ITEM: A Resolution Directing the City Auditor to Engage an Independent Consultant to
Conduct an Independent Review of the May 31, 2019 Tragedy
MEETING DATE:
• Background: The City Council desires to authorize an independent review of
the tragic events of May 31, 2019 (the "Tragedy") to ensure transparency and public
trust in the results of such review. To safeguard independence and public confidence in
this undertaking, the Council believes the City Auditor is the appropriate City official to
engage an independent consultant and to oversee such an investigation in the limited
manner set forth below.
• Considerations: This resolution directs the City Auditor to engage an
independent consultant to conduct a review of the Tragedy. The review should include
creation of a timeline; a review of the perpetrator's employment history and workplace
interactions; and a review of relevant City policies, procedures and practices, including,
without limitation, those related to facility security, prevention of workplace violence, and
employee alerting and response to active shooter notifications. The role of the City
Auditor will be as the point of contact for the City and will be limited to the procurement
of the independent consultant and the administration of the contract, such as approval
of invoices. The City Auditor will have no control over the substance of the review.
The resolution further provides that the procurement of the independent review will
commence immediately, and the investigation will begin as soon as the contract is
awarded and no later than August 15, 2019. The City Auditor and the independent
consultant will have unrestricted access to all employees, reports, documents, and other
records necessary to complete the independent review.
The resolution requires the independent consultant to submit a written report to the City
Council and present the findings of the review to the City Council. The written report will
include recommendations as to best practices that should be employed by the City, and
confidential employee information and safety sensitive facility security information will
be segregated from the main body of the report. Finally, the resolution provides that the
costs of the independent review will be paid from amounts currently appropriated in the
Risk Management Fund.

ITEM: A Resolution Urging the General Assembly to Provide Increased Funding for
Mental Health Services
MEETING DATE: July 2, 2019
• Background: In the aftermath of the tragic events of May 31, 2019, Governor
Northam called for a special session of the General Assembly to discuss firearm-related
violence. Nearly 1.5 million adults in the Commonwealth have some kind mental illness,
but inadequate funding has been allocated to adequately address those in need of
mental health services. The lack of adequate mental health services can have
devastating effects both for those suffering from mental illness as well as their loved
ones and others with whom they come into contact.
• Considerations: City Council believes that increased mental health funding
would result in improved access to vitally important mental health services and would
greatly benefit not only those suffering from such illnesses but also all residents of the
Commonwealth. Increased funding could enable same-day access to mental health
assessments and needed behavioral health services, more timely access to outpatient
psychotherapy services, enhanced crisis intervention services and enhanced peer and
family support services, and improved case management and care coordination.
Because mental illness may play a role in firearm-related violence, any discussion of
measures intended to address firearm-related violence should include a discussion
regarding increased funding for treatment of mental illness. The resolution strongly
urges the General Assembly to provide substantially more funding to meet the mental
health needs of the citizens of the Commonwealth.
