Jones, called to order the CITY COUNCIL'S WORKSHOP in the City Council Conference Room, Tuesday, August 26, 2014, at 4:00 P.M. Council Members Present: Robert M. Dyer, Barbara M. Henley, Vice Mayor Louis R. Jones, Brad Martin, John D. Moss, Amelia N. Ross-Hammond, John E. Uhrin, Rosemary Wilson and James L. Sessoms, Jr. Out of country (Economic Development) -2- CITY COUNCIL'S BRIEFINGS VIRGINIA VETERANS FACILITY NEEDS 4:00 P.M. Acting Mayor Jones introduced and welcomed Delegate Chris Stolle, Virginia General Assembly. Delegate Stolle expressed his appreciation to City Council for their continued support and proactive approach toward the future of the City and the Commonwealth. Delegate Stolle advised he was on Active Duty for twenty-four (24) years before retiring. He has two (2) children that served in the military as well as his Wife is a former Marine. It is important to do a great job in caring for Veterans and he is pleased to announce the Commonwealth has committed to fund 35%of project costs for two (2) new Care Centers in Hampton Roads and in Northern Virginia. Delegate Stolle provided the attached Briefing which is made a part of this record. Delegate Stolle stated the City will be asked to donate twenty-five (25) acres of land for the Veterans Care Center. The Center will be a combo center of nursing and home/rehab. Virginia opened the first Center in 1992 and the second Center opened in 2007. In order to qualibi for one of the facilities, the Veteran must have been honorably discharged. The desired site size is 25+ acres for a one-story facility. Delegate Stolle is hoping to receive a commitment from the City for the property in hopes of Virginia Beach being chosen for one of the two new facilities. Acting Mayor Jones expressed his appreciation for Delegate Stolle taking the time to come and provide this exciting news to the City. Acting Mayor Jones welcomed Lyndon S. Remias, City Auditor. Mr. Remias expressed his appreciation to City Council for their continued support. FY 14 Annual Audit Report Questions? Office of the City Auditor Acting Mayor Jones expressed his appreciation to Mr. Remias and the entire Department for a job well done. August 26, 2014 -11- CITY MANAGER'S BRIEFINGS HUMAN SERVICES DEPARTMENT 4:36 P.M. Acting Mayor Jones introduced and welcomed Dannette Smith, Director — Human Services. Ms. Smith expressed her appreciation to City Council for their continued support. Ms. Smith provided the attached Briefing which is made a part of this record that provides a review of the past year and highlights a few things the Department hopes to achieve between 2015 and 2022. The Charge from City Manager Spore and Deputy City Manager Curtis contained three (3)focus areas. First, is to create an integrated human service delivery system to allow seamless services be provided to the community through a collaborative approach between the Community Services Board and Social Services Division. Next is to develop business strategies and practice models that are sustainable. Last, is to develop and build expertise within the Human Services Workforce. Human Services is comprised of over 1,300 employees in twenty-seven (27) buildings across the City. Ms. Smith advised the Department is committed to the Envision 2040 Report and has set goals for the Department to achieve in support. Ms. Smith admitted the Department has numerous risks that must be evaluated and has created a Program and Operational Area Roadmap (2015-2017). The Department's Executive Leadership Team is undergoing a realignment. She noted that although it has been a challenging year, the Department has had lots of successes that are identified in the attached document. Ms. Smith requested the City Council's continued support and asked the technology enhancements be considered.
