Jones called to order the CITY COUNCIL'S BRIEFINGS, in the City Council Conference Room, Tuesday, March 19, 2013, at 4:00 P.M. Council Members Present: Glenn R. Davis, William R. "Bill" DeSteph, Robert M Dyer, Barbara Henley, Vice Mayor Louis R. Jones, John D. Moss, Amelia N. Ross • - Hammond,John E. Uhrin and James L. Wood Council Members Absent: Mayor William D. Sessoms,Jr. Rosemary Wilson (husband ill) March 19, 2013 -2- CITY COUNCIL'S BRIEFINGS REGENT UNIVERSITY 4:00P.M. Vice Mayor Jones welcomed Dr. Carlos Campo, President — Regent University. Dr. Campo expressed his appreciation to City Council for their continued support. Dr. Campo introduced Regent University's work to produce a Community Impact Study, with the help of President Cook from Old Dominion University. Dr. Campo wants the City Council to know the impact the University is having on the City and the Region is substantial, and is beyond solely an economic impact. While Regent University began as a faith-based standalone Graduate School, it has now grown to offer online enrollment and an on campus Undergraduate School. The University is made up of 6,000 students with 82 Countries represented in the student body. Dr. Campo highlighted Regent University graduates that have gone on to have notable impact in the Community, including Governor Bob McDonnell. The vision for Regent University is for continued growth and expansion. As part of a Strategic Growth Area (SGA), Dr. Campo highlighted Regent's plans to build and develop a University Village for the community to come shop, dine, and attend lectures. The Village would be a mixed-space development to include housing available for students and faculty. Dr. Campo indicated his hope to have open conversations with the City about continuing the University's progress towards becoming a centerpiece for Virginia Beach. Vice Mayor Jones thanked Dr. Campo for his presentation, and recognized Regent University as a success story of Virginia Beach. March 19, 2013 -3- CITY COUNCIL'S BRIEFINGS C-SPAN/COX COMMUNICATIONS OVERVIEW OF VIRGINIA BEACH HISTORY PROJECT 4:30 P.M. Vice Mayor Jones welcomed Barrett Stork, Government Affairs Manager — Cox Communications. Mr. Stork expressed his appreciation to City Council for the opportunity to present on the exciting partnership between C-SPAN and Cox Communications. Mr. Stork introduced Debbie Lamb from C-SPAN to brief City Council on the Cities Tour program. Ms. Lamb explained the Cities Tour CSPAN program, in which production spends a week in a City in order to cover that City's unique history. CSPAN has partnered with Cox Communications in order to produce segments on Virginia Beach. Ms. Lamb expressed the value of the partnership between CSPAN and the City and expressed her appreciation for Cox and all they do in the community. CSPAN is producing six (6) or seven (7) segments on Virginia Beach's history that will air on the CSPAN3 channel on April 20m and 21'. There will also be segments produced on the non-fiction literary life of the area. All of the segments will be archived on CSPAN.org and made available to the public. CSPAN will cover Virginia Beach's segregation and military history, history of Princess Anne County, and visit historical landmarks such as the Cape Henry Lighthouse, Old Coast Guard Station, and Adam Thoroughgood House. Ms. Lamb expressed her appreciation to City Council for the opportunity to meet with them. Vice Mayor Jones thanked Ms. Lamb for her time. March 19, 2013 -4- CITY MANAGER'S BRIEFINGS 19th STREET PARKING FACILITY 4:41 P.M. Vice Mayor Jones welcomed Steve Herbert, Deputy City Manager. Mr. Herbert expressed his appreciation to City Council for their continued support. Mr. Herbert introduced the plans to develop a parking facility and mixed use development at 19th Street, in order to address parking and traffic issues at the Oceanfront. Mr. Herbert asked City Council consider transferring a block of City-Owned Property on 19th Street to the Virginia Beach Development Authority (VBDA) in order to build a parking facility, and support the development of the Dome Project. 19th Street is a major corridor for the resort area. The vision for 19th street is to become a pedestrian friendly street with mixed-use, multi-story development. Mr. Herbert touched on the history and recent developments on 19th street broken down by blocks. Mr. Herbert provided a recap of the City's plans to develop the Dome Site through a private developer. A parking facility would be built in conjunction and to support the Dome Site. Mr. Herbert produced the concept plan rendering of the parking structure. The parking facility would need to be opened no later than Memorial Day—2015, the intended opening for the Dome Site. Mr. Herbert provided a matrix with four (4) options for moving forward with the 19th Street parking facility: • City assume responsibility to build the parking facility • City use the Public Private Education Infrastructure Act (PPEA) to partner with a private entity to build the parking facility • Transfer land to the VBDA and negotiate with the Dome Site developer to build the parking facility • Transfer land to the VBDA and solicit requests from the private sector to build a parking facility and mixed-use development Staff recommends City Council proceed with Option Four (4) and have the VBDA issue a Request for Qualifications for the private sector to build a parking facility and mixed-use development. Staff believes this option increases confidence the site would be developed before the May 2015 deadline, derives the benefit of the private sector's development expertise, and can save money by leveraging the private investment for the development. March 19, 2013 -5- CITY MANAGER'S BRIEFINGS 191h STREET PARKING FACILITY (Continued) The proposed schedule is as follows: VBDA will issue a Request for Qualifications on March 24t, a Public Hearing would be held on March 26Th for the transfer of the property, and City Council could vote on the transfer as early as April 9`h. Vice Mayor Jones expressed his appreciation to Mr. Herbert and stafffor their hard work. March 19, 2013 -6- CITY MANAGER'S BRIEFINGS UPCOMING PLANNING ITEMS 5:10 P.M. Vice Mayor Jones welcomed Jack Whitney, Director—Planning Department. Mr. Whitney expressed his appreciation to City Council for their continued support. There are three (3)planning items scheduled for April 9`h, and one (1)planning item scheduled for April 23`d. Vice Mayor Jones expressed his appreciation to Mr. Whitney for all of his hard work.
