Mayor Oberndorf called to order the SPECIAL INFORMAL JOINT SESSION of the Virginia Beach City
Council and Citizen BRAC Committee on Monday, November 21,2005, at 7:00 P.M. in the Ballroom of
the Convention Center, 1000 Nineteenth Street

The Mayor read the CALL TO SPECIAL INFORMAL SESSION:
THE HONORABLE MEMBERS OF CITY COUNCIL
"In accordance with the Virginia Beach City Code Section 2-21,
and by the authority vested in me as Mayor of the City of Virginia Beach,
I hereby call for a SPECIAL INFORMAL SESSION of the VIRGINIA
BEACH CITY COUNCIL on Monday, November 21,2005, at 7:00 PM
at the Convention Center, 1000 Nineteenth Street.
The purpose of the INFORMAL SESSION will be:
Joint Meeting of the Virginia Beach City Council and
Citizen BRAC Committee to review a DRAFT report
analyzing the economic impacts a realignment of NAS
Oceana would have on the city, region and state.

ECONOMIC IMPACTS OF BRAC REALIGNMENT OF NA VAL AIR STATION (NAS) OCEANA.

Chairman Shucet, introduced Craig Seymour, Vice President - RKG Associates, Inc., to present the DRAFT
Economic Impact Analysis entitled: Economic Impacts of BRA C Realignment ofNavalAir Station (NAS)
Oceana.
Chairman Shucet cited the objectives of the DRAFT Economic Impact Analysis:
IdentifY and quantifY the economic impacts of alternatives resultingfrom
the realignment of NAS Oceana according to the BRAC Commission's
decision.
Estimate the economic and financial impacts on the City
of Virginia Beach
Estimate the impacts on the Hampton Roads region and
the Commonwealth of Virginia
Provide useful information for informed policy decisions
The methodology utilized was to collect and analyze data on employment, wages, procurement, expenditures
of the Us. Navy here and regionally, obtain data from the City regarding the cost of acquiring properties
in the affected area, utilize the REMI Policy Insight Economic Model to evaluate the short and long term
impacts of the alternatives, as well as analyze other impacts including the housing market,
