Mayor Louis R. Jones called to order the SPECIAL FORMAL SESSION of the VIRGINIA BEACH
CITY COUNCIL for the purpose of the "OATH OF OFFICE newly elected Mayor and for the
Appointment and Oath of Office of Centerville District Council Member-Elect Sabrina Wooten" in the
City Council Chamber, Tuesday, November 20, 2018, at 2:00 P.M.

In accordance with the Virginia Beach City Code Section 2-21, and by
the authority vested in me as Mayor of the City of Virginia Beach, I hereby call
for a SPECIAL FORMAL SESSION of the VIRGINIA BEACH CITY
COUNCIL:

2401 Courthouse Drive
The purpose of this SPECIAL FORMAL SESSION is to administer the
Oath of Office to the newly elected Mayor and for the Appointment and Oath of
Office of Centerville District Council Member-Elect Sabrina Wooten to fill the
unexpired term of Robert M "Bobby" Dyer. The Honorable Tina E. Sinnen,
Clerk— Virginia Beach Circuit Court will administer the oaths.
Please join us immediately following outside of City Council Chamber
for a RECEPTION honoring the newly elected Mayor and appointment of
Council Member Wooten

MAYOR AND CITY
COUNCIL COMMENTS

Mayor Dyer expressed his appreciation and requested a moment of silence in honor of Master Police
Officer Kelvin Bailey who recently passed away. He served 26 years in law enforcement starting with the
Sheriff's Department and then with the Virginia Beach Police Department. He was a father, mentor and
a model public servant, he will be sorely missed.
Mayor Dyer expressed he is humbled and honored to serve among his peers. He complimented Council
Member Davenport on running a compassionate campaign and is hopeful he will continue his passion to
bring technology to the City contributing his talent,gifts and abilities. Mayor Dyer expressed his
appreciation to his predecessor, Council Member Jones and Vice Mayor Wood for filling in and moving
forward in a very positive direction with an open government that he will strive to continue. The City
faces some challenging times with stormwater and fiscal constraints but we have the team in place with
new chemistry on Council. In the face of adversity he hopes to find opportunity, and become successful,
by engaging the citizens and bringing them to the table. By showing respect to the small and large
businesses, we can go forward together to not only survive but thrive during tough times going forward.
Council Member Wooten expressed her appreciation to those who made this opportunity possible. It is
befitting to assume the position as the Council Member for the Centerville District during the season of
Thanksgiving and is very grateful and sincerely thankful to everyone who supported and contributed to
the success of the campaign from her family, organizations and all of the voters. She expressed that while
history was made, it was not because of her but because of the residents who went out and voted who
made history and for that she is very thankful and grateful.
