Court Clerk, and in his voluntary service as a member of the Princess Anne County, em_Hothouse Station of the Volunteer Fire Department; and WHEREAS, ROLAND H. \"JEST did aid and assist the Courthouse Volunteer Fire Department not only with his active \.<70rk in the Fire Department, but also by his faithful dedication to the financial interests of the Department by servicing and maintain- ing the vending machines Hhich supplies the Fire Department with much of its financial support. ROLAND H. Each account shall show the dates expenses were incurred or paid; number of miles traveled; method of travel; hotel expenses, meals, incidental expenses such as telegrams, I telephone calls, etc. The Director of Finance is specifically directed to withhold the issuance of checks in payment of expense accounts submitted for "lump-sum" amounts, except in the case of Council Members and employees of the School Board. Hoy, Incorporated A detailed drawing and sketch was submitted to Council indicating several amenities included by thc architect to give a higher aesthetic appearance to the basic restroom purpose of the mall. Amongst these were some asphalt planters which it was indicated would cost $l2,000 to $l4,OOO. A discussion by the Council in- dicated approval of the mall concept. In addition, it was in- 4icated that the design improved the appearance of the beach area and certainly enhanced the value of the surrounding property. It was noted that the monetary value of the real property is an item to be considered should such land require condemnation for similar malls in another area. Before voting, Councilman McCoy noted that while he did not object to the construction of the "relief stations" he felt that in approving the bid City Council was setting a precedent in that several more will be required in the future, and the cost per unit was too high. The terms of the agreement state that HRSD will credit to , the City 70% of all revenues collected for ~ewage treatment services to properties connected to these facilities.
