Recommendation 4 Provide access to healthcare coverage for dependents of retirees. Charge the full actuarial cost of dependent coverage for future retirees and consider reducing over time the Implicit Subsidy provided to the dependents of current retirees. Restrict the practice of adding dependents after retirement to improve future claims experience. This change will formalize in a limited way the benefits and subsidy that have evolved under current practice of long-service Provides access to this important healthcare benefit for dependents employees at limited or no cost to the City . much but eliminates what has become City practice, Conforms the code to reflect of the current Implicit Subsidy .
