Mr. Arvay advised since beginning his career with the Ciry twenty-one (21) months ago, he has worked
diligently with each Department in assessing the need for this Master Technology Plan. Mr. Arvay began
this process by looking at the "3Ps ": People, Processesand Product. Mr. Arvay advised that execution
without strategy results in rowing in circles faster. IT cannot be a strategic partner when there is no
strategy and he feels the City should always be in year 1 of a S year strategy.•

Why do we need one?
r The City of Virginia Beach has a robust citywide strategic planning process, recognized by
outside experts as a quality process with powerful results.
i For over a decade, ComIT did not have an IT stategy or strategic plan to supportthe citywide
strategic plan.
r City leaders were asking for an improved service delivery and customer focused IT
organization.
r ComIT also lacked critical mechanisms to optimally govern and manage IT within the City (e.g.,
investment prioritization, technology architecture, lack of performance management and
measurement).

Mr. Arvay introduced Mr. Perkins. Mr. Perkins expressed his appreciation to Mr. Arvay and the entire
City Staff for their work in completing this project. After meeting with every Department, below are keys

focus group meetings were held plus interviews with 150 City and Commonwealth employees,
representing thirty-three (33) different departments and offices

Evolving to a fully wstomertentric and service-optimized IT organization is a

customers, how we do our work and how we are organized and staffed. Ultimately it
involves a commitment to defining and delivering quality technology services and
measuring performance to ensure that we consistently meet the expectations of our

The most critical findings from Gartner's assessment and benchmark studies are being
addressed as initiatives in ComIT's IT Strategic Plan. Additionally, the Plan addresses
the top customer-oriented imperatives, as prioritized and confirmed in the eusiness/IT
Alignment workshop. As a whole, the initiatives included in this Plan support the four
main objectives/pillars summarized below. A brief summary of each initiative is
presented in the following pages.

including Regent Universiry. The goal is to jurnp-start the growth of small businesses in the Ciry and

Mayor Sessoms attended the Mayor's Youth Leadership end-of-year event last night. Nine of the
members are graduating High School Seniors. One of those graduating Seniors is a young lady that
received the Gates Foundation Scholarship and will be attending the University of Virginia in the Fall.
She gave a five minute speech that was superb and he requested she come to an upcoming City Council
Session and present the same speech.
Mayor Sessoms advised the longer he sat there at last night's event, the more proud he became of those
young people and their representation of this great City.

employees. Councilman Moss advised any first class organization should provide some type of

Yeimbursement program.

Study on Sea Level Rise and Yequested to know if they are including contractor support. If so,

City Manager Spore advised the Region has established a regional committee and they have had their
first meeting. The City has been working with the White House and they announced today they are going
to have a pilot program in Hampton Roads.

Mayor Sessoms DISCLOSED as an officer of TowneBank (which has a corporate office located at 297
Constitution Drive in Virginia Beach), he is directly and indirectly involved in many of TowneBank's
transactions. However, due to the size of TowneBank and the volume of transactions it handles,
TowneBank has an interest in numerous matters in which he is not personally involved and of which he
does not have personal knowledge. In that regard, he is always concerned about the appearance of
impropriety that might arise if he unknowingly participates in a matter before City Council in which
TowneBank has an interest. Mayor Sessoms also has similar concerns with respect to Prudential Towne
Realty, which is an affiliate of TowneBank. In order to ensure his compliance with both the letter and
spirit of the State and Local Government Conflict of Interests Act (the "Act"), it is his practice to

Three (3) years ago, Fulton Financial Corporation ("Fulton Financial ) purchased Resource Bank. On

Board Member, he owns stock in Fulton Financial and that stock ownership causes him to have a

