Parking Management is one tool in controlling late night crowds and behavior ? Multifaceted approaches are necessary to help manage crowds and enhance the Oceanfront environment Oceanfront Behavioral Problems ? Contributing factors to late night behaviors: Crowd Density – Consumption of alcohol – Available activities – Limited after midnight • Concentration of Drinking Establishments – All closing at the same time; drastically • increasing crowd levels High volume of vehicles mixed with pedestrians – Adequate Public Safety staffing level to deter and – address unlawful or disruptive conduct Impact of Crowds on Behavior ? Crowds increase the likelihood of disruptive behavior –Diminished Individual Identity and Responsibility •Doing things because they believe they are anonymous and will not be identified –Development of Crowd Mentally •Doing things they would not do alone Mitigation Strategy Systematic Reduction in Crowd Levels Current Strategies ? Effective management of late night high-density crowd levels at the Oceanfront addresses a myriad of Public Safety issues and concerns ? Considering the 2006 results of this program, we recommend this program continues with the modification in closing times at 12:30 A.M. ? Outcomes: positive impact on Public Safety in the Oceanfront and to help safeguard our “Community for a Lifetime”municipal vision.
