HRSD Property Dedication
City staff recommends that the vacant City-

owned lot adjacent to the HRSD sewer pump
station at 29th Street be dedicated to HRSD in
exchange for aesthetic and capacity
improvements of the pump station site and
facility.
The site is a 3,000 SF lot on the west side of Arctic
•
Avenue between 28and 29Street. The site is a
thth
nonconforming lot due to its small size and has
limited potential for development.

Background Information (1)
The HRSD sewer pump station currently serves
•
the entire Beach Resort Area.
Due to its criticality and to ensure compliance
•
with the Regional Special Order of Consent, the
Department of Public Utilities desires that HRSD
perform needed capacity enhancements.
Due to the proximity of the Laskin Gateway
•
project, the City would like HRSD to improve the
pump station facade and perform general site
improvements.
Background Information (2)
HRSD is willing to improve the site’s aesthetics
•
and implement needed capacity upgrades in
exchange for the City dedicating the
neighboring City-owned property for future
expansion or replacement of the pump station
facilities.
An agreement between HRSD and the City has
•
been drafted.
SGAs and Capacity-Limited Areas
Key Provisions of the Agreement (1)
After execution of the agreement, parcels will
•
be merged.
HRSD will initiate a Phase II Environmental
•
Report.
Upon approval of the environmental report,
•
HRSD will have an Improvement Plan drafted
that is consistent with the Laskin Gateway
Design Guidelines.
Key Provisions of the Agreement (2)
HRSD also agrees to install a backup generator
•
and to periodically evaluate on-site piping, pump
and wet well capacity on an as-needed basis.
Upon approval of HRSD’s plans, the City will
•
convey the property to HRSD.
The City may re-acquire the property at no charge
•
if
HRSD ceases to use the Property for a period of 30
–
days, or
HRSD fails to complete the Improvements within two
–
(2) years.
Recommendation
Recommend the City Manager be authorized
•
to sign the agreement with HRSD for the
Expansion and Improvement of the HRSD
Arctic Avenue Sanitary Sewer Pump Station
