IEXECUTIVE SUMMARY(CON1D) •:• This is a critical,50-year decision, and with it a capital opportunity to position the seat of local government in the heart of its own central business district. A logical and reasonable land transaction will make this opportunity possible. •:• The A/H proposal places the new City Hall on Block 15 over the current location of Regal Cinema. •:• Along with several other future developments,Block 16 will have a parking garage to service City Hall staff and constituents,an office tower, and the newly-built Regal Cinema. ❖ In the center of Block 16,A/H's plans include a significant layout of greenspace which will belong to the city and creates an elegant view from City Hall,as well as providing for an appropriate presence and view of City Hall from Main Street. • In exchange for the acreage for the placement of City Hall,A/H request a transfer of ownership of the property currently occupied by Priority Infiniti(old Circuit City site), along with an extension of their option to purchase Block 2. The first three bullets illustrate the steps taken to address parking in Town Center. The City cannot construct structured parking under a City building as security risks are too high: IPARKING GARAGE ANALYSIS&ECONOMIC INVESTMENT i•Densifying a site with buildings to maximize urban context and activity requires strategically placed parking provisions Below is an overview of the Executive Summary +The solution for the new parking requirements,as with the other successful garages in Town Center,is the ability to share and'time-load'parking needs and account for day-versus-night,off-setong utilization. +For example,an office building may bring several hundred workers into a singe-purpose perking garage during the day and sit nearly empty at night, which is the precise impact and lost utilization of alternative proposals presented. C.Precast parking decks and'cast in place'decks are significant structures, and their increased densities are typically not enough to drive private equity investment into parking structures. There is a benefit to the municipality in that more density equals more real estate, sales, and uses taxes. +Along with the development of City Hall, our plans for Columbus Village include complementing mixed-use private development featuring retail, multifamily, office, and hospitality, along with the associated requisite parking totaling in the expected range of$100 million +Based on the conceptual master plan we have created and the massing we have developed for the submission,we anticipate an approximate total of 1,200 structured perking spaces will be required. This project demolished the old Pavilion Convention Center and constructed a new,516,522 SF facility which tripled the size of the existing pavilion and produced a new symbol for the City.Included are surface parking for 2,088 cars, and an extensive bus drop off area, and a comprehensive traffic impact study was completed.Features of the facility include 150,000 SF of exhibition space,32,000 SF of ballroom space, and 25,000 SF of meeting space. Located on a 37.8-acre site, the Convention Center occupies the anchor and gateway position for the future development of Virginia Beach. The design of the Virginia Beach Convention Center is based on the omnipresent image of the sea vessel Evidence of this design concept is first experienced in the prefunction space,Infusing the vessel concept with architectural elements Opposite the prefunetion space is the exhibit hall showcasing a concave roof plane, which simulates the natural shape of a wave break. The intersection of these two visual effects serves to create another illusion through the use of materials and form that of the vessel skirting a wave. The result is a symbolic gateway and a lasting icon for the City of Virginia Beach. Wood Council Members Absent: None INVOCATION: Commander Chris Hester Chaplain Naval Air Station Oceana PLEDGE OF ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA Mayor Sessoms DISCLOSED he is retired from Towne Bank (which has a corporate office located at 297 Constitution Drive in Virginia Beach), and no longer has any involvement in Towne Bank's transactions. However, due to the size of TowneBank and the volume of transactions it handles, Towne Bank has an interest in numerous matters in which he is not personally involved and of which he does not have personal knowledge. In that regard, he is always concerned about the appearance of impropriety that might arise if he unknowingly participates in a matter before City Council in which TowneBank has an interest. Mayor Sessoms also has similar concerns with respect to Berkshire Hathaway Home Services Town Realty, which is an affiliate of Towne Bank. In order to ensure his compliance with both the letter and spirit of the State and Local Government Conflict of Interests Act (the "Act"), it is his practice to thoroughly review each City Council agenda to identify any matters in which he might have an actual or potential conflict. If during his review of an agenda, he identifies a matter in which he has a `personal interest", as defined by the Act, he will either abstain from voting, or file the appropriate disclosure letter with the City Clerk to be included in the official records of City Council. Mayor Sessoms' letter of January 13, 2015, is hereby made a part of the record. June 6, 2017 48 Council Lady Rosemary Wilson DISCLOSED she is a Real Estate Agent affiliated with Berkshire Hathaway Home Services Town Realty ("Berkshire Hathaway"), which was formerly known as Prudential Towne Realty. In order to ensure her compliance with both the letter and the spirit of the State and Local Government Conflict of Interests Act, it is her practice to thoroughly review the agenda for each meeting of City Council for the purpose of identifying any matters in which she might have an actual or potential conflict. If, during her review she identifies any matters, she will prepare and file the appropriate disclosure letter to be recorded in the official records of City Council. Council Lady Wilson regularly makes this disclosure. Council Lady Wilson's letter of January 13, 2015, is hereby made a part of the record. Council Lady Rosemary Wilson also DISCLOSED she has a personal interest in Dixon Hughes Goodman and receives income from the firm as a result of her late husband's employment. The income is proceeds from the sale of his partnership interest, paid out over an extended period of time. She is not an employee of Dixon Hughes Goodman, does not have any role in management of the company and does is not privy to its client list. In that regard, she is always concerned about the appearance of impropriety that might arise if she unknowingly participates in a matter before City Council in which Dixon Hughes Goodman has an interest.
