Here is an overview of the expected changes to the General Assembly in the November election:
Setting the Stage

• All 140 seats in the General Assembly will be up for election in November.
• There will be at least two changes to the City's General Assembly Delegation:
• Senator Frank Wagner is retiring after decades of service to the City,the
region,the Commonwealth and the Nation.
• Delegate Turpin is running in the Democratic primary to replace Senator
Wagner.
• The Supreme Court may force the state to adopt a map that's potentially
unfavorable to some members of the Virginia Beach delegation and over 10
other Republicans along the 1-64/Route 460 corridor.

The Conditional Letter of Map Revision (CLOMR)allows the City to submit the total program to FEMA
upfront, before any construction, and get refinement recommendations from FEMA to be incorporated
into each project design. After each project is submitted, the Letter of Map Revision (LOMR) can then be
submitted, allowing for reduced flood insurance rate:

comments on the proposed plan and anticipated floodplain modifications.
