On March 12, 2020, Governor Northam declared a state of emergency due to COVID-19. Because of the
catastrophic nature of the declared emergency, it is impracticable and unsafe to assemble a quorum of the City
Council in a single location. In accordance with the Virginia Beach City Code Section 2-21 and Virginia Code
§2.2-3708.2(A)(3), and by the authority vested in me as Mayor of the City of Virginia Beach, I hereby call for a
SPECIAL MEETING BY ELECTRONIC COMMUNICATION MEANS of the VIRGINIA BEACH CITY
COUNCIL
Wednesday,April 22, 2020
6:30 P.M.
In accordance with Virginia Code § 2.2-3708.2(A)(3), this SPECIAL MEETING BY ELECTRONIC
COMMUNICATION MEANS will be held virtually with Council Members participating via video/audio
conference. The purpose of this SPECIAL MEETING is for the City Council to conduct a PUBLIC HEARING
to obtain public input regarding the FY2020-21 RESOURCE MANAGEMENT PLAN:
• The FY2020-21 Operating Budget and Capital Improvement Program
• Authorization of$69,741,841 in General Obligation Bonds
• Authorization of$1,318,515 in Water and Sewer Utility Revenue Bonds
• Authorization of$34,708,495 in Storwmater Utility Revenue Bonds
This Special Meeting will be broadcast on cable tv, www.vbgov.com and Facebook Live. Citizens are
encouraged to submit their comments to the City Council prior to the Special Meeting via email at
CitvCouncilga,vbgov.com. Should a citizen wish to make comments during the Special Meeting, staff will attempt
to facilitate real-time citizen participation in the Special Meeting for those citizens who register at

Pursuant to Section 5.07 of the City Charter and Section 2-197 of the City Code, the Council of the City of Virginia Beach, Virginia

The Proposed Operating Budget and Proposed Capital Improvement Program/Capital Budget documents are available at the
Meyera E. Oberndorf Central Library during scheduled hours of operation. Copies are also available for examination at the City
Manager's Office,the City Clerk's Office,and the Department of Budget and Management Services, in City Hall, Building 1,Municipal
Center, between 8:00 a.m. and 5:00 p.m., Monday through Friday, provided the facilities are open to the public. These documents
can be viewed on the City's web page located at www.vtgov.com.
All Hearings are open to the public and all interested citizens will have an opportunity to be heard. To provide an opportunity for all
citizens to be heard, speakers are asked to make oral comments within three minutes or other such reasonable time limit as shall

On Wednesday,April 22na.2020,at 6:30 p.m.at the Virginia Beach
Convention Center located at 1000 19th Street,Virginia Beach,Virginia
23451,the Virginia Beach City Council will hold a public hearing on the
proposed authorization by the City of general obligation bonds in the
estimated maximum amount of$69,741,841. The proposed uses of
the bond proceeds are to finance various public improvement projects,
including schools, roadways, parks and recreation, and buildings.
Projects that may exceed 10%of the amount authorized include:1-024
Lynnhaven Middle School Expansion;1-107 Princess Anne High School
Replacement;1-179 Renovations and Replacements-HVAC III;and 3-
174 Operations Facilities Renovation.
Interested citizens may appear at such time and place to present their
views. Individuals desiring to provide written comments may do so by

in the estimated maximum amount of$34,708,495. The proposed
uses of the bond proceeds are to finance improvements and
expansions to the City's storm water utility system.Projects that may
exceed 10%of the amount authorized include:7-078 Windsor Woods
Tide Gate; 7-089 Princess Anne Plaza North London Bridge Creek
Pump Station; 7-415 Lake Management II;and 7-416 Storm Water
Infrastructure Rehabilitation and Improvements II.
