the purpose of a PUBLIC HEARING re the PROPOSED RESOURCE MANAGEMENT PLAN:
FISCAL YEAR 2009-10 OPERATING BUDGET and FISCAL YEAR 2009-10 CAPITAL

Mayor Sessoms opened the April 16, 2008, Public Hearing with the following statement:
"The City Council hereby dee/ares a Public Hearing open on the matters of the
proposed Fiscal Year 2009-10 Operating Budget, the proposed Fiscal Year 2009-10
Capital Improvement Program, the proposed issuance of General Obligation Bonds in
the estimated maximum amount of $62,900,000, and the proposed issuance of Water
and Sewer Revenue Bonds in the estimated maximum amount of $17,000,000"
The following registered to speak:
Keith Arnold, 1704 E. Borne Drive, Phone: 721-2543, Supervisor of the Fire and Life Safety Education
Office. Mr. Arnold expressed concern re the proposal to eliminate one (1) position from the Life Safety
Education Office, equating to one-tenth of 1% of the Fire Department budget. Virginia Beach is well
over 50% below the National and State averages concerningfire related deaths and injuries. This is
primarily due to the existing education program. With the loss of this one individual or one employee,
there will be an 80% reduction in the number of programs delivered to senior citizens throughout the
community. Safety education will lose one-third of their child passenger safety instructors for their Child
Passenger Safety Program. The Life Safety Fire Brigade, delivered to K-3 students throughout the City,
will be reduced to one person. The 4th Grade Fire Safety Program will be to be reduced in order to cover
the sixteen (16) schools. Life Safety Program Comments were distributed to City Council and are hereby
made a part of the record
Trish Duncan, 4617 Thoroughgood Drive, Phone: 333-1743, life-long resident of Virginia Beach and ten-
year volunteer with the Historic Houses of Virginia Beach. Mrs. Duncan expressed concern re the
proposal to eliminate the Museum II Educator position. A family offour can enjoy a wonderful afternoon
in the 1 ih or 18th Century for $16.00. A second museum educator is needed to ensure the success and
quality of this unique and important programming. The Union Kempsville High School Museum is an
amazing and exciting proposal and Mrs. Duncan spoke in SUP PORT of being properly funded
Terri Boothe, 528 Pinewood Drive, Phone: 491-2883, spoke in SUPPORT offindingfurther efficiencies
in the Virginia Beach School System, using historic resources more extensively, finding more diversity
within our community and using economic stimulus funds for infrastructure projects.
Wendell Parker, 273 Overholt Drive, Phone: 456-5185, Professor of Criminal Justice - Bryant and
Stratton College and Executive Director of the Virginia Beach Triad SALT, an organization established
to reduce the criminal victimization of senior citizens residing in or visiting the City. Mr. Parker
requested SUP PORT of the Office of Consumer Affairs and their vital work helping protect the ever-
increasing Senior citizen population.
John McMullen, 504 Ben Hogan Drive, Phone: 499-3799, expressed concern re the City's issuance of
bonds which exceed the limits in the term. General Obligation Bonds are issued without a Referendum.
The debt re bonds, the City continues to have insurmountable debts going to projects and not residents
which is approximately $1.6-BILLION, the equivalent of approximately $.25 on the real estate tax.
Margie Barnes, 1957 Tibbetstown Drive, Phone: 426-2407, represented Virginia Beach Mayor's
Commission on Aging. The Commission of fifteen (15) appointed members voted to support the Office of
Consumer Affairs, which, in order to reduce expenses, is being consideredfor closure. The Seniors need
and deserve the protection the Office of Consumer Affairs has given them re educational programs and
local level investigations.
There being no further speakers, Mayor Sessoms CLOSED THE PUBLIC HEARING.
