A Region United

Mavor Sessoms introduced and welcomed Chris Luebbers, Freight Transportation Advisory Committee.
Mr. Luebbers presented a video to City Council used as an outreach to share information on freight
transportation. He advised the video represents the majority of the committee's message:
"Ti°ansportation is Necessaryfor Basic Prosperity ". Transportation is critical to the entire region. No
two regions in the area are isolated, they are interconnected. Efficient transportation means less
congestion, lower costs of goods and services and a better qualiry of life. Mr. Luebbers advised
transportation is on investment to make things better and a good way to grow the economy.

The Mayor called to order the CITY MANA GER'S BRIEFING re FORMBASED CODE. The City
Manager introduced Karen Lasley - Planning. Ms. Lasley expressed her appreciation to City Council for
their support during this Project.•
Mrs. Lasley advised this change in the Code is in cooperation with the Resort Area Strategic Action Plan
City Council adopted in December 2008. The Plan included a Vision for a"look" at the Oceanfront.
Without the overhaul of the current Code, the City cannot move forward in achieving that Vision:

Ms. Lasley advised the current reality is the street-blocks West of Atlantic Avenue are underdeveloped
witli a staggering amount of pavement and/or parking.

Mrs. Lasley spends a quarter of her time assisting applicants thru the City's archaic planning. The Goals
of I'orm Based Code are identified below:

To-date, there have been seven (7) working drafts of Form Based Code. The Staff is continuing to work
to find a comfortable balance and come up with the best Plan for Ciry Council's consideration:

October zoii- revisions to tower provisions, regulating
plans, parking requirements
December zoii- relaxed requirements on tower
