Mayor Robert M. Dyer called to order the SPECIAL FORMAL SESSION and PUBLIC HEARING, at
Old Donation School, on Wednesday, April 24, 2019, at 6:30 P.M.
Council Members Present:

In accordance with the Virginia Beach City Code Section 2-21, and by
the authority vested in me as Mayor of the City of Virginia Beach, I hereby call
for a SPECIAL FORMAL SESSION of the VIRGINIA BEACH CITY
COUNCIL:
Wednesday,April 24,2019, at 6:30 P.M.

The purpose of this SPECIAL FORMAL SESSION is to conduct public
input regarding:
• The FY2019-20 Operating Budget and Capital Improvement Program
• Increase in the Personal Property Tax Rate
• Increase in the Real Estate Tax Rate
• Authorization of$71,009,710 in General Obligation Bonds
• Authorization of$14,373,971 in Water and Sewer Revenue Bonds
• Authorization of$25-Million in Stormwater Utility Revenue Bonds
• Increase in Water Usage Rate
• Increase in the Solid Waste Management Fee
• Increase in the Stormwater Management Fee
• Increase of SSD Levy within Harbour Point Special Service District
• Boundary Modification for Town Center Special Service District
