"''The regular meeting of the Council of the City of Virginia Beach, Virginia was
eld in the Council Chambers in the Administration Building, in the Borough of
irinc'ess Anne, on Monday, January 15, 1973, at 2:00 p~m.
The invocation was given by Reverend Fletcher Hutcheson, Bayside Presbyterian
Church, ViTginia Beach, Virginia.

plan requirements to include improving the 20-foot rear alley; and further,

#11020-220 for the. SEVAt-.1P program to senior citizens. These transfers are
nocessary so that the City can advance the funds to the posit.ion of Coordinator
of Senior Citizens Service Centers. The CitY will be reimburseq. by SEVAMP on a
quarterly basis.

General Assembly provided that certain conditions set forth in the resolution

Any ind;vidual conducting a bre~th test u~der the provisions

shall issue a certificate which will indicate tllat the test was con-
ducted in accordsnce with the manufacturer's specifications) the
equipment on which the breath test was conducted has been tested within
the past six months) the name of the 8ccused, the date) the time the
sample was taken from the accused, the alcoholic content of the sample,
and by whom the sample was examined. The certificate, as provided for
in this section, when duly attested by the 2uthorize~ individual con-
ducting the breath test, shall be admissible in any court in any

criminal proceeding as evidence of the alcoholic content of the blood
of the accused. In no case may the officer making the arrest, or ~ny-
one with him at the time of the 8ri:est, or an:yone participating in
the arrest of the accused, make the breath test or analyze the results
thereof.

necessary or suitable therefor and all properties, rights, easements
or franchises relating thereto and deemed necessary or convenient by
. the Authority for their operation.
The Authority may contract ~7ith the incorporating political
subdivisions, any sanitary district thereof or any authority therein.

letter concerning the Emergency Coronary Care. Progr[llI1, which j s under Dr.
-'lckson and Dr. Charlton. Mr. Scott indicated that he would look into the

$3,200 to the Virginia Beach Civic Chorus.

of a monetary contribution to the ])yjnccss Anne Band, ~hich has bcen selccted
as the only band in Virginia to participate JD the World ~fusic Festival to be
held in Austria in August of 1973.

Services, toinvestiage the necessity of extending Iast Ocean View Road into

1ylakc Pines as the road leads to a resiJent81 beach-front area with very
.....,im:i.ted ingress and egress facilit~es and at its junction with Chesapeake
Beach has a dangerous jog in the street alignment.
