SEA LEVEL RISE COMMUNITY LISTENING SESSIONS and PLANNING CLASS

Clay Bernick, Sustainability Office Administrator, introduced Presenters, Melissa Keywood, from the
Institute of Environmental Negotiation, Ben McFarlane of Hampton Roads Planning District Commission,
and Timothy Beatley, University of Virginia School of Architecture, and Emily McDermott, Teaching
Assistant to Professor Beatley, regarding PLANNING FOR SEA LEVEL RISE IN OUR COMMUNITY. Skip
Stiles, with Wetlands Watch, a partner in the project, was unable to attend; however, he extended an
open invitation for all to view the feature show on WHRO on May 27, 2011, at 8:30 p.m., on Sea Level
Rise. The show will discuss implications for the Military, industry and economic development in the
region with Sea Level Rise.
Recommendations include planning for a one (1) meter rise in sea level by the Year 2100. The City should
continue to monitor data as well as models and adapt to changes, as necessary. Goals and strategies for
the City are to educate and coordinate across the City agencies to develop plans and store data in a
single location with further follow-up educational sessions. Climate change studies, energy efficiency,
conservation and promoting rail and transit are current actions to mitigate risks.
Strategic goals include establishing a Sea Level Rise Overlay District, encompassing low-elevation and
high-risk areas, protection of rural areas, farmland, wetlands and water cover, environmental preserves,
and developed land and limiting threatened investments by developing a Sea Level Rise "Impact
Assessment".
Using a 100-year timeline, the City can develop a comprehensive long-term proactive approach to
protect the City's assets, natural and constructed, which is the desired result.
een McFarlane discussed the "eliciting sessions'; which involved gathering information from the
community regarding concerns and suggestions of residents. The sessions included facilitated
discussions, online and written surveys and a mapping exercise which was given to all participants.
Results of the Community Sessions are that the citizens hold Sea Level Rise conditions as a priority and it
should be included in the budget, in land use permitting and planning, as well as flood and hazard
mitigation and infrastructure planning.
Professor Timothy Beatley expressed that, although he was the official instructor of the study, the
students performed independently. He is hopeful of long-term collaboration with the City.
Emily McDermott, Research Assistant to Professor Beatley, provided a synopsis of the study results.

Mayor William D. Sessoms, lr., called to order THE MAYOR'S ACTION CHALLENGE for CHILDREN AND
FAMILIES.
The City Manager introduced Marcy Sims, Director of Libraries, to present a progress report covering the
last six months regarding the Mayor's Action Challenge Goals. The City surpassed their set goal that by
2012, ninety percent (90%J of children entering Kindergarten would be prepared for success in school,
which would be a two percent (2%J increase. This goal is evidenced by the Phonological Awareness
Literacy Screening (PALS) scores, which is a screening test given in the Fall to incoming Kindergarten
students, measuring literacy and reading readiness.
Since 1997, the City has focused on early childhood education with various programs. Community
programs, such as Grow Smart, Ready to Learn, Healthy Families, Smart Beginnings, WIC, Children's
Dental Program, Community Outreach, and Neighborhood Watch Programs, provide support and
opportunities for children and families.
Goals for healthy lifestyles and environment are to develop a comprehensive community plan to reduce
obesity in children, promoting healthy eating habits. In the past six months, thousands in the community
utilized Public Health Department programs, such as the PTA's Community Resource Fair, Baby Fair 2011,
and Celebrating Children, an event held recently at Mount Trashmore. Over 8,000 children have
participated in Parks and Recreation programs, both before and after school, Summer camps, and early
childhood education programs.
By 2015, one of the goals is to assist SOOIow-income families with "mainstream" banking, as opposed to
"street" banking, predatory lenders and the like. Using the Bank-On-Program, a successful program
proven in several other cities in the nation providing free or affordable savings accounts and financial
education services, financial fitness for families, is attainable.
Chief of Police, James Cervera, discussed the goal of Safe Neighborhoods for Children and Families. The
Virginia Beach Police Department is focused on "Community Oriented Policing'; collaborating with
citizens to solve community issues. Officers surveyed neighborhoods door-to-door, gathering
information to better understand concerns.
The initial goal to conduct 300 surveys was surpassed by a collection of over 1,000 surveys. Recently,
5,653 letters were mailed to all residents of the neighborhoods surveyed, explaining this program
initiative of the Police Department. Extra surveys were included in the mailings and feedback is being
processed. The most common concern of citizens is unsupervised juveniles, gangs and guns.
Neighborhood Watch programs have begun in Lake Edward and Scarborough Square. Lake Edward's
"Community Day" connected citizens and Mounted Police and the horses were a highlight of the event.
