HomeMy WebLinkAboutAPRIL 6, 1972 ,II II II 'I MINUTES OF THE SPECIAL MEETING OF THE HONORABLE CITY COUNCIL, OF THE CITY OF VIRGINIA BEACH, VIRGINIA April 6, 1972 The Honorable City Council of the City of Virginia Beach, assembled at City Hall, Princess Anne Station, Virginia Beach, Virginia in Special Session at '7....30 p.m. on April 6, 1972 in joint session with the members of the Virginia ~ach Planning Commission for the purpose of conducting a public hearing on ,e proposed Virginia Beach Comprehensive Zoning Ordinance. The holding of th,is meeting is in accordance with Section 15.1-431 (as amended) of the Code of the Commonwealth of Virginia; due notice having been printed in a newspaper of general" circulation in this City. ROLL CALL OF THE CITY COUNCIL: Present: Councilmen Robert H. Callis, Jr., Frank A. Dusch, F. Reid Ervin, George R. Ferrell, Clarence A. Holland, D. Murray Malbon, J. Curtis Payne, Vice Mayor Earl M. Tebault, Floyd E. Waterfield, Jr., and Mayor Donald H. Rhodes. Absent: Councilman Robert B. Cromwell, Jr. ROLL CALL OF THE PLANNING COMMISSION: Present: Commissioners Arthur H. Jurgensen, Herman R. Bonney, R. Dean Lee, William H. Cleaves, Roy DeHart, Chairman J. Harry Mote, Charles W. Beard, J. Roy Alphin, James C. Donnelly, and R.'L. Riggs. Absent: Commissioners Wal ter Pankiewicz,. Bailey Parker, Jr. and Robert .....ltlington. A listing of the persons appearing before City Council is available in the City Clerk's Office. The Planning staff of the City presented the proposed plan which incorporates a new theory of land use and buildings known as the LUI Method--meaning Land Use Intensity. In the operation of this plan certain established factors regarding the land use, size and location of building on a particular site in relation to the classification of the specific site control the allowable density per acre. The use of this method will require the rezoning or adjustment of the Master Zoning Map of the City to conform to the new requirements of the new require- ments of the Comprehensive Plan. It was determined that the Master Zoning Map and the Comprehensive Planning Ordinance would require simultaneous adoption to be effective. City Council decided to consider the presentation and requested the Planning Commission to hold workshop sessions with interested parties and to this end requested the City Manager to direct the Planning Director, Mr. Charles Carrington, to serve as liaison for coordinating the meetings with the Planning ,r,')mmission and the interested parties with an ultimate report to be submitted I the City Council. Mr. Richard Browner presented that portion of the proposed Ordinance regarding Land Use Intensity. Mr. Pat Gomez presented that portion of the proposed Ordinance regarding Commercial Plan Development and Non-Conforming Use. Mr. David Forkner presented that portion of the proposed Ordinance regard- ing Historical and Conservation Districts. Mr. Ron George presented that portion of the proposed Ordinance regarding Performance Standards. Mrs. Phyllis Hitchler presented a comparison of the old ordinances with the new proposed ordinance with respect to lot sizes.