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF VIRGINIA
BEACH, VIRGINIA:
That Section 23-11 of the Code of the City of Virginia Beach, Virginia, is hereby
amended and reordained to read as follows:
Sec. 23-11. Assault and battery.
(a) Any person who shall commit a simple assault or assault and battery upon another
person shall be guilty of a Class 1 misdemeanor, and if the person intentionally
selects the person against whom a simple assault is committed because of his race,
religious conviction, color or national origin, the penalty upon conviction shall
include a mandatory, minimum term of confinement of at least six (6) months, thirty
(30) days of which shall not be suspended, in whole or in part.
(b) In addition, if any person commits a battery against another, knowing or having
reason to know that such other person is a full-time or part-time teaGheF, prinGipal,
assistant , employee of any public or private
elementary or secondary school and is engaged in the performance of his duties as
such, he shall be guilty of a Class 1 misdemeanor and the sentence of such person
upon conviction shall include a mandatory, minimum sentence of fifteen (15) days in
jail, finro (2) days of which shall not be suspended in whole or in part. However, if the
offense is committed by use of a firearm or other weapon prohibited on school
property, pursuant to § 18.2-308.1 [of the Code of Virginia], the person shall serve a
mandatory, minimum sentence of confinement of six (6) months which shall not be
suspended in whole or in part.
(c) "Simple assault" or "assault and battery" shall not be construed to include the use
of, by any teaGher, , a6sistaRt , guidanGe , school
security officer; or full-time or part-time emplovee of anv public or private
elementary or secondarv school while actinq in the course and scope of his acting
official capacity, any of the following: (i) incidental, minor or reasonable physical
contact or other actions designed to maintain order and control; (ii) reasonable and
necessary force to quell a disturbance or remove a student from the scene of a
disturbance that threatens physical injury to persons or damage to property; (iii)
reasonable and necessary force to prevent a student from inflicting physical harm
on himself; (iv) reasonable and necessary force for self-defense or the defense of
others; or (v) reasonable and necessary force to obtain possession of weapons or
other dangerous objects or controlled substances or associated paraphernalia that
43 are upon the person of the student or within his control. In determining whether a
44 person was acting within the exceptions provided in this subsection, due deference
45 shall be given to reasonable judgments that were made by a teaGher, pronGopal,
46 assostant , , school security officer or full-time or part7
47 time employee of any public or private elementary or secondary school at the time
48 of the event.
49 As used in this section, the term "school security officer" means an individual who
50 is employed by the local school board for the purpose of maintaining order and
51 discipline, preventing crime, investigating violations of school board policies and
52 detaining persons violating the law or school board policies on school property, a school
53 bus or at a school-sponsored activity and who is responsible solely for ensuring the
54 safety, security and welfare of all students, faculty and staff in the assigned school.
55 This ordinance shall be effective July 1, 2014.

Remodeling of First Precinct facility and security upgrades to make use of the
space recently vacated by the Forensic Services Unit ($170,000);
Addition to the City fleet of one Kubota Rough Terrain Vehicle with capacity of
four people to be used to increase the speed and effectiveness of the
department's response to calls for service at Sandbridge Beach (on and off the
beach) ($15,000). The existing all-terrain vehicle used at Sandbridge Beach can
only accommodate one officer;
Police recruiting funds to increase the pool of recruits ($20,000);
Specialty training on cell phone and computer forensics for Forensic Services
Unit ($6,500);
Audio and video equipment to outfit new office space dedicated to the Crime
Analysis Unit in the Detective Bureau ($6,500);
Court presentation animation suite software to create displays and timeline
reconstruction for court presentations ($5,000);
Strategies for Youth Juvenile Justice Jeopardy Project to create interactive youth
training on the criminal justice system ($16,500);
Two replacement surveillance vehicles including various related operational
equipment, and the corresponding removal from the fleet of two older/obsolete
vehicles ($285,000); and
New promotional process for rank of Sergeant ($50,000).

AN ORDINANCE TO APPROPRIATE THE DREDGING
COSTS OF INDIVIDUAL ACCESS BASINS TO CIP #8-500,
OLD DONATION CREEK DREDGING PROJECT WITH
COSTS TO BE FINANCED BY PROPERTY OWNERS IN
THE OLD DONATION CREEK SPECIAL SERVICE
DISTRICT
WHEREAS, property owners in the Old Donation Creek Dredging Special
Service District have the opportunity to include, at their own expense, the cost of
dredging their individual access basins as part of the City's neighborhood dredging
contract;
WHEREAS, based on the number of eligible-owners, the total cost of dredging
the individual access basins is estimated at $365,000.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
VIRGINIA BEACH, VIRGINIA:
That $365,000 is hereby appropriated, with estimated revenues from property
owners electing to participate in dredging of individual access basins, to CIP # 8-500,
Old Donation Creek Area Dredging. for dredging individual access basins.
Adopted by the Council of the City of Virginia Beach, Virginia on the 3rd
day of =June 2014.
Requires an affirmative vote by a majority of all of the members of City Council.

11 valuation of assets and liabilities as approved by the Virginia Retirement System Board
12 of Trustees for the 2014-16 biennium (the "Alternate Rate") provided that, at its option,
13 the contribution rate may be based on the employer contribution rates certified by the
14 Virginia Retirement System Board of Trustees pursuant to Virginia Code § 51.1-145(I)
15 resulting from the June 30, 2013 actuarial value of assets and liabilities (the "Certified

PUBLIC DIALOGUE
Chi-istine Ross, 205 Corvette Lane, Phone: 905-0265, requested the City close the Abortion Clinics
within the Ciry by rezoning the properties, buying the buildings where they operate and/or declaring the
clinics as "dangerous nuisances ".
Rodney Walker, 7940 Hartcell Drive, (951) 824-9272, requested the City consider a"divorce tax". He
advised that according to a research study conducted by Michigan State University, divorce has negative
impacts on the environment and consumption of energy. Mr. Walker suggested providing `family energy
rewards " based on two (2) years of n2arriage, the family receive a certain percentage in reduced taxes,
similar to the Department of Defense allotments. For those that divorce, they, too, would pay a certain
percentage in higher taxes.
