Oberndorf called to order the Virginia Beach City Council for the purpose of a PUBLIC HEARING re the FISCAL YEAR 2007-08 OPERATING BUDGET and FISCAL YEAR 2007-2008 CAPITAL IMPROVEMENT PROGRAM, Thursday, April 19, 2006, at 6:05 P.M., Bayside High School Auditorium, 4600 Haygood Road, Bayside District.. Mayor Oberndorf REQUESTED a MOMENT OF SILENCE in memory of the students murdered at Virginia Tech (April 18, 2007) Council Members Present: William R. "Bill" DeSteph Harry E. Diezel, Robert M Dyer, Barbara M Henley, Vice Mayor Louis R. Jones, Reba S. McClanan, Mayor Meyera E. Oberndorf, John E. Uhrin, Ron A. Villanueva, Rosemary Wilson and James 1. Wood Council Members Absent: None April 19, 2006 - 2 - PUBLIC HEARING FOR THE FISCAL YEAR 2007-08 OPERATING BUDGET and FISCAL YEAR 2007-2008 CAPITAL IMPROVEMENT PROGRAM ITEM # 56310 The Mayor opened the April 19, 2007, Public Hearing with thefollowing statement: "The City Council hereby declares a Public Hearing open on the matters of the proposed Fiscal Year 2007-08 Operating Budget, the proposed Fiscal Year 2007-08 Capital Improvement Program, the proposed issuance of General Obligation Bonds in the estimated maximum amount of $63,800,000 and the proposed issuance of Water and Sewer Revenue Bonds in the estimated maximum amount of $18,793,000." Ms. Correia requested full funding of the Recreation Center at Williams Farm. Copies of the survey data distributed are hereby made a part of the record. Wharton, 5148 Alyne Road, Phone: 499-5765. requested the tax rate be decreased to 78~ per $100 John Eason, 4733 Little John Road, Phone: 473-3458, resident of Lake Smith Estates, urged the City to review all sources of income and real estate revenue, based on no more than 78 to 82 cents per $100. James A. Roth, 1442 West Littleneck Road, Phone: 498-0203, requested the City Council place a cap on the State taxes Bill Almond, 209-7dh Street, Phone: 422-9522, Member - North Virginia Beach Civic League requested support of the 6Ft Street Pump Station Larry Edwards, 5436 Sweetbaxter Court, Phone: 617-7456, Lynnbrook Landing resident. Mr. Edwards requestedfullfunding of the Bayside Recreation Center at Williams Farm Ken Pravitz, President - Virginia Beach Professional Firefighters, advised the effect of lowering the rate to 78~ per $100 would be devastating. The cost to the Fire Department budget would be at least one Fire Station (12 personnel) Ron Pearson, 6204 Ocean Front Avenue" Phone: 428-6634, resident of North End, retired Military Officer, spoke in SUPPORT of the 6Ft Street Pump Station P.J. Padrick, 5613 Lawson Hall Road, Phone: 464-6278, President - Northwest Beach Partnership, spoke in SUPPORT of afull service Bayside Recreation Center at Williams Farm Tom Coghill, 804 Surfside Avenue, Phone: 422-3425, residentfor 35 years in the Croatan section. Mr. Coghill questioned whether City Council would be willing to expend $2 - $4-MILLION a year for the next ten (10) years to make bicycling safer. Bob Rippel, 2156 Windward Shore, Phone: 481-5054, Bay Island resident, spoke in opposition to the boat tax Dan Edwards, 1513 Beachview Drive Phone: 495-3551, resident of Lake Christopher, Chairman- Virginia Beach School Board. Chairman Edwards highlighted the purpose of the Reserve Fund. Chairman Edwards also highlighted the importance of bike trails. Ronald Graham, 5344 Hickory Ridge, Phone: 499-9991, advised the City needs to live within its budget John D. Moss, 4109 Richardson, Phone: 363-7745, Chair - Virginia Beach Taxpayers Alliance, spoke in SUPPORT of decreasing the real estate tax rate to 78~ per $100 Ron Hudson, 3782 Prince Andrew, Phone: 486-7299, resident since 1970. Mr. Hudson addressed City management and taxes and congratulated the Council Members who recommended a 3.5% cap on taxes Ben Krause, 1436 Five Hill Trail, Phone: 486-3721, represented the Virginia BeachTax Payers Alliance, spoke in OPPOSITION to the increase in taxes Bob Hedrick, 1132 Blackburn Lane, Phone: 460-0136, expressed concern re assessments and individuals being taxed out of their homes Mr. Hedrick's assessment increased 55% this year and 44% last year Warner Athey, 2161 Vista Circle, Phone: 481-7866, spoke in OPPOSTION to the boat tax and advised his real estate taxes have doubled. John McMullen, 504 Ben Hogan Drive, Phone: 499-3798, spoke in OPPOSITION to the real estate tax David Jester, 206 63rd Street, Phone: 422-0175, spoke in SUPPORT of the 6Ft Street Pump Station John W Wilson, Jr., 444 Goodspeed Road, Phone: 491-8953, spoke in SUPPORT of the 6Ft Street Pump Station but requested it be located in the median at 6th Street. Sandy Linkous, 5225 South Lake Road, Phone: 464-1947, resident of Lake Shore, advised her real estate assessment has increased 88%. Mrs. Linkous requested the tax rate be decreased to 78~ per $100 Carol Sykes, Phone: 562-3119, resident of Kings Grant and requested the tax rate be tax rate be decreased to 78~ per $100 Bruce Doyle, 1926 Lynn Cove Lane, Phone: 481-6806, resident of Great Neck Point. His land is appraised for $825,000 and must sell. Ms. Castelluzzo advised the City provides increases and then takes 20% to 50% of those increases away in taxes Dr. Roger T.
