ELECTION OF VICE MAYOR
ITEM # 58388
Upon NOMINATION by Council Lady Wilson, seconded by Councilman Villanueva, City Council
ELECTED:
Louis R. Jones
Bayside - District 4
Vice Mayor
2-year term
January 1,2009 -December 31,2010
Council Lady Wilson advised" Vice Mayor Jones was the most experienced member of City Council, having
served as Mayor July 1982 - June 1984 and three (3) terms as Vice Mayor for a total of twenty-four (24)
years, As Mayor, Louis initiated the Lake Gaston Water Line which was afifteen-year (15) year project. The
City of Virginia Beach would not have experienced this growth without a secure water supply. Vice Mayor
Jones has served on the Executive Committee for the Hampton Roads Planning District Commission, as well
as Chair. He has served also on the Metropolitan Planning Organization and the Virginia Beach Water Task
Force. He has been an outstanding leader toward the regional effort to solve transportation problems. "
"Louis has served as City Council Liaison to the Development Authority and has been involved in the
nes;otiation and implementation of numerous economic development initiatives including the very successful
Town Center. He has been a leader and worked diligently to bring consensus amongst our members including
the budgetary reconciliations for many years. Council Members like to call Vice Mayor Jones the "Silver
Fox" because when he is negotiating, the City will always get the "best deal ". Virginia Beach is a better
place because of Louis Jones. "

MAYOR'S MESSAGE
ITEM # 58392
Mayor Sessoms recognized his family members: his wife - Beverly, who is also celebrating her birthday today,
three (3) daughters, Mollie, Kate and Anne Douglas, his youngest, attending the University of Alabama; his
mother, who has guided him for 54-years; his sister Barbara and her husband Jeff. By marriage, Mayor
Sessoms finally has a son, Kyle Korte married to Mollie and accompanied by his parents.
Mayor Sessoms recognized the commitment, hard work and dedication of his predecessor, the Honorable
Meyera E. Oberndorf Her service to this city will never be forgotten and he intends to carry forward the
legacy of trust and respect she leaves behind. Having served on City Council before, he recognizes the
privilege to be working with an outstanding group of leaders that has always put the needs of Virginia Beach
and its citizens first. He realizes that he is one vote out of eleven and that the only way to progress as a city is
with a shared vision. Mayor Sessoms is lookingforward to working with hisftllow City Council Members, No
Mayor could find a better City Manager or staff than Jim Spore and his co-workers. He believes Virginia
Beach is the finest City in the country. Throughout the months of campaigning, he "listened". The citizens
are very clear about what they want and need and what is important to their lives. Mayor Sessoms wishes
these concerns to guide this City Council. There are so many that we can address and where we can get the
community involved - starting with growing jobs and economic opportunity for many by bringing new
businesses to our City and helping the ones we already have to grow. Mayor Sessoms wants us to continue to
improve our environment and neighborhoods through historical preservation, our Open Space program and
improving and preserving our waterways, A vital goal has to be improving transportation along with taking
the needed steps to move forward and evaluate the benefits of light rail. As a first step, we must begin
immediately to obtain the right-aI-way from Norfolk-Southern. Our support of education, public safety and
our military must be continued.
WI! want a safe, well-educated andfinancially sound city that provides fair and ample opportunities to grow,
thrive and succeed. Virginia Beach is certainly a "Community for a Lifetime" We have so much to offir as a
city and as citizens and neighbors.
Mayor Sessoms hoped his time as Mayor and a member of City Council will be a time when the members
honestly listen to each other and do their very best to find the right solutions that speak to our needs and
achieve the collective vision for the community.
