Back in the early 1990's, Federal Funding was identified to study congestion at the Hampton Roads
Bridge Tunnel (HRBT), culminating with the Planning Study produced in 1997. That Study was a
catalyst to initiate a required NEPA Study, which is a requirement of the Federal Government. In 1999, a
Draft NEPA Document was prepared with a final Document providing a "Preferred Alternative"
produced in 2000. That Study was re-evaluated a few times and never progressed to implementation. As
such, the Federal Highway Administration decided the original Study needed to be supplemented, and did
so in a way to reconsider alternatives and, essentially, redo a lot of the analysis that was performed. Last
June, VDOT began the Supplemental Impact Study:

Here is the Camp Pendleton Parking Area. The cables would come onshore and be buried under the
Beach and Sand Dunes to the man holes. From the man holes, the cables would go across Pendleton,
down General Booth and then connect to the recently announced location off of General Booth in the
Corporate Landing Business District to the Data Center:

The second meeting is scheduled for September 14, 2016:
Meeting 2— September 14, 2016
This will be an opportunity to have a public hearing and receive
input from all who are interested in this issue.The City will reach
out to anyone who is interested in commenting online via Virtual
Town Hall on the city's website without having to attend a
meeting in person. We will also likely hold a webinar wherein
people can send in questions to panel of experts so they can
receive answers in real time.
Lastly, the third and final meeting is scheduled for September 28, 2016:
Meeting 3 — September 28, 2016
Hopefully,by this time our committee will be well informed
on the issue and have a sense of the public's reaction to the
presence of Online Rental Platforms in Virginia Beach and
the Commonwealth generally. At this third meeting we
would propose a recommendation to City Council to pursue
through existing zoning ordinances and also provide a
recommendation to the Housing Study Commission
Workgroup of the General Assembly which is discussing this
issue.
