CITY MANAGER'S BRIEFING
RESIDENTIAL PATTERN BOOK
2:50 P.M.
Mayor Sessoms welcomed Andy Friedman, Director — Housing and Neighborhood Preservation. Mr.
Friedman expressed his appreciation to City Council for their continued support. Mr. Friedman
distributed a copy of the presentation, which is attached hereto and made a part of this record. The
Pattern Book Project has been ongoing for a number of years. The Pattern Book is to be a resource
("tool') for the preservation, renewal and enhancements of homes and neighborhoods in the City;
provide design recommendations for modifications to preserve, renew and enhance homes and
neighborhoods; and, develop a resource website geared toward anyone interested in housing and
neighborhoods located in the City. There are 139,801 housing units, excluding units in multifamily
buildings. 69%of the housing units are single-family homes. The City's housing stock continues to age
with 43%of the housing stock being 30 years or older. Mr. Friedman advised houses are most families'
largest investment and residential property taxes represent over 85%of the total property taxes. Chapter
3 of the Pattern Book provides the home styles in the City. Mr. Friedman feels Chapter 4 is the most
important/informative chapter within the book as it provides information regarding home improvement.
The Pattern Book is available online, which is a most exciting and useful tool for citizens.
Mayor Sessoms thanked Mr. Friedman and the entire Team for all of their work on this project.

Department of Housing and Neighborhood Preservation :'.(3"/".1 t;'
Andrew Friedman,Director,Housing and Neighborhood Preservation
Sharon Prescott,Housing Development Administrator
Olin L.Walden,Housing Development Coordinator,Project Manager
Origin of the Pattern Book
• January 2007: Workforce Housing(WFH)Subcommittee
of the Planning Commission report recommends ways to
preserve and enhance existing housing and neighborhoods:
• Tax incentives for owners of existing housing to promote
reinvestment
▪ Neighborhood-specific guidelines for renovation
▪ A"design center"to assist owners/builders in renovations that
are compatible with existing neighborhood character
• Provide help in obtaining financing and design assistance to
residents
• Adopt a Comprehensive Neighborhood Revitalization Strategy
1
,9/25/2012
Preservation Subcommittee Report
• Goals
To develop tools that promote
incentives for the voluntary `t
improvement of housing in
Virginia Beach that preserve
and enhance quality housing
and neighborhood character
To develop city process that addresses neighborhood
preservation and improvement on an ongoing, sustainable
basis
Ewe,rpts from City of Virginia Beach Homing and Neighborhood Preserootion Plan,August 2008(Revised 8/26/08)
Purpose of Pattern Book
• To be a resource("tool")for the preservation,
renewal and enhancement of homes
and neighborhoods in Virginia Beach
• To provide design recommendations
for modifications to preserve,renew
and enhance homes and
neighborhoods
• To develop a resource website geared toward anyone
interested in housing and neighborhoods located in Virginia
Beach

Pattern Book Context and Background
• Overall neighborhood preservation efforts —
ongoing and pro-active code enforcement; home
repair programs; in addition, many activities of our
city government are fundamental to and contribute
directly to the maintenance or enhancement of
neighborhoods including policing, waste
management, storm water, parks, landscaping, etc.
• We have over 130,000 non-apartment units in the
city.
• Growth is slow compared to what we have here
already.

Housing Facts
• Housing stock is aging
• The vast majority of property improvements will
be done by individual owners
• Houses are most families' largest investment
• The value of my house is affected by how my
neighbor maintains their house
• Residential property taxes represent over
85% of total property taxes
Proactive Initiative
• Therefore, to protect both individual wealth and
our community's financial capability, it is critical
to provide low-cost tools and voluntary ways
that the city can assist residents to maintain,
upgrade and modernize their homes
• The Pattern Book is one of those ways
5
9/25/2012
Our Approach
• Used existing department personnel (with other
assignments) supplemented with interns as
production staff
• Since we created it, we can continue to enhance
it in-house over time
• Web-based and easily updated
